Vision 212 in Carver County – February 2013 Update 

212 Is a High Priority Interregional Corridor connecting the Twin Cities Metro to South West  Minnesota.  212 is a vital Farm to Market highway from South Dakota to the Twin Cities. 
 

         
     

Part A – Norwood Young America to Cologne – 5.1 Miles – 2lane rural highway narrow shoulders – Built in 1930’s.   2010 traffic: 10,400 vehicles per day.  13% Heavy Commercial Trucks! (1300 per day).  2030 Projected traffic:  26,000 vehicles per day.  Vision: 4‐lane expressway – approximately $70 million   Preliminary Engineering Layout – 75% Complete – stalled in 2010   Environmental Assessment – stalled in 2010.  Historic Farmsteads, MnDOT Contract Ended.   Next Steps: Complete Preliminary Design for 4‐lane. Prioritize short and long term safety projects.  Part B ‐ Cologne to Carver/Chaska – 4.8 miles – 2lane rural highway, narrow shoulders.  Built in 1930’s.  2010  traffic: 12,000 vehicles‐per day.  15% Heavy Commercial Trucks! (1850 per day).  2030 Projected Traffic 34,000  vehicles per day.  Vision: 4‐lane expressway – approximately $80 million   Preliminary Engineering  ‐ 100% Complete   Environmental Assessment   ‐DONE.  Approved by FHWA    Official Map adopted by County Board – DONE.    Next Steps – Complete final plans, buy right of way, build project  in phases.  Phase 1 from CR 11 to CR 43 ($20 Million).   County is  currently the lead agency continuing corridor planning and design  using remaining federal earmarks and state and county funds  totally approx $1.3 million.   Need additional State and Federal Funds for construction.  Part C ‐ Cologne Bypass – 4‐lane expressway design built in 1970’s.  7 fatal crashes since 2000.  Vision: Grade Separate Interchange near Market Ave  ‐ approximately $40 million   Concept design done.   Built safety solution at existing 284 intersection in 2012 – RCUT intersection (no left turns)   Next steps:  Finish Parts A&B first.  Then address interchange funding. 

Medium priority segment stretching from the South Dakota border to Montevideo Existing Performance = 56.9 mph Future (2025) Performance = 56.2 mph 2025 Vision Investigate spot safety and performance management opportunities. Medium priority segment stretching from Montevideo to Glencoe Existing Performance = 54.4 mph Future (2025) Performance = 53.1 mph 2025 Vision 1. Construct spot safety and performance management improvements between Montevideo and Granite Falls. 2. Construct improvement(s) through or around Sacred Heart,Renville and/or Danube. 3. Construct an improvement through or around Olivia and Bird Island Future (2025) Performance with these improvements = 55.4/56.5 mph (2 or 4 lane bypass around Olivia-Bird Island) 2025 Vision Cost = $26 million

High priority segment stretching from Glencoe to I-494 Existing Performance = 53.7 mph Future (2025) Performance = 38.4 mph 2025 Vision 4. Construct 4-lane expressway from NYA to the west end of the Cologne bypass. 5. Construct 4-lane expressway to CR 147 to the east end of the Cologne bypass. 6. Construct the freeway from CR 147 to I-494 Future (2025) Performance with these improvements = 60.0 mph 2025 Vision Cost = $340 million
