INVESTIGATION BEGAN ON 6/9/11 WHEN FAMILY MEMBERS OF BILL AND LORRAINE CURRIER ASKED THE ESSEX POLICE DEPT. TO CHECK ON BILL AND LORRAINE AS NEITHER HAD APPEARED FOR WORK THAT DAY. FAMILY MEMBERS INDICATED THEY HAD TRIED TO CALL THE HOUSE AND RECEIVED NO ANSWER AND WERE ALSO UNABLE TO LEAVE A MESSAGE. EPD WENT TO THEIR HOME, LOCATED AT 8 COLBERT STREET IN ESSEX, AND FOUND THAT ALL OF THE DOORS TO THE RESIDENCE WERE LOCKED. UPON LOOKING INTO A WINDOW IN THE GARAGE, AN OFFICER WAS ABLE TO SEE THAT THERE WAS NO CAR THERE AND THAT THE GLASS PORTION OF THE DOOR LEADING FROM THE GARAGE TO THE KITCHEN WAS SHATTERED. AT THAT POINT OTHER OFFICERS WERE ASKED TO RESPOND TO THE RESIDENCE. LT. BEAULIEU OF THE EPD ARRIVED AND ENTERED THE GARAGE BY RAISING THE LOWER PORTION OF A GARAGE WINDOW AND SLIPPING OUT THE SCREEN. OFFICERS NOTED THAT THE GLASS IN THE DOOR APPEARED TO HAVE BEEN BROKEN BY AN OBJECT FROM THE DIRECTION OF THE GARAGE GOING INTO THE HOUSE. UPON INSPECTING THE HOME, THE CURRIERS WERE NOT FOUND, NOR WERE THERE ANY SIGNS OF STRUGGLE. OFFICERS OBSERVED THAT THERE WERE BIRD CAGES IN ONE OF THE ROOMS THAT HAD BEEN COVERED, WHICH WAS THE CURRIERS’ PRACTICE TO DO AT NIGHT. OFFICERS FURTHER OBSERVED THAT LORRAINE’S CARDIAC MEDICATIONS AND BILL’S DIABETES MEDICATIONS WERE STILL IN THE RESIDENCE. OFFICERS ALSO SAW THAT LORRAINE’S GLASSES AND CONTACT LENSES, WHICH SHE NEEDS TO BE ABLE TO DRIVE, WERE IN THE RESIDENCE. BILL’S WALLET, INCLUDING HIS IDENTIFICATION, WERE FOUND IN THE RESIDENCE. HOWEVER, NEITHER LORRAINE’S PURSE NOR HER WALLET WERE LOCATED IN THE HOME. ALSO MISSING FROM THE HOME WAS LORRAINE’S GUN, DESCRIBED AS A RUGER SNUBNOSED .38 CALIBER, THAT SHE KEPT FOR PROTECTION WHEN SHE WENT TO THEIR CAMP IN NORTON, VT. BOTH FAMILY MEMBERS AND POLICE OFFICERS OBSERVED THAT A PHONE LINE RUNNING INTO THE SOUTH SIDE OF THE CURRIER HOME HAD BEEN SEVERED. FAMILY MEMBERS TOLD POLICE THAT BILL AND LORRAINE WERE “HOMEBODIES” WITH NO CHILDREN AND ARE NOT IN THE BEST OF HEALTH. FAMILY MEMBERS FURTHER REPORTED THAT BILL AND LORRAINE HAD NO ENEMIES AND THERE WERE NO INTERNAL FAMILY DISPUTES. THE FAMILY ALSO TOLD POLICE THAT BILL AND LORRAINE DO NOT TRAVEL OFTEN AND, WHEN THEY DO, ONE WILL LEAVE AT A TIME SO THAT THE OTHER CAN STAY HOME AND TAKE CARE OF THEIR PETS.

