When four psychiatric managed care companies take the next logical step in their obsession with cost containment and begin to secretly have chronic mental patients murdered, Dr. James Corrigan gets sucked into their vortex of evil. After he and his wife are savagely attacked by a former patient, Corrigan gladly sets aside his Hippocratic Oath and joins the ruthless panel of fellow psychiatrists. The panel has an established a protocol for determining when the cost of treating a patient reaches the point of diminishing returns and then has them “permanently discharged” and made to look like an accident or suicide. However, everything begins to unravel when one of Dr. Corrigan’s friends is sentenced to death and he intervenes, only to face the wrath of the death panel. Corrigan is unable to go to the police out of fear that he will be arrested but, when his friend is murdered he finally confesses. Ironically instead of the psychiatrists being arrested, the Dept. of H.H.S in order to comply with new health care mandates steps in and forces the doctors to continue their covert cost containment operation or face prosecution for murder.
