It is the sense of Congress that—

13

(1) engagement with other countries to advance

14

the cyberspace objectives of the United States should

15

be an integral part of the conduct of United States

16

foreign relations and diplomacy;

17

(2) the cyberspace objectives of the United

18

States include the full range of cyber issues, includ-

19

ing issues related to governance, standards, cyberse-

20

curity, cybercrime, international security, human

21

rights, and the free flow of information;

22

(3) it is in the interest of the United States to

23

work with other countries to build consensus on

24

principles and standards of conduct that protect

computer systems and users that rely on them, pre-

vent and punish acts of cybercrime, and promote the

2

free flow of information;

3

(4) a comprehensive national cyberspace strat-

4

egy must include tools for addressing threats to

5

computer systems and acts of cybercrime from

6

sources and by persons outside the United States;

7

(5) developing effective solutions to inter-

8

national cyberspace threats requires engagement

9

with foreign countries on a bilateral basis and

10

through relevant regional and multilateral fora;

11

(6) it is in the interest of the United States to

12

encourage the development of effective frameworks

13

for international cooperation to combat cyberthreats,

14

and the development of foreign government capabili-

15

ties to combat cyberthreats; and

16

(7) the Secretary of State, in consultation with

17

other relevant Federal agencies, should develop and

18

lead Federal Government efforts to engage with

19

other countries to advance the cyberspace objectives

20

of the United States, including efforts to bolster an

21

international framework of cyber norms, governance

22

and deterrence.
