The Secretary and the Secretary of Defense may

4

jointly establish academic and professional Centers of Ex-

5

cellence in cybersecurity for the protection of critical infra-

6

structure in conjunction with international academic and

7

professional partners from countries that may include al-

8

lies of the United States, as determined to be appropriate

9

under title XIX of the Implementing Recommendations of

10

the 9/11 Commission Act of 2007 (Public Law 110–53;

11

121 Stat. 505) in order to research and develop tech-

12

nologies, best practices, and other means to defend critical

13

infrastructure.

TITLE IV—EDUCATION,

WORKFORCE, AND AWARENESS

SEC. 401. DEFINITIONS.

In this title:

(1) CYBERSECURITYMISSION.—The term ‘‘cy-

19

bersecurity mission’’ means activities that encom-

20

pass the full range of threat reduction, vulnerability

21

reduction, deterrence, international engagement, in-

22

cident response, resiliency, and recovery policies and

23

activities, including computer network operations, in-

24

formation assurance, law enforcement, diplomacy,

military, and intelligence missions as such activities

relate to the security and stability of cyberspace.

(2) CYBERSECURITYMISSIONOFAFEDERAL

3

AGENCY.—The term ‘‘cybersecurity mission of a

4

Federal agency’’ means the portion of a cybersecu-

5

rity mission that is the responsibility of a Federal

6

agency.
