I can understand your skepticism. Legislation specifically for blogging does not seem realistic. Further, the general notion of privacy for a public endeavor seems self contradictory. However, the article specifically addresses these two very challenges.
First, the legislative proposal is not for any law specific to blogging, but to off-duty legal conduct, which includes blogging, smoking, phone-sex -- pretty much anything that may be unsavory but nevertheless legal.
Secondly, the legal concept of privacy extends beyond the stereotypical "behind closed doors" view of privacy we may have outside the law. This is why so many state legislatures, at the behest of the strong tobacco lobby, use this very concept of privacy to protect employees from getting fired for smoking, even smoking out in the open where its not so "private." Its the notion of autonomy in choosing to do outside of work as one pleases, so long as its legal and is not detrimental to the business of the employer.
