ast Riding of YorkshireCouncil has opposed theEnvironment Agency’sproposals to withdrawmaintenance of flood defencesin the East Riding and otherrural areas.
Following numerous meetings between the council and EnvironmentAgency over a three month period,the council made an applicationto the High Court to challenge thepublication of the six CatchmentFlood Management Plans (CFMPs)which affect the East Riding as it wasnot possible to reach agreement on theissues in dispute.Despite the Environment Agency’soffer to further consult it was onlyprepared to allow this to take place onthose parts of the six CFMPs whichfall within the East Riding boundaryand not on any part which lies outsidethe area. In the view of the councilthis was particularly important as themain rivers drain into the East Ridingand the proposals can have a bearingon the volume of water flowing intothe area. The Environment Agencyat that time was also insistent thatthe parts of the CFMPs which falloutside of the East Riding should bepublished in June before the freshconsultation had begun.In a separate but relateddevelopment, the EnvironmentAgency has now informed authoritiesof its intention to develop policies onthe withdrawal of maintenance fromcertain flood defence assets.Councillor Stephen Parnaby OBE,leader of the council, said: “Thecouncil’s cabinet has now consideredthe Environment Agency’s proposalsand resolved to oppose them in thestrongest terms as they direct futureinvestment to urban areas at theexpense of the East Riding and otherrural areas.“We will be making strongrepresentations to the YorkshireRegional Flood Defence Committeeprior to their next meeting on 9 July.“We are contacting local MPs to askthem to help facilitate a meeting atministerial level so that we can put thecase for protecting the East Riding.”The council also has concerns aboutthe impact of the CFMPs in andaround Goole where the five mainrivers meet.“The Environment Agencyhas offered to start again on theconsultation with the council and thepublic on the whole of the six CFMPson the understanding that therewould be no publication until thisprocess has been completed.“Whilst this was a welcome startthe council is concerned that at thesame time this was taking place theEnvironment Agency submittedreports to the last meeting of theYorkshire Regional Flood DefenceCommittee at the end of April seekingsupport for a policy to withdrawmaintenance from the rural parts ofthe committee’s area including theEast Riding.“This is of course now beingchallenged.”

Don’t be caught out  by doorstep conmen
T
he council’s tradingstandards service is warningthat doorstep conmen areout and about in the East Riding.
 
Typically, residents answering theunexpected knock at the door will bemet by someone offering to sell themgoods, tidy the garden, or surface theirdriveway at an unbelievable price withmaterial left over from another job.Doorstep traders can use aggressiveand intimidating sales tactics andthey often target vulnerable people,in particular the elderly. The qualityof some of the work has also beenfound to be poor with problems oftencoming to light after the trader hasdisappeared without trace. There havealso been instances where the finalprice demanded for the job is wayabove the original quote given.What most customers do not realiseis that, if the goods or services they buy at their doorstep cost £35 or more,they are entitled to a written noticeof cancellation rights giving them atleast seven days in which to cancel thecontract. This notice must be given atthe time the contract is agreed and thefailure by the trader to give this is anoffence and will give the resident someidea of their legitimacy.Councillor Jane Evison, portfolioholder for public protection, said:“Trading standards working withHumberside Police are taking aproactive approach in dealing withrogue doorstep traders. However thisin itself will not be enough to stop allinstances of this disreputable type oftrading so it is important that residentsknow their rights and are not afraid torefuse offers of goods and services bydoor to door salesmen.”Anyone who has concerns aboutdoor to door sellers of goods orservices or who requires furtherinformation about their right to cancelcontracts should contact ConsumerDirect on 08454 040506 as soon aspossible.
MORE than 160 suggestionshave been put forward afterresidents were asked tocome up with names forBeverley’s new southernrelief road.The 1.6 mile road hasbeen designed to reducetraffic and congestion inand around the centre of Beverley. It will link the A164at the Morrisons roundabout with the A1174 Hull Road,near Figham.In May’s edition of EastRiding News, readers wereasked to come up withnames for the new road.Residents suggestedfigures from history ranging from the ancient to therecent, as well as people whoare alive today.Other possible inspirationsfor names include localgeography, former barracks,the Minster and religiousfigures of all sorts. While most entriesdescribed the route using the word Way, other populardescriptions were Road, Gateand Bypass. A panel will now beconvened to pick a winnerfrom the 163 suggestions.
