(INDUSTRIAL NEED ASSESSMENT )

Introduction.
Tanzania Atomic Energy Commission (TAEC) was established by the Act of parliament referred to as the
Atomic Energy Act No. 7 of 2003.The mandate of TAEC is to provide regulatory and Radiation protection
services, coordinate, monitor and promote peaceful use of nuclear technology in the country. Among the
technology is the use of Radioisotopes and Non Destructive Test ( NTD ).
Radioisotope technology is used in reserch,training and major industrial processes, these include
petrochemicals industries,food industries,mineral processing,phosphate and cement industries,textiles
industries,waste water treatment, grinding mills, production of metals, plastics and oil fields investigation.This
technology is used in industries above for troubleshooting,process control and optimization,investigation of
flow pattern,investigation of design,scale up studies and development of mathematical model.As a result of the
application of this technology the industry enhence quality productivity,reliablity and safe,improve
efficiency,reduce production down time,makes workers perfomance easier,reduce industrial chemical pollution
(enviromental pollution ) and save money.
Among the factors that contribute to efficient in radiotracer technology include the following: (a) radiotracers
are easy to detect and measure with high precision (b) the radioactivity is independent of pressure, temperature,
chemical and physical state; (c) radiotracers do not affect the system and can be used in nondestructive
techniques; (d) if the tracer is radiochemically pure, interference from other elements is of no concern (common
in ordinary chemical analyses); (e) for most radioisotopes the radiation can be measured independently of the
matrix, eliminating the need for calibration curves.
To help meet the intended purpose for establishment of Radiotracer and NTD laboratory in Tanzania the survey
is required in order to ensure that this future Radiotracer and NTD laboratory is well-targeted and is effectively
utilized.
The results of this survey then guide the future action of establishing this laboratory at Tanzania Atomic Energy
Commission. The Tanzania Atomic Energy Commission team of four members will develop appropriate survey
to assess the required need of the establishment of this laboratory and its impact in Tanzania.
As a result, this survey will help commission to get a more honest and objective description of the need of the
Radiotracer and NTD Laboratory in Tanzania as well as becoming aware of possible needs that we never saw
as particularly important or that we never even knew existed from prospecting clients.
This survey will also help us to document our needs, as is required in many applications for funding,revenue
generation and further research.
Scope.
The scope of this survey is to identify the most appropriate industries and research institutions that uses the
Radiotracer and NTD technology in Tanzania, and assess the demand of the service and it optimization for
improved quality, and related elements that will encourage managers and other stakeholders participation and
willingness to pay for appropriate technology and service related when this laboratory is implemented at
Tanzania Atomic Energy Commission premises located in Arusha.

Methodology
This survey will be descriptive where primary data and secondary data from six different industries,reserch and
training centres in Tanzania based on their category in radiotracer and NTD technology application will be
collected through questionnaires, interviews and document analysis.
Out of each category the survey need to assess the demand, the willingness to change to the new technology in
this group of industries,the need for more reserch in this area and other requirements targeting product quality
and profit to be made by utilizing the recommended technology.
In conducting this survey,we will consider a lot of facts; these factors include but not limited to industry size,
group, geographical location, nature of the industry and the data collected will be analyzed by computer
application programme SPSS.
Under the quantitative part of this survey the two requirement can be addressed.
First, a draft questionnaire (Annex B) for use in a survey of industries stakeholders,these includes the
management and functional operational members of the industries,students and other academicians.
Second, suggestions for various methodologies for conducting the survey,covering appropriate sample
size, and alternative ways to conduct it, such as with direct, personal interviews, phone interviews, by
fax, by email, with focus group participants, postal (EMS) or various combinations
In designing the questionnaires, the survey has considered the real situation of Tanzania industries, research
centres and the workforce in design and sample selection. In the designed questionnaire, research and industries
managers are to be asked for:
1.Contact Information about the respondent:
This information will be vital for future implementation of the laboratory and other related communications.
2.Current technology used in industry or the research and institutions centres.
The information will help to assess the compatibility of the two technology and the need for new technology
and its related services.
3.Training and other service provided with the supplier of the equipment currently used.
The need for training and other support from the supplier or from consultant.
4.Quality and efficiency of the service for current technology
Assess the efficiency of the current technology compared to new technology.
5.Future needs for more efficient technology.
The survey will also assess other future need for industries and research centres for other more efficient
technology and the willingness to pay for that technology.

Schedule:
This survey for establishment of Radiotracer and NTD laboratory will be carried out in two phases, the first
phase include review of radiotracer and NTD technology application in Tanzania industries, research centres
and training institutions, and develop the need assessment survey and report.
The second phase will involve export of laboratory equipments and expert mission, installation of the
laboratory and training of the stakeholders.
Due to time constrain the survey will take up to one year to complete. The survey is in two phases the first
phase and the second phase as illustrated.

bring the income to Tanzania Atomic Energy Commission.Involving stakeholders to bring the input before and
after implimentation of the laboratory for them to be partners in the business is of great important.

The team has four members with different responsibilities and other advisory proffessionals who will guide the
study and provide input and advice in each steps.
The team has qualified proffessionals with skills and capabilities necessary to undertake this important survey.
1.Team Leader :Mungubariki Nyaki-He is in charge and accountable for ensuring that the study is done, and it
is done right,He is the one who acts as liaison with Tanzania Atomic Energy Commission Director
General,Industries, IAEA and other external partners to facilitate the implimentation of this laboratory at right
time,right quality standard and at right place.
2.Aggrey Kitosi:He will manage the laboratory arrangement to be installed at right place and other
responsibilities in the team.
