1. Plaintiff Latin Americans for Social and Economic Development, Inc. (“LASED”) is the oldest nonprofit organization serving the Latino community in Southwest Detroit.Since 1969, LA SED has assisted people of all ages with a variety of bilingual services,recreational activities for older adults, and youth development programs.2. Every member of LA SED’s board is or was a resident of the Southwest Detroitcommunity that the organization serves. Many LA SED staff members are former clients whocontinue to live in the neighborhood.3. The Detroit River International Crossing (“DRIC”) project presents a deadlythreat to the Southwest Detroit neighborhoods that LA SED has served for forty years. The