10. UPON CHECKING WITH THE BANK WITH WHICH THE CURRIERS HELD THEIR ACCOUNTS,
IT WAS LEARNED THAT THERE HAD BEEN NO ACTIVITY ON THEIR ACCOUNTS SINCE JUNE 7, 2011. THESE ACCOUNTS HAVE BEEN MONITORED BY LAW ENFORCEMENT OFFICERS SINCE THE DAY OF BILL AND LORRAINE’S DISAPPEARANCE AND NO ACTIVITY HAS EVER BEEN REPORTED.

11. AS HAS BEEN WELL PUBLICIZED, FROM 6/9/11 UNTIL JANUARY 5, 2012, THE STATE OF
VERMONT OBTAINED SIXTEEN SEPARATE SEARCH WARRANTS AND A NON-TESTIMONIAL ORDER AS PART OF ITS INVESTIATION INTO THE DISAPPEARANCE OF BILL AND LORRAINE CURRIER. FOLLOWING OBTAINING THE WARRANTS, THE STATE FILED MOTIONS TO SEAL SPECIFIC PARTS OF THE APPLICATIONS, AFFIDAVITS, AND WARRANTS OF CERTAIN SEARCH WARRANTS IN ORDER TO WITHOLD CERTAIN DETAILS FROM THE PUBLIC REALM IN ORDER TO MAINTAIN THE INTEGRITY OF THE INVESTIGATION. THESE DETAILS INCLUDED THE MAKE AND MODEL OF THE GUN THAT HAD BEEN STOLEN FROM THE CURRIER’S HOME, THE FACT THAT THE PHONE LINES HAD BEEN CUT, THE METHOD OF ENTRY INTO THE HOME BY POLICE, THE FACT THAT ALL EXTERIOR DOORS WERE LOCKED AND THE FACT THAT BILL CURRIER’S WALLET HAD BEEN FOUND AT THE CURRIERS’ RESIDENCE, BUT LORRAINE’S PURSE WAS NOT LOCATED.

12. IN APRIL, 2012, VERMONT INVESTIGATORS RECEIVED INFORMATION FROM ALASKA
INVESTIGATORS THAT ISRAEL KEYES WAS A SUSPECT IN THE ABDUCTION OF SAMANTHA KOENIG, AND HE HAD CONFESSED TO ALASKA INVESTIGATORS THAT HE HAD KILLED BILL AND LORRAINE CURRIER IN ESSEX JCT., VERMONT.

13. THE INITIAL INFORMATION FROM ALASKA ABOUT THE INFORMATION GIVEN BY MR.
KEYES WAS NOT DETAILED, AND FAILED TO INCLUDE SPECIFIC INFORMATION THAT HAD NOT BEEN RELEASED TO THE PUBLIC. THIS WAS ESPECIALLY CONCERNING AS MR. KEYES HAD INDICATED THAT HE HAD BEEN TRACKING THE POLICE INVESTIGATION OF THE CURRIERS’ DISAPPEARANCE THROUGH THE VERMONT PRESS.

14. OVER THE COURSE OF THE NEXT SEVERAL WEEKS, ADDITIONAL CONVERSATIONS WITH
KEYES BY BOTH ALASKA AND VERMONT AUTHORITIES REVEALED ADDITIONAL DETAILS BY KEYES, INCLUDING INFORMATION WITHELD FROM THE PUBLIC. THE INFORMATION PROVIDED BY KEYES WAS CAPALBLE OF BEING VERIFIED BY INVESTIGATORS AND INCLUDED THE FOLLOWING: A. KEYES PROVIDED A DETAILED LAYOUT OF THE INSIDE OF THE CURRIERS’ HOME, AS WELL AS A DETAILED LAYOUT OF THE FARMHOUSE PREVIOUSLY LOCATED AT 32 UPPER MAIN STREET IN ESSEX. B. KEYES METHOD OF ENTRY INTO THE HOUSE, WHICH WAS IDENTIAL TO THE METHOD OF ENTRY INTO THE HOME BY LAW ENFORCEMENT OFFICERS C. DETAILS OF HOW KEYES ENTERED THE HOME, INCLUDING THE BREAKING OF GLASS CONSISTENT WITH THE INFORMATION NOT RELEASED TO THE PUBLIC D. DETAIL ABOUT HOW KEYES BROKE THE GLASS WITH A CROWBAR TAKEN FROM THE WALL OF THE CURRIERS’ GARAGE AND SUBSEQUENTLY RETURNED TO THAT LOCATION BY KEYES. THIS CROWBAR WAS FOUND IN THE SAME LOCATION DESCRIBED BY KEYES

