Circle skirt with attached shorts. You will need to cut out: 2 pieces for shorts 2 long tier pieces 2 short tier pieces 1 waist band (for this size 4 I cut it 6.5"x18.5")

Sew up the shorts inseams and crotch. Sew the 2 long tiers together to make a "circle". Sew the 2 short tiers together to make a "circle". Sew the 2 short ends of the waist band together.

Now place the long tier over the shorts and then the short tier over that. I pin at the quarter points.

Fold the waist band in half long sides together (like ribbing on a neckline) and match the quarter points to the shorts and tiers. The waist band should be smaller and will need to be stretched to fit (again- like ribbing on a neck). Sew this seam stretching the waist and making sure you keep all 5 layers together.

Finish hem of shorts and of tiers. I used a rolled hem and let it "lettuce" a little bit.

Make a cute tank or t-shirt to go with it and you are done! :)

Tips: You want a knit with good recovery. Cotton/ lycra jersey works great. Choose a semi-fitted one piece shorts pattern- like a legging style. I took off about 3" from both the front and back rise of the shorts. The inseam was ~2" and then hemmed so it doesn't hang out from under the skirt. The inner circumference of the circles should equal the width of the shorts.
