RPD Neighborhood Beat Expansion and Police District Realignment Plan

The Raleigh Police Department is embarking upon very challenging and exciting times as itprepares for the Clarence E. Lightner Public Safety Center and plans for the associated interimmoves necessary to make construction possible. Next month the RPD will open a new InterimDowntown Police District Station on Cabarrus Street and in January we will begin moving policeadministration operations into the recently acquired office building on Six Forks Road.In order to effectively respond to our growing city’s police service demands, we have developeda plan that expands the number of neighborhood police beats serving our community, andrealigns our existing police district boundaries to enhance overall operational efficiency. Ourability to fill vacant police officer positions combined with the RPD’s commitment to prioritizefield police staffing to meet unique neighborhood needs, provides us with an opportunity toexpand the number of neighborhood police beats from 56 to 62. thus we will achieve a two-yearcombined total enhancement of 13 additional neighborhood beats under the plan.The current police district alignment model, established in 2002, served to significantly improveour ability to provide police service throughout the city. Today we find it vital to evaluate districtboundaries in view of both our present and future police service deployment requirements. Tothat end, this past summer Captain N.D. Grodi and a team of rank-and-file department membersembarked upon studying present and future deployment needs in consideration of the city’s newcomprehensive plan, call data, growth patterns, response times, and numerous other factors toprepare a police district realignment proposal that addresses current growth and service needs.Captain Grodi was joined by Captain C. Bertram, Captain J.C. Perry, Lieutenant A.B. Lull,Lieutenant D.W. Linthicum, Sergeant K.S. Anderson, Sergeant M.L. Peterson, Sergeant D.G.Bean, Sergeant S.C Oosterhoudt, Sergeant A.H O’Connell, Sergeant T.S. Jordan, April Morris,Brent Quick and Stacey Joyner.Captain Grodi’s team’s proposal, supported by command staff and district commanders,relocates the North Police District to the interim police administration building on Six ForksRoad, thereby locating the North District optimally within the middle of the revised districtboundaries. Correspondingly, the Northeast District is realigned to more effectively incorporatethat region of the city, .\and the Northeast District’s operations staff is moved from its present