E. IDENTICIATION OF THE MAKE AND MODEL OF THE GUN OWNED BY THE CURRIERS, AS WELL AS A PHYSICAL DESCRIPTION OF IT. KEYES ALSO TOLD AUTHORITIES WHERE THE GUN COULD BE FOUND, AND IT WAS SUBSEQUENTLY DISCOVERED IN THE LOCATION GIVEN BY KEYES IN THE STATE OF NEW YORK. F. KEYES TOLD OF CUTTING THE PHONE LINES PRIOR TO ENTERING THE HOME G. THEFT OF LORRAINE’S PURSE H. DESCRIPTION OF ITEMS HE OBSERVED IN BILL AND LORRAINE’S CAR, WHICH WERE VERIFIED BY POLICE AS HAVING BEEN THERE I. DESCRIBED SEEING BILL’S MILITARY PATCHES AND MEDALS IN A SPECIFIC LOCATION OF THE HOUSE WHERE POLICE ALSO OBSERVED THE PATCHES AND MEDALS DESCRIBED SPECIFIC INFORMATION PROVIDED TO HIM BY BILL AND LORRAINE CURRIER ABOUT THEMSELVES THAT WAS NOT DISCLOSED PUBLICLY.

15. THE EVIDENCE NOW ESTABLISHES THAT, ON THE NIGHT OF JUNE 8 – JUNE 9, 2011, BILL
AND LORRAINE CURRIER WERE ABDUCTED FROM THEIR HOME BY ISRAEL KEYES AND SUBSEUENTLY MURDERED BY HIM.

16. AT THIS TIME, WE CAN PROVIDE THE FOLLOWING DESCRIPTION OF THE EVENTS AS WE
UNDERSTAND THEM LEADING UP TO AND FOLLOWING THE MURDERS OF BILL AND LORRAINE CURRIER: A. ISRAEL KEYES LEFT ALASKA ON JUNE 2, 2011 AND FLEW TO CHICAGO, ILLINOIS . WHEN HE LEFT ALASKA HE DID SO WITH THE SPECIFIC PURPOSE OF KIDNAPPING AND MURDERING SOMEONE. KEYES BROUGHT A GUN AND SILENCER WITH HIM. B. UPON LANDING IN CHICAGO, KEYES RENTED A CAR AND DROVE EAST TO VERMONT. C. ON JUNE 7, 2011, KEYES CHECKED INTO THE HANDY SUITES LOCATED ON SUSIE WILSON ROAD IN ESSEX JUNCTION. D. IN THE EVENING HOURS OF JUNE 8, 2011, KEYES LEFT THE HANDY SUITES AND BEGAN LOOKING FOR A HOUSE TO BREAK INTO, KIDNAP THE RESIDENTS, AND MURDER THEM. E. KEYES WAS SPECIFICALLY LOOKING FOR A HOUSE THAT HAD AN ATTACHED GARAGE, HAD NO CARS IN THE DRIVEWAY, DID NOT HAVE CHILDREN, AND DID NOT HAVE A DOG. KEYES WAS ALSO LOOKING FOR THE TYPE OF HOME WHERE HE COULD ACCURATELY PREDICT THE LAYOUT OF THE HOUSE AND EASILY IDENTIFY WHERE THE RESIDENTS WOULD BE SLEEPING.

