4. Project Management vs Project Cycle
All projects have certain characteristics in commonthat makes them unique from other type of work:

They all have a beginning and an end.
•
All projects are unique. They may be similar toprior projects but they are unique in terms of timeframes, resources, business environment,etc.
•
Projects result in the creation of one or more de-liverables.
•
Projects also have assigned resources - either full-time, part-time or both.Project management defines the overall manage-ment and control processes for the project. Just asthere are common project management processes tomanage most projects, there are also common mod-els that can provide guidance on how to define theproject lifecycle. These common models are valuablesince they save project teams the time associatedwith creating the project work plan from scratch eachtime.Project management is the planning, implementing,and monitoring of project activities to meet projectobjectives, achieved by effectively controlling andbalancing the constraint of scope, schedule, andbudget, in producing quality deliverables that meetor exceed the expectations of the project
stake-holders.All development organizations do most of their worktrough projects. Projects can be managed using a com-mon set of project management processes.
In fact, asimilar set of project management processes can beutilized regardless of the type of project. For in-stance, all projects should be
2.The Project Organization
A project organization is the way that the project team isorganized and is directly related to the way the entire or-ganization is structured. There are three major organiza-tion structures to manage work and people.
Program Based -
In a program based organization, a pro- ject team is staffed with people from the same programunit. All the resources needed for the project team comesfrom the program organization. For instance, if the projectis related to the health area, the project resources comefrom the Health Unit. In a program based organization,the projects would be broken down by organizationalunits and each unit would do their own part relatively in-dependently. The biggest advantage of program basedprojects is that there is usually clear authority, since theproject managers tend to report to or also be the programmanagers. There is no need to negotiate with other unitsfor resources, since all of the staff needed for the projectcomes from the same program unit. A major disadvantageis that the program unit may not have all of the specialistsneeded to work on a project. A Health Project with anEducation component, for instance, may have difficultyacquiring specialty Health resources, since the only peopleavailable will work in their own program unit.
Project Based
- Advantages include clear authority, and aclear focus, since everyone on the team has only the pro- ject for their primary responsibility. One disadvantage isduplication of resources, since scarce resources must beduplicated on different projects. For instance, a large pro- ject may have its own Monitoring and Evaluation staff,which could duplicate a central M&E unit. There can also
