Editorial
The principle of sustainable development -combining environmental protection andefficient management of depletable naturalresources with poverty alleviation and decentliving conditions for people in developingcountries - was approved by all the nationspresent at the United Nations Conference onEnvironment and Development (UNCED) inRio in 1992. Yet, translating that principle intoeffective economic and environmental policiesfor both developed and developing countriesseems to be an arduous task. How candevelopment research contribute?“There are still relevant gaps in currentlyavailable knowledge regarding some aspectsof mitigation of climate change, especially indeveloping countries. Additional researchaddressing those gaps would further reduceuncertainties and thus facilitate decision-making related to mitigation of climatechange.” (Intergovernmental Panel on ClimateChange, May 2007)If climate change is the worst - and fatal -market failure (Sir Nicholas Stern), there is aneed for government action. And if the actionsof individual governments do not suffice, thereis an urgent need for international co-operationand effective global governance.“Global Governance for SustainableDevelopment: The Need for Policy Coherenceand New Partnerships” will therefore be thefocus of the 12th EADI General Conference tobe held in Geneva from 24 to 28 June 2008.The conference will provide an opportunity forEuropean development researchers and theirassociates in the developing regions (ICCDA)to present and debate their perceptions ofdramatic global challenges and to explorepolicy options and governance models to meetthose challenges at the global, regional, natio-nal and local levels.This Newsletter contains a in-depthdescription of the theme of the conference. Acall for papers for the working group sessionswill be issued in August 2007. The conferencewebsite is up and running and will be areference point for working groups, thosepresenting papers and participants.Based on the assumption that research mustbe widely disseminated and freely accessibleto have an impact, the Budapest Open AccessInitiative in 2001 developed a definition ofOpen Access. The Berlin Declaration on OpenAccess of 2003 supports this initiative. The EADIInformation Management Working Group(IMWG) launched a discussion at its last annualmeeting in Brighton in September 2006, anda seminar on “Accessing developmentknowledge - partnership perspectives” in April2007 further explored various perspectives. Asummary and some of the presentations givenat the EADI/UniPid Seminar are featured here.Our readers will also find a topical dossier onall issues related to Open Access on the EADIwebsite. The discussion will be continued atthe next Annual Meeting of the IMWG in Sep-tember in The Hague.In April 2007, the EADI/IMWG researchprogramme “Emergent Issues in Informationand Knowledge Management (IKM) and In-ternational Development” was approved forfunding by the Directorate General for Inter-national Cooperation (DGIS), part of the DutchMinistry of Foreign Affairs. It aims to improvedevelopment practice by promoting changesin the way the development sector approachesthe selection, management and use ofknowledge in the formation andimplementation of its policies andprogrammes. The programme represents animportant opportunity for EADI. It aims tocreate an environment in which researchers,practitioners, policy-makers and knowledgemanagers have the opportunity to reflect ontheir use and management of knowledge. Newperspectives on how these can be improvedto better serve their goals will be developed.Advocating greater investment in and use ofSouthern knowledge production is an explicitaim of the programme. This initiative of theEADI IMWG will give new incentives for theassociation as a whole. A brief description ofthe programme is available in this Newsletter.Thomas Lawo's article outlines EADI'sactivities around the European DevelopmentReport. A launch workshop to “mobiliseEuropean research for development policies”was held in Brussels in March 2007. Many EADImembers participated and contributed to thediscussion.Last and certainly not least we would like tocongratulate our member institute OEFSE,which celebrated its 40th anniversary in June.CICOPS celebrated 20 years of university co-operation in March. Finally, the Institute ofSocial Studies (ISS) will celebrate its 55th DiesNatalis in October. The theme is “Citizenship:Cities of Hope, Cities of Despair?” Combinedwith this conference we will be holding ourannual Directors' meeting, kindly hosted by theISS in The Hague. Come and join us.
