TERMS OF REFERENCE (TOR) OF ENGINEERING CONSULTANCY SERVICES FOR SIDDmRGANJ 335 MW COMBINED CYCLE POWER PLANT PROJECT
The Government of Bangladesh has received financing from the World Bank towards the cost of Siddhirganj Peaking Power Project, and intends to apply part of the proceeds for consultants services and hire an Owner's Engineer (OE). The services include Design & Drawing approval, Engineering and Supervision of EPC works under Turnkey contract during Implementation Stage including Testing & Commissioning of "Siddhirganj 335 MW Combined Cycle Power Plant Project" at Siddhirganj, Narayanganj for which this Expressions of Interest (EoI) is issued. However, the Terms of Reference being in the draft form will be finalized during approval of Request for Proposal (RFP). II. SCOPE OF WORK UNDER THIS PROJECT
The EPC scope of work (design & drawing approval, engineering and supervision of turnkey work during implementation stage including testing & commissioning) for Siddhirganj 335 MW Combined Cycle Power Plant Project is as follows but not limited to:a. Gross 225 MW (model PG9351FA) generating gross output of with associated equipment (including gas booster and by-pass stack). b. Steam Turbine & Generator with associated equipment. c. Heat Recovery Steam Generator with associated equipment (including main stack and bypass stack & divert damper). d. Closed loop condenser and condensate system e. Step up Transformer, Unit Auxiliary Transformer and 230 kv power evacuation facilities. f. Electrical components including, Switchgears and Motors. g. Water Intake & Discharge and cooling Water system including Cooling Tower. h. De-mineralized water system. i. Waste water treatment system. j. Fuel Gas supply system (including Gas Pipeline and Gas Station). k. Gas booster Compressor 1. Control & Instrument system (including DCS). m. Instrument & service Air system. n. Emergency diesel generator. o. Fire detection & protection system. p. Fire fighting q. Crane and hoist. r. Piping work including insulation and cladding. s. Cabling and wiring work. t. UNDERTAKING BY EGCB For carrying out the engineering services of consultant, EGCB shall provide the following to the consultant without any cost; a. All available documents, drawings, maps, statistics, specifications, data and information related to the project; b. Full time counterparts ofEGCB project team to participate in the consultant's activities; c. All necessary permits, recommendation and authorization for carrying out the construction work; d. Suitable working office at site if available for consultants at Siddhirganj Power Station area; e. Interface with O&M Operator.
SCOPE OF SERVICE (Time-based)
The services of the consultant are design & drawing approval, engineering, project management and execution including supervision of construction, installation, commissioning (but not limited to). Broadly, the services shall cover the stages of pre-construction, construction and warranty (defect liability) period of Siddhirganj 335 MW Combined Cycle Power Plant along with the associated auxiliaries and ancillary equipment to complete the project. Review of implementation program. Design & Drawing approval and engineering Project management at all levels including periodic review of budget estimate and administration of project cash flows. Inspection, testing and delivery control during manufacturing. Construction supervision. Commissioning and acceptance tests. Assistance to EGCB in operation and maintenance. Assistance to EGCB for environmental aspects. Formulating and implementing transfer of knowledge and technology to EGCB personnel and program for training of power station staff. Supervision of the project gas facilities.
A. Review of implementation program
The consultant shall make provisions to undertake the following: a. Collection of the data necessary for evaluating the justification of contents of the implementation program. b. Study, comment and recommendation to EGCB Ltd. in connection with the implementation program prepared by EGCB Ltd. c. Study adequate measures for increasing electricity power on the transmission lines together with the substation concerned. d. Initiation and control of the site soil investigation which may be required. e. Initiation and control of the necessary hydrographic survey and cooling water recirculation investigations, if necessary. f. Advise to EGCB of any special test or investigation which may be required. g. Pr1\aration of updated project program, cost estimate and cash flow.
B. Design & Drawing approval and engineering
The consultant shall be responsible for but not be limited to:a. Examination, check and approval of drawings, procedures and designs submitted by or requested from the contractor. The approval process shall include calculations to determine size or capacity requirements, layout and arrangement of components, selection of equipment and materials including those related to environmental issues, and where required testing of models and materials and specialized research. b. Coordination of proper operation and maintenance procedures integrating the overall operation and maintenance philosophy of the combined cycle power plant, based on the operation and maintenance manuals submitted by the contractor. c. Check and review of spare parts requirements and stock level of spares. d. Recommend for revision any change in drawings.
Project management at all levels including periodic review of budget estimate and administration of project cash flows.
