Hierarchical Cell Structures
The Hierarchical Cell Structure (HCS ) describes a radio system in which at least two types of cells (such as macro cells and micro cells) ar e overlaid. Macro cells provide continuous coverage, whereas micro cells absorb traffic. Low-mobility and high dat a rate UEs should operate in micro cells, while high -mobility and low data rate UEs should operate in macro cells as much as possible so as to reduce handover and improve the spectral efficiency and system capacity. The essential aim of HCS is to improve network capacity and QoS. In HCS, eac h cell is assigned with an HCS priority level. A macro cell has the lower HCS level whereas a micro cell has the higher HCS level.

Macro Cell

The HCS feature controls the cell camping policy in areas with overlapped coverage so as to control the user selects network and the traffic in each cell and to achieve load balancing between cells and to attain the camping policy expected by the operator. The HCS provides hierarchical radio network coverage through micro cells and macro cells. The frequency for each cell can be set in HCS. Besides handover based on coverage, load and services, handover based on moving speed is also implemented in HCS. In principle, UEs moving at low speed are served by micro cells (with a high HCS level) whereas UEs moving at high speed are served by macro cells (with a low HCS level).

Technical Description
HCS Networking Policy
In general, cells in different layers operat e in different frequency and users in different layers are distinguished by the frequency domain in HCS net works. Theoretically, cells operating at the same frequency or different access networks can also form an HCS network, but the int erference is severe when the HCS network is composed of cells operating at the same frequency. For an HCS net work composed of different access networks (such as an HCS network composed of UTMS cells and GSM cells), different access networks are involved and it is not easy to uniformly control the parameter configuration and the HCS policy. Furthermore, the HCS networking application is restricted because t he cells of different access net works have different capabilities. Therefore, the t wo scenarios are rare and thus not described in this document. The major objective at the initial stage of net work construction is to guarantee network coverage. During site selection, the foc us should be on hot spots and potential hot s pots so as to save future capacity expansion costs (ensure that equipment rooms and antenna feeder resources can be shared in future capacity expansion projects). The cells deployed to guarantee network coverage are usually called macro cells. As the network is gradually constructed, the objective will shift to network capacity improvement. Then new carrier sectors can be deployed in hot spots to meet user requirements. Since the HCS network operates in a different frequency, it causes very little interference t o the existing network and the existing network does not need to be re-planned. This saves the planning cost. It is recommended that new cells share t he same site with the existing cells during HCS network construction. At the initial stage of network construction, macro cells are

deployed. As the network traffic grows, multiple schemes can be adopted: 1) a cell operating at a different frequency can be overlaid on a macro cell to improve the network capacity, or 2) a macro cell can be split to multipl e sectors, or 3) the coverage of a macro cell c an be divided into the coverage of several micro cells, or 4) the above three can be combined to ultimately improve net work capacity in hot spots.

Function Imple mentation


Overview
The HCS networking environment mainly involves cell reselection and handover between macro cells and micro cells. For UEs in dedicated state, the ShareCover parameter is used to configure the relationship between neighboring cell and serving cell so as to determine the handover policy. In general, the value of the ShareCover paramet er can be set to 2 (the neighboring cell covers the serving cell) or 3 (t he neighboring cell is contained in the serving cell). When the value of the ShareCover parameter is set to 2 (the neighboring cell covers the serving cell), the coverage area of the serving cell is smaller than and completely included in the coverage area of the neighboring cell. Then the blind handover mode can be used for handover from the serving cell to the neighboring c ell whereas the handover from the neighboring cell to the serving cell should be based on inter-frequency measurement. When the value of the ShareCover parameter is set to 3 (the neighboring cell is contained in the serving cell), the coverage area of the s erving cell is bigger than and completely includes the coverage area of the neighboring cell. Then the handover from the s erving cell to the neighboring cell should be based on inter-frequency measurement whereas the blind handover mode can be used for handover from the neighboring cell to the serving cell. For UEs in IDLE or common channel state, the UseOfHCS parameter is used to tell a cell whet her HCS is used, and the HcsPrio parameter is used to indicate the priority level of an HCS cell. The two parameters are broadcasted in system messages. The UE

selects the specific cell selection and reselection policy according to the HCS parameters carried in SIB (System Information Broadcast).

3.2.2

Handover Policy for UEs in Dedicated State in HCS Networking


In the HCS net working environment, ZTE RAN equipment supports handover based on moving speed for UEs in dedicat ed state. UEs moving at high speed handover to macro cells as much as possible so as to reduce ha ndover, whereas UEs moving at low speed handover to micro cells so as to improve the system capacity. Handover based on moving speed is an enhancement of the network but not mandatory for the network, and has a lower priority level than load-based handover and handover based on radio quality. HCS Cell Reselection for UEs in Common Channel State or IDLE State
In the HCS net working environment, ZTE RAN equipment supports cell reselection based on moving s peed for UEs in common channel state or IDLE state. UEs moving at high speed reselect as many macro cells as possible so as to reduce cell updates, whereas UEs moving at low speed reselect micro cells so as to improve the system capacity. Parameter Configuration This parameter describes the neighboring relationship between the serving c ell and the neighboring cell, that is, whether the neighboring cell is a neighbor of the serving cell, overlaps the serving cell, covers the serving cell, or is included in the serving cell.
