At the beginning of Tawaf, (after formulatingintention), to kiss or signal to the Hajr-al-Aswad (Black stone) and proclaim audibly:

Bis-millaahi Allaahu akbar walil-laa-hil-Hamd.

In the name of Allah, Allah is the Greatest,and to Him belongs all the Praises.