F. THE RESIDENCE OF BILL AND LORRAINE CURRIER FIT THE DESCRIPTION OF THE TYPE OF HOUSE KEYES WAS LOOKING TO BREAK INTO. G. KEYES HAD NO PRIOR KNOWLEDGE OF WHO THE RESIDENTS OF THIS HOME WERE, NOR HAD HE EVER HAD ANY PRIOR CONTACT WITH THEM. H. IN PREPARING TO BREAK INTO THE HOUSE, KEYES CUT THE PHONE WIRE GOING INTO THE HOUSE. HE DID THIS TO SEE WHETHER THE RESIDENTS, WHO WE KNOW TO BE BILL AND LORRAINE CURRIER, HAD A SECURITY SYSTEM THAT WOULD ALERT THE POLICE. THE CURRIERS DID NOT HAVE SUCH A SECURITY SYSTEM. I. KEYES THEN REMOVED A FAN THAT WAS IN ONE OF THE GARAGE WINDOWS, WHICH GAVE HIM ACCESS INTO THE GARAGE. IN THE GARAGE, KEYES OBSERVED THAT THE CURRIERS HAD A VEHICLE, AND THERE WERE NO INDICATIONS OF A DOG OR CHILDREN.

K. KEYES TOOK A CROWBAR OFF OF THE WALL OF THE GARAGE AND BROKE THE WINDOW TO THE DOOR THAT SEPARATES THE HOME FROM THE ATTACHED GARAGE. L. KEYES THEN ENGAGED IN WHAT HE CALLED A “BLITZ” ATTACK ON THE CURRIERS, AND RAN TO THE ROOM HE HAD EARLIER PREDICTED WAS THE BEDROOM. KEYES ESTIMATED IT TOOK HIM APPROXIMATELY 5-6 SECONDS TO GET FROM THE BROKEN ENTRY DOOR TO THE CURRIERS BEDROOM. DURING THIS TIME, KEYES WORE A HEADLAMP TO PROVIDE LIGHTING IN THE OTHERWISE DARK HOME. M. IN THE BEDROOM, KEYES DISCOVERED LORRAINE AND BILL CURRIER IN THEIR BED. N. KEYES IMMEDIATELY TIED BILL AND LORRAINE CURRIER UP WITH ZIP TIES. THEY WERE NOT GAGGED, AND KEYES ASKED QUESTIONS OR THEM, INCLUDING WHETHER THEY OWNED A GUN AND WHETHER THEY HAD A SECURITY SYSTEM. O. KEYES WENT THROUGH THE HOUSE, AND TOOK, AMONG OTHER THINGS, LORRAINE’S PURSE, THE GUN BELONGING TO BILL AND LORRAINE CURRIER, AND THEIR CELL PHONES. P. KEYES FORCED BILL AND LORRAINE INTO THEIR OWN CAR, WHICH, AS STATED EARLIER, WAS PARKED IN THEIR GARAGE. Q. KEYES DROVE THE CAR, LORRAINE CURRIER SAT IN THE FRONT, AND BILL CURRIER WAS IN THE BACK PASSENGER SEAT. R. KEYES DROVE THE CURRIERS TO 32 UPPER MAIN STREET, WHICH WAS A VACANT FARMHOUSE. KEYES HAD EARLIER DECIDED HE WOULD TAKE THE COUPLE HE KIDNAPPED TO THIS LOCATION AND KILL THEM. S. UPON ARRIVING AT THIS LOCATION, KEYES PARKED THE CAR IN THE BACK OF THE FARMHOUSE.

