The North Carolina Department of Environment and Natural Resources, Public WaterSupply Section has called for public comment on proposed rule changes for 15A NCAC18C .1302 Tests, Forms, and Reporting. Under our standard operating procedure, Citystaff within the Water Treatment Division of the Public Utilities Department evaluatedthe proposed rule changes and their potential impact on Department operations and publichealth. In general, the City staff is supportive of the proposed rule changes but wouldsuggest providing community water systems with the flexibility to substitutecomprehensive computer modeling and distribution flushing for costly, reoccurringsampling of certain parameters. The next appropriate step in this process is City Councilendorsement of the proposed comments included in the agenda packet and permission tosubmit said comments to the Public Water Supply Section.
Recommendation:
Approve comments on Proposed Rule Modifications for 15A NCAC 18C .1302 Tests,Forms, and Reporting for submittal to the North Carolina Public Water Supply Section.
