State plans sage-grouse management areas

A draft plan for sage grouse conservation in Utah would protect 12 populations around the state by limiting industrial or development disturbance to 5 percent of the surface in management areas. The governor still must approve or alter the plan, which is intended to satisfy federal biologists and prevent an endangered species listing. Conservationists fret that it leaves too much of existing grouse habitat unprotected.