T. KEYES THEN TOOK BILL CURRIER OUT OF THE CAR AND LED HIM THROUGH A BACK ENTRANCE INTO THE BASEMENT OF THE FARMHOUSE. U. IN THE BASEMENT, KEYES TIED BILL CURRIER, WHOSE HANDS WERE ALL READY RESTRAINED, TO A STOOL. V. KEYES THEN RETURNED TO THE CAR IN ORDER TO GET LORRAINE CURRIER AND BRING HER INTO THE HOUSE. W. UPON RETURNING TO THE CAR, KEYES SAW THAT LORRAINE HAD BROKEN FREE FROM THE ZIP TIES THAT HAD EARLIER BOUND HER HANDS AND FEET. KEYES OBSERVED THAT LORRAINE WAS RUNNING TOWARDS MAIN STREET. X. KEYES TACKLED LORRAINE IN ORDER TO REGAIN CONTROL OF HER, WHICH HE WAS ABLE TO DO. Y. UPON GAINING CONTROL OF LORRAINE, KEYES BROUGHT LORRAINE TO THE SECOND FLOOR OF THE FARMHOUSE. AT THAT POINT KEYES RE-TIED LORRAINE’S HANDS AND FEET. Z. KEYES HEARD A COMMOTION DOWNSTAIRS, CAUSING HIM TO RETURN TO THE BASEMENT WHERE HE HAD EARLIER LEFT BILL CURRIER. A. UPON GOING TO THE BASEMENT, KEYES DISCOVERED THAT THE STOOL HE HAD TIED BILL TO HAD BROKEN AND BILL WAS NOW PARTIALLY FREE. B. DURING THIS TIME BILL REPEATEDLY YELLED, “WHERE IS MY WIFE?” C. IN AN ATTEMPT TO SUBDUE BILL, KEYES HIT HIM WITH A SHOVEL, FOLLOWING WHICH BILL CONTINUED TO STRUGGLE AND YELL, WANTING TO KNOW WHERE HIS WIFE WAS. D. AT THIS TIME KEYES REALIZED THAT BILL WAS NOT GOING TO COOPERATE WITH ATTEMPTS TO SUBDUE HIM. E. KEYES THEN RETRIEVED THE GUN AND SILENCER AND SHOT BILL CURRIER TO DEATH. F. KEYES RETURNED TO THE SECOND FLOOR, WHERE LORRAINE WAS. G. AT THIS TIME ISRAEL KEYES SEXUALLY ASSAULTED LORRAINE CURRIER. DURING THE SEXUAL ASSAULT, KEYES STRANGLED LORRAINE TO THE POINT WHERE SHE LOST CONSCIOUSNESS. H. KEYES THEN BROUGHT LORRAINE, WHO WAS STILL ALIVE, TO THE BASEMENT. DURING THIS TIME LORRAINE DID NOT APPEAR TO BE FULLY AWARE OF HER SURROUNDINGS. AT THIS TIME KEYES STRANGLED LORRAINE TO DEATH.

KEYES THEN PLACED BILL AND LORRAINE IN SEPARATE GARABAGE BAGS. KEYES PLACED A SECOND GARGE BAG ON EACH OF THEM IN ORDER TO FULLY ENCLOSE THEM WITHIN THE BAGS. KEYES PLACED BILL AND LORRAINE’S BAGGED BODIES IN THE CORNER OF THE BASEMENT OF THE FARMHOUSE, AND THEN PUT DEBRIS ON TOP OF THE BAGS.

