This memorandum is intended to describe W3C's primary activity which is to develop protocols and guidelines that ensure long-term growth for the Web. Using the W3C guidelines, we have made changes to our websites www.pecbilling.com and www.pecivr.com.
W3C's standards define key parts of what makes the World Wide Web work. The World Wide Web Consortium (W3C) is an international community where Member organizations, a full-time staff, and the public work together to develop Web standards.
W3C helps check the validity of Web documents. Most Web documents are written using markup languages, such as HTML or XHTML. These languages are defined by technical specifications, which usually include a machine-readable formal grammar (and vocabulary). The act of checking a document against these constraints is called validation, and this is what the Markup Validator does.
