The most common use of space that reduces capacity is a school computer lab, which occupies a classroom but is a used as common resource, and therefore is not included in capacity calculations. A schools capacity will be reduced from its baseline if the school includes and supports programs other than General Education. If a school has a large Special Education (SpEd), English Language Learners (ELL), or any academically delayed population, they must make certain accommodations. A self contained SpEd class has a 9 students to 1 teacher ratio. Another scenario that affects capacity is when there is a population below grade who benefit from smaller class sizes. The smaller class sizes result in a lower capacity. The population of a school is not static, and changes yearly. So, each year there are new demands for classroom space that alter the total capacity of a school.
