Wearing my SFEU hat(!) why not use the Practitioner's Plus network to host the original discussions? As the FE Computing community already use this it would be a natural extension.

I note that you still prescribe Word for documentation. While I realise that there are a bunch of templates that may or may not work in something like Open Office I think that for the collaborative type of documents that need to be created an on-line tools such as Google Docs would be appropriate.
