1. PROJECT AIM
The overall objective of the project is to contribute in developing a carbon neutral economy in China. Appraisal: B Comments: The project is running for 6 months now and it had contributed in promoting carbon neutral economy for China. Awareness about the project and the alarming level of carbon emissions was created among the targeted multi stakeholder group. Awareness trainings were also successfully completed with enthusiastic participation from companies in the identified target cities of China.

4 half-day Multi Stakeholder Forums are conducted in the identified four cities targeting at least 50 top executives each.

Project overview was presented during the forum and participants were able to raise questions to the implementers. All participants received project brochure. Documentation Reasons for deviations / Comments on consequences (where appropriate, state for each indicator): We targeted 200 representatives for the multi stakeholder sessions but overall 175 participants attended the sessions and the events were successful in terms of bringing multi stakeholders and exchanging their views on the carbon neutrality principles. The awareness sessions were attended with greater interest from the participants and 136 participants attended these sessions as against our target of 120. This indicator is completed well ahead of time (completed in March) as the actual timeline for completion is Sep 2012. Initially one of the sessions was planned in Tianjin however considering that Beijing is the capital city and is very closer to Tianjin and also TUV NORD has an office set up in Beijing, the session was conducted in Beijing instead of Tianjin. As expected the Beijing session attracted good number of participants and was a successful event.

Online Assessment Tool for Carbon Footprint Calculations is developed.

The development of the tool has started and we expect the tool be completed by end of May 2012.

Reasons for deviations / Comments on consequences (where appropriate, state for each indicator): The carbon online assessment tool, the tool is still being developed and purposefully we have finished the 1-day awareness session before the time line and collected feedbacks from the participants so as to include the inputs in the development of the tool.

3. DETAILS ON THE COURSE OF THE PROJECT


The targeted activities of the project for the first 5 months were achieved by the implementing partners. Proper awareness on carbon neutral economy was raised among the energy-intensive companies, concerned government agencies, local industry association, academe and other relevant organization. This was attained through the conduct of Multi stakeholder Forum and Awareness Session and development of project promotional materials. The Multi stakeholder Forums created the necessary stir in the locality for the concept of carbon neutral economy. Participants in identified 4 locations (Shanghai, Beijing, Chongqing and Guangzhou) were very keen during the discussion of the project overview covering the background, objectives, targeted activities and benefits. Representatives of the industry, government agencies and local associations were very active during the Open Forum especially when they learned that

technical assistance will be provided to selected companies on implementing carbon reduction strategies. Awareness Sessions, though targeted to be implemented on the latter part, were successfully being organized in the identified 4 locations. The strategy of the project implementers to conduct the awareness session on the following day after the Multi stakeholder Forum was very effective in terms of marketing and invitation and attendance of participants. Attendees were able to better appreciate the following concept: Carbon Neutrality and the Underlying Concepts; International Standards on Carbon Neutrality (ISO 50001, ISO 14064, PAS 2050); Determining, Quantifying, Reducing and Offsetting greenhouse gas (GHG) emissions based on various international standards; and Benefits and challenges of implementing Carbon Neutrality in an organization. Session speakers were experts from TUV NORD, ASSIST, Low-Carbon Economy Research Center at the Shanghai Academy of Environmental Sciences, Carbon Accounting Center of Shanghai Environment and Energy Exchange, Carbon Disclosure Project Representative, Beijing Environment Exchange Centre, Carbon Capital Investment, China Building Materials Academy, Guangdong Low-Carbon Development Promotion Association and Research Centre of Low-Carbon Technology and Economy, Sun Yat-sen University. In addition, a broader audience was reached and better understanding was achieved through the communication and visibility materials. In particular, brochure was designed, reproduced and distributed among the participants of multi stakeholder forums and awareness sessions, the poster/banner was publicly displayed during various events in the identified 4 cities, and flyers were utilized in inviting participants. Moreover, project templates (word, power point, CD cover) were developed as part of C&V strategy.

4. APPRAISAL OF THE PROJECT TARGETS ACHIEVED


The project has an appraisal of A or B to most of the indicators meaning that most of the targeted activities are either surpassed or fulfilled and hence the overall appraisal as of this interim period is reported as B. The experience of TUV NORD in conducting trainings in multiple locations of China and expertise of ASSIST in managing PPP projects have been a good combination in devising strategies to execute the project activities. In most cases, project activities were implemented in advance. The carbon online assessment tool, the tool is still being developed and purposefully we have finished the 1-day awareness session before the time line and collected feedbacks from the participants so as to include the inputs in the development of the tool.

5. PROSPECTS
The awareness level on carbon neutral economy of the local companies and relevant organizations has been increased through the conduct of the kick off events. It is expected that this level will further increase and that local capacity will be built through the implementation of other project activities. The development of the online carbon foot print assessment tool and its translation in local language will facilitate its utilization among local companies. The training material to be developed by the project in two languages and the conduct of train-thetrainer workshop are expected to create and qualify a pool of local trainers on carbon neutral economy. They will serve as multiplier agents as they can facilitate the continuous knowledge transfer on carbon neutrality concepts. This will add value to the online assessment tool that was developed by the project as more companies will appreciate and use it. The technical assistance program of the project will create greater impact of the project. With the interests that the representatives of the companies showed during the kick off events, the

implementers expect to receive a lot of applications. Companies will be selected based on their commitment and willingness to implement various carbon reduction strategies and the impact that they have in the locality. Case study which will be written after the technical assistance program will attract interests from other companies.
