A native of Washington, D.C., he graduated from Dartmouth in 1913 and from the Law College of George Washington University in 1916. During World War I he served as Captain in General Patton’s United States Army Tank Corps, was wounded, and for bravery under fire received the Distinguished Service Cross and the Oak Leaf Cluster for a second citation. He was also awarded the Purple Heart and Croce Al Merito Di Guerra from the King of Italy. He received a further D.S.C. for his services during World War II. He also fought in the Korean Campaign.
After WWII he resided at Chevy Chase, Maryland, and was a senior member of the patent law firm of Semmes, Keegin & Semmes, of Washington.
In the early 1950s, he headed a commission on peacetime military training, creating and defending reserve training.
Semmes died in 1962 at the age of 70.view less
