I. BASIS FOR INVESTIGATION
On January 21, 2009, Multnomah County District Attorney Michael Schrunk andPortland Police Chief Rosanne Sizer jointly requested the initiation of an investigation by theOregon Department of Justice (DOJ). The request letter, addressed to Attorney General Kroger,states:This confirms our conversation regarding an investigation of the matters pertaining toMayor Sam Adams and Beau Breedlove that have come to public attention. As presentedto the public, the facts could lead some to question whether criminal laws have beenviolated. Without expressing any opinion as to whether they have, we have concludedthat an investigation to answer that question is warranted.Two days prior, on January 19, 2009, Sam Adams admitted to

reporterNigel Jaquiss that Adams had a sexual relationship with Beau Breedlove in the summer of 2005.This admission was in contradiction to earlier public denials by Sam Adams. That same day,
Willamette Week 
published an article featuring Adams’ admission. The article suggested thepossibility that Adams and Breedlove had a sexual relationship while Breedlove was 17 andfurther suggested that previous

reporter Amy Ruiz was hired by Adams in aneffort to halt her investigation and reporting into the Breedlove story.This investigation explored whether Sam Adams violated any criminal laws of the Stateof Oregon during his relationship with Beau Breedlove or in the course of his effort to concealthe nature of their relationship. The primary questions were whether Adams had criminal sexualconduct with Breedlove while Breedlove was a minor

and whether Adams unlawfully used hisposition to silence Amy Ruiz in her pursuit of the Breedlove story
