Following the overthrow of Muammar Qadhafi, Libya’s National Transitional Council inherited a difficult and volatile domestic situation. The new leadership faces serious challenges in all areas of statehood. Libya’s immediate future is of critical importance, consequently, it is especially important for Libya's interim government to build the political institutions for a functioning modern democratic state.

MOHAMMED EL-KATIRI, a British academic, is
a Senior Research Analyst at the Confict Studies Re-
search Centre (CSRC), and a freelance political risk
analyst for North Africa and the Gulf states, based in
London, England. Before working for CSRC, he was a
Research Fellow at the United Kingdom (UK) Defence
Academy, and later covered North Africa as a Political
Risk Analyst at the Eurasia Group. With more than 10
years of regional experience, Dr. El-Katiri has research

interests that include political and economic security in

North Africa and the Gulf Cooperation Council (GCC)
states, as well as North African relations with the Euro-
pean Union, and security policies around the Mediter-
ranean. Dr. El-Katiri has published numerous internal
and external UK Defence Academy reports, including
reference reports on national and regional security is-
sues in the GCC and the Mediterranean, and a mono-
graph on the Algerian national oil and gas company,
Sonatrach. In addition, his publications include com-
mentaries and research papers for the Centro de Es-
tudios y Documentacion Internacionales de Barcelona
(CIDOB) and the Centre d’Études Internationales de
Rabat, as well as various newspaper articles in and
about the region. He is a frequent commentator in the
media, including the British Broadcasting Corpora-
tion (BBC), the Financial Times, and Al Jazeera.