K. KEYES THEN LEFT THE FARMHOUSE IN THE CURRIERS’ CAR AND DROVE IT TO THE LOWE’S PARKING LOT, LOCATED ON SUSIE WILSON ROAD. KEYES SUBSEQUENTLY CHECKED OUT OF THE HOTEL AND DROVE THE CURRERS’ CAR WITH THE INTENTION OF ROBBING A BANK IN THE JOHNSON AREA. L. KEYES BECAME CONCERNED WITH THE CONDITION OF THE CURRIERS’ VEHICLE, SPECIFICALLY THAT IT SEEMED TO BE OVERHEATING AND HAD VERY LITTLE GAS. THESE CONCERNS CAUSED KEYES TO RETURN TO THE ESSEX JCT. AREA AND HE ABANDONED THE CAR IN THE PARKING LOT OF 241 PEARL STREET. M. KEYES THEN DROVE HIS RENTAL CAR, WHICH WAS STILL PARKED AT THE HANDY SUITES, TO MAINE. N. AFTER STAYING IN MAINE A SHORT PERIOD OF TIME, KEYES RETURNED TO VERMONT. ON THE WAY TO VERMONT, KEYES STOPPED AT A NATIONAL FOREST AREA IN NEW HAMPSHIRE AND BURNED THE PROPERTY, WITH THE EXCEPTION OF THE CURRIERS’ GUN, HE HAD TAKEN FROM THE CURRIERS’ HOME. O. UPON RETURNING TO VERMONT, KEYES WENT BACK TO THE ESSEX JCT. AREA AND OBSERVED THAT THE POLICE HAD CRIME SCENE TAPE AT THE LOCATION WHERE HE HAD LEFT THE CAR, AS WELL AS OBSERVED THAT THE DUMPSTER AT THIS ADDRESS HAD BEEN REMOVED. P. KEYES DECIDED TO LEAVE VERMONT, AND BEGAN CLOSELY TRACKING THE POLICE INVESTIGATION BY READING MEDIA REPORTS ABOUT THE INVESTIGATION. Q. AFTER LEAVING VERMONT, KEYES DROVE THROUGH NEW YORK, WHERE HE THREW THE GUN THAT HE HAD STOLEN FROM THE CURRIER HOME, AS WELL AS THE GUN AND SILENCER THAT HE HAD USED TO KILL BILL CURRIER, INTO A RESERVOIR IN PARISHVILLE, NEW YORK. R. OVER THE COURSE OF SUMMER, 2012, BOTH GUNS WERE RECOVERED IN THIS RESERVOIR BY FBI DIVE TEAMS.

17. IT IS CLEAR FROM THE FACTS OF THIS CASE THAT, THOUGH CONFRONTED WITH DEATH,
BILL AND LORRAINE SHOWED EXTRAORDINARY BRAVERY AND AN EXTREME DEDICATION AND LOVE FOR ONE ANOTHER. THEY FOUGHT TO THE END.

18. IN HIS CONVERSATIONS WITH ALASKA STATE AND FEDERAL AUTHORITIES, KEYES
REPEATEDLY INDICATED THAT HE WOULD DISCONTINUE CONVERSATIONS WITH THOSE AUTHORITIES IF HIS NAME WAS PUBLICLY LINKED TO THE KILLING OF THE BILL AND

LORRAINE CURRIER. DISCONTINUATION OF CONVERSATIONS WITH KEYES WAS ESPECIALLY CONCERNING AS KEYES CLAIMED THAT HE HAD KILLED OTHER PEOPLE.

19. AFTER SUFFICIENT DETAILS OF THE CURRIER DEATHS HAD BEEN CORROBORATED BY
ALASKA AND VERMONT INVESTIGATORS, THE OVERIDING OBJECTIVE TO THE POLICE INVESTIGATION, ACROSS THIS COUNTRY, INTO ISRAEL KEYES BECAME TO TRY AND BRING RESOLUTION TO AS MANY FAMILIES OF OTHER VICTIMS OF MR. KEYES THAT WE COULD. THIS WAS AN OBJECTIVE NOT ONLY SUPPORTED BY ALL VERMONT AUTHORITIES, BUT ALSO BY THE FAMILIES OF BILL AND LORRAINE CURRIER.

20. CONSENQUENTLY, A DECISION WAS MADE BY VERMONT AUTHORITIES NOT TO
PUBLICLY LINK ISRAEL KEYES TO THE CURRIER KILLINGS UNTIL A TIME WHEN IT WOULD NOT JEOPARDIZE THE OBJECTIVE TO SOLVING UNSOLVED MURDERS. IN MAKING THIS DECISION, ALL AUTHORITIES WERE AWARE THAT NO PUBLIC SAFETY RISKS WERE PRESENT, GIVEN THE FACT THAT KEYES WAS INCARCERATED.

21. THE CONVERSATIONS HAD BETWEEN LAW ENFORCEMENT OFFICERS AND ISRAEL KEYES
SINCE APRIL, 2012 WILL BE OF CRITICAL IMPORTANCE AS LAW ENFOREMENT OFFICERS MOVE FORWARD IN TRYING TO IDENTIFY OTHER VICTIMS OF ISREAL KEYES, AS WELL AS TRYING TO LOCATE THE REMAINS OF THOSE VICTIMS.
