Mrs. Josephine Tamai Chief Elections Officer Elections and Boundaries Department Belize City, Belize Dear Mrs. Tamai: Subject: Systemic Bias at the Elections and Boundaries Department Kindly reference my letter to you dated July 6, 2012 and your response dated July 13, 2012 (GEN/1/01/2012(126) regarding the practice of bias by the Elections and Boundaries Department. Today’s letter is to document and bring to your attention that the practice of bias continued some three (3) weeks after the date of your letter abovementioned, as can be seen in the Guardian Newspaper dated Sunday, August 5, 2012, on page 14. The practice of institutionalizing bias by the Elections and Boundaries Department (EBD) is of concern and disquiet, as the EBD is the institution that is legally responsible for the registration of electors as well as for direct democracy instruments such as elections and referenda. For repeating or continuing such practice proves that the bias is systemic in the EBD, and brings into question the credibility and integrity of the EBD’s electoral administration. The People’s United Party is again calling on the Elections and Boundaries Department to cease the practice of systematic bias in the Elections and Boundaries Department. Yours sincerely,