The consultant shall establish a project management system acceptable to EGCB, which will be used to monitor, track and pin point problem. The works involved will include but not be limited to the following; a. Establishment of the basic overall project construction schedule, budget and cash disbursement schedule for both foreign and local portion. b. Establishment and implementation of a project management system and procedures to monitor and control the cost and time schedule to enable timely corrective measures. c. Assistance, support, coordination, supervision, making decision and issuing instruction, for all design and engineering related to the construction activities to EGCB from view point of ensuring the engineering standards, qualification assurance and safety of the project. d. Setting up of an effective reporting system of project progress and status to EGCB. e. Management of the claims by and against the contractor properly and reasonably, within reasonable time considering the best interest ofEGCB. f. Anticipate and identify potential difficulties or conflicts and their effect on the implementation schedule, and recommended and agree steps to be taken by the contractor or recommending steps to be taken by EGCB to overcome the difficulties and to avoid delays. g. Prepare and/ or evaluate recommendations to EGCB regarding any change proposals, technical amendments and changes in the scope of work, if any, the appropriateness of their pricing, and if agreed by EGCB, the timely issuance to the contractor of Charged Order, as per the conditions of the supply and installation contract. h. Check Contractor's invoices, issue payment certificates according to the contract conditions, and advice EGCB when payments are due. i. Establishing effective coordination among different agencies for timely completion of the project.
D. Inspection, testing and delivery control during manufacturing.
The consultant with EGCB participation shall undertake to implement the following: a. Check and approval of proposal on quality assurance, quality control plan and delivery schedule prepared by the contractor. b. Regular review of production and delivery schedule submitted by contractor.
and certify damaged items for timely replacement.
d. Check and approval of factory testing procedures and factory test results submitted by the contractor. e. Monitor of manufacturing progress, testing by regular inspections to ensure compliance to contract documents. f. Factory test witnessing of major equipment and preparation of corresponding certificates (test items to be witnessed are to be agreed between EGCB and the contractor) g. Check and review of inspection report on each factory testing submitted by the contractor.
E. Construction supervision.
The consultant with EGCB participation shall undertake the following: a. Ensure that the contractor sets up his site works appropriately, and in accordance with the contract terms, and with due consideration to aspects of environmental protection. b. Action on behalf of EGCB by administrating the contract between EGCB and the contractor. c. Check and approval of the contractor's temporary works and facilities. d. Check and approval of the contractor's equipments. e. Coordination, supervision and inspection of all construction and erection activities. f. Check and approval of the construction methods and site works carried out by the contractor. g. Check and approval of the contractor's quality assurance and control program. h. Issuance of instructions to the contractor on behalf ofEGCB. i. Indication and approval of final reference points for the setting out of all structures. j. Check and approval of test procedure for materials and equipment to be tested on site by the contractor and witness of such tests. k. Check and approval of work progress for purpose of certifying progress payment. 1. Assistance of issuance of payment certificates by EGCB. m. Maintenance of records of payment made by EGCB to the contractor. n. Monitor and control of work progress and initiation of corrective measures, if required. o. Recommendation of any modification of complementary items to be necessary to the contractor. p. Holding of monthly progress meeting and submission of monthly progress reports to EGCB. q. Support to EGCB to prepare quarterly progress reports to GOBI WB. r. Maintenance of records of contractual matters (guarantees, performance bonds, insurance, claims etc.) s. Assistance to EGCB in contractual matters (guarantees, performance bonds, insurance, claims etc) t. Inspection and direction of preventive safety and environmental control measures. u. Preparation of project completion report. v. Check and approval of as built drawings. w. Issuance of "Certificate of Ready" for commissioning. x. Assistance to EGCB for submitting Project Completion Report to EGCB within three (3) months after the project completion.

Assistance to EGCB in operation and maintenance.
The consultant shall undertake the following; a. Check and approval of the operation and maintenance framework. b. Guidance and coordination of the preparation of the contractor's operation and maintenance manuals. c. Assistance to EGCB to develop and implement a system for recording data on plant efficiency and performance. d. Assistance to EGCB to establish and implement maintenance schedule and procedure. e. Proposal of monitoring of environmental aspect to EGCB. f. Preparation and compilation of inventory records (assets listing) of nameplate, summary list of equipment facilities, "as- built" drawings for electro- mechanical equipment. g. Assistance to EGCB to develop Operating Procedure of the Power Plant. h. Assist EGCB to fulfill its obligations as regards PPA and GSA
H. Assistance to EGCB for environmental aspects.
The consultant shall undertake the following; a. Assistance to EGCB in the further elaboration of environmental and monitoring programs
I. Formulating and implementing transfer of knowledge and technology to EGCB personnel and program for training of power station staff.
The consultant shall undertake the following: a. Arrangement of adequate on-job training program for EGCB's operation/ maintenance staff assigned to operation and maintenance of the plant. b. Arrangement of adequate operation/ maintenance training program for EGCB's operation! maintenance staff assigned to operation and maintenance of the plant in manufacture's factories.
J. Supervisions of the Project Gas facilities
The Consultant shall undertake the following: a. Check and give comments on relevant drawings of20 inch Gas pipelines from RMS to Siddhirganj 335 MW Combined Cycle Power Plant to be checked / vetted by TITAS (the Gas Company). b. Supervise the implementation of Project Gas facilities especially Gas Pipelines and Gas Booster Stations including auxiliaries at Siddhirganj CCPP Project. c.
