Council’s schemes highlight need to reduce food waste

thousand packets ofseeds are being givenaway to East Ridingresidents to help them growtheir own vegetables andreduce food waste.
East Riding of Yorkshire Councilis behind the scheme, which willrun initially for 12 months andwill be based around the vegetablegrowing seasons.The first 1,000 packets willinclude both chives and basil,which are for planting this month.In March, the council will giveaway tomato and lettuce seeds andin July seeds for carrots and saladleaves. Details about these offerswill be printed in East RidingNews nearer the time.Expert nurseryman, Adrian Jones, head grower at Bell MillsGarden Centre, Driffield, said:“Chives and basil are both easy togrow and give you confidence tostart growing bigger things.“Put them in pots and growthem inside on a sunny windowsillaway from winter’s cold blasts.“With chives, snip a bit off andit comes up again. With basil, justpick off the leaves.”Councillor Symon Fraser,portfolio holder for environmentalissues, waste, recycling, strategichighways, planning and ruralissues, said: “In July, when wechecked the make up of the wastein the green bins, 33 per cent wasfood.“This council is keen to helpresidents reduce their food wasteand what better way than helpingthem start to grow their ownvegetables.”The seeds will be given away tothe first 1,000 residents to apply.Turn to page eight, complete thecoupon and send to the council oremail your application.Last month, the council alsolaunched a scheme offering foodwaste systems to residents at muchreduced prices.The scheme runs until 31March, allowing residents to buywormeries, home composters andkitchen waste composters (bokashi buckets with caddies).In partnership with the council,Straight plc is offering a 220 litrehome composter for £13.50 (RRP£39), a 330 litre home composterfor £16.50 (RRP £49), kitchen wastecomposters for £25 and caddies for£4, with a £5 delivery charge for upto three items.To place an order, call 08451306090 or visit www.eastriding.getcomposting.comGreen Cone Ltd, in partnershipwith the council, is offering awormery for £78.90. East Riding of Yorkshire Council proposes to make anOrder under Section 13 of the Criminal Justice andPolice Act 2001.The effect of this Order will be tomake it a criminal offence to consume intoxicating liquorin a designated public place.If a constable reasonablybelieves that a person is or has been consumingintoxicating liquor in a designated place or intends toconsume intoxicating liquor in such a place,theconstable may require the person concerned:a) not to consume in that place anything which is,orwhich the constable reasonably believes to be,intoxicating liquor;b) to surrender anything in his possession which is,orwhich the constable reasonably believes to be,intoxicating liquor or a container for such liquor,including liquor in a sealed container which theconstable believes will be consumed in that area.A constable may dispose of anything surrendered to himin such manner as he considers appropriate.A person who fails without reasonable excuse to complywith a requirement imposed upon him by a constableunder the above Act commits an offence and is liable toarrest and upon summary conviction to a fine notexceeding level 2 on the standard scale.Within this Order the following is the public placeintended to be designated:

New compound startstransport regeneration
 A 
new boat compoundhas recently openedin Bridlington.
Set between the private boatclub and the Royal YorkshireYacht Club’s site at Wilsthorpe,the new facility is the first partof the Bridlington IntegratedTransport Plan.The compound canaccommodate more than 200small boats, jet skis and othersailing craft.It is a self-contained andsecure site, with its own launchramp, office and launch controlfacilities, with security fencing,floodlighting and a CCTV system.Completion of the compoundis a major step towards enablingthe construction of the park andride element of the BridlingtonIntegrated Transport Plan whichis now due for completion inSpring 2010.Councillor Stephen Parnaby,OBE, leader of East Riding ofYorkshire Council, said: “Thenew facility is a real boost toBridlington and the surroundingarea.“The move to the new locationwill allow work to moveforward on other constructionprojects associated with thetransport plan.“The transport plan isan important part of theregeneration programme torevitalise Bridlington and bring greater opportunity andprosperity to the town.“As a result of the plan, theresort will benefit from betteraccess routes which will helpresolve some long-standingtraffic congestion problems.”Other elements of the plan,which has attracted £5.7m offunding from the Departmentfor Transport, are also movingforward and the main highwayimprovement works will mostly be undertaken from now toMarch 2010, outside the peakholiday season, to reduce anydisruption.
GOOD financial managementover the last year has ensuredthat the council remains in asound position for the future,despite the banking crisis andturbulence on the internationalmoney markets resulting ineconomic recession across many parts of the world.Last month, the council cabinetendorsed a report on the ‘treasury management’function, whichcovers management of cashflows, banking, money marketand capital market transactions,together with the effective controlof risks associated with theseactivities.The council has met its mainobligations for investment andborrowing, including an above-target 4.7% rate of return oninvestments, and has not neededto use temporary borrowing arrangements to finance any cash flow deficits. Treasury management has also protectedthe council from market-relatedrisks through the proactivemonitoring of interest rates,economic opinions, and UK andoverseas government finances.The council was not affectedby the widely publicised collapseof various Icelandic banks as ithad no investments with them.

First stage of transport plan for Bridlington is complete
The new park and ride facility on theexisting South Cliff car park will providesecure parking for up to 1,000 vehiclesincluding 50 disabled spaces.Changes to roundabouts and a newelectronic car parking monitoring andsignage system are also planned.The site of the former boat compoundwill now form part of the park and rideand an extension to the nearby caravanpark.
Affordablehousing giveseconomiccash boost

t from a £33m cash injectionfollowing the success of thecouncil’s £16.5m bid to the Homesand Communities Agency for newaffordable housing. The funding willbe matched by the council’s owncontribution.
The resulting house buildingprogramme will be the largestconstruction project ever undertakenby the council with the majority of workbeing undertaken by local contractors.Councillor Steve Parnaby OBE, leaderof the council, said: This is fantasticnews for the East Riding and a wonderfulstimulus for the local economy. The£33m programme has to be deliveredover a 12-month period and it is myintention that the majority of work willgo to local contractors.These houses represent a newgeneration of affordable housing forthe 21st century, combining high qualitydesign with environmental sustainability.The council team has done a fantastic job in putting the bid together andmanaging to attract 11 per cent of thetotal funding available nationally for thisscheme.”The house building programme isdue to start in March 2010 and has tobe delivered within a 12-month period.The programme, which will see 275 newhomes built, will involve a number ofsmall scale developments across the EastRiding with an emphasis on high qualitydesign combined with environmentalsustainability.As yet, no decisions on speci
c siteshave been made. These will be subject toconsultation and the planning process.
