Call for Expressions of Interest: Afrobarometer National Survey

This is a formal call for an Expression of Interest to conduct an Afrobarometer
survey of a nationally representative sample of the adult population of Ethiopia
during 2013. The purpose of the survey is to measure public attitudes and
behaviour on political, economic and social issues in order to inform the public
debate about democracy, governance and other policy and development issues.
This call is not a request for proposals and it does not present Afrobarometers
requirements in full detail. Details will be provided to applicants who are
approached to submit formal proposals following an assessment of the
Expressions of Interest received.
Background
The Afrobarometer is an independent, non-partisan research project that
measures the social, political and economic atmosphere in Africa. The project
conducts a comparative series of national public attitude surveys on democracy,
markets, civil society and a host of related issues in thirty five (35) African
countries. Round 1 survey was conducted in 12 countries (1999-2001); round 2
in 15 countries (2002-2003); and round 3 in 18 countries (2004-2005. Round 4
surveys were conducted in 20 countries (2008-2009) and round 5 surveys are
on-going.
The Afrobarometer is dedicated to three main objectives:
To produce scientifically reliable data on public opinion in sub-Saharan
Africa
To build institutional capacity for survey research in Africa and
To broadly disseminate and apply survey results
The Afrobarometer project is run by the Afrobarometer Network, a consortium
of independent survey research institutions based mainly in Africa. Four
Core Partners (CPs) provide leadership to the Network on research
design, fundraising, project management, publication, and the international
dissemination of results. The CPs are:
The Institute for Democracy in Southern Africa (Idasa) in South Africa
The Centre for Democracy and Development (CDD) in Ghana
Institute for Empirical Research in Political Economy (IREEP) in Benin
The Institute for Development Studies (IDS) at the University of Nairobi
in Kenya
The University of Cape Town and Michigan State University are support units
within the network.
The network also includes National Partners (NPs) in each participating
country. Based in the university, private or non-governmental sectors, these
organisations are responsible for survey fieldwork and for the dissemination of
survey results at the country level.
The results of the Afrobarometer surveys are fed directly into the policy process.
We seek to reach diverse audiences; decision-makers in governments and
parliaments, policy advocates and civic educators, journalists and researchers,
and donor agencies and investors, as well as, all Africans who wish to become
informed and active citizens.

1. The Commercial Bank of Ethiopia has it is own budget to be used for the
construction of Lideta branch office building project with three basements,
ground ,mezzanine floor and eleven storey building . A 700 seat multipurpose hall is also part of the project.

The United Nations Childrens Fund (UNICEF), seeks to conduct a survey of the 1)
Offset Lithography, 2) Screen Printing and 3) Graphic Design industry in Ethiopia to
evaluate and update their internal database and registration systems with selected
pre-qualified suppliers who will be invited to submit Offers for print and graphic
design contracts or will be eligible to participate in Long Term Arrangements (LTAs)
and official tenders.

To respond to this EOI, all interested vendors are invited to submit Letters in
English expressing interestfor registration and evaluation. Interested printers
and graphic designers will be required to submit a detailed Questionnaire form
for pre-qualification review. The Questionnaires for printing or graphic design can
be obtained by directly contacting Ms. Yideneku Tilahun on ytilahun@unicef.org.
All requests for questionnaires must be submitted with full details and contact
numbers and addresses.
Questionnaires must be completed and submitted in both hard copy and soft copy
or by e-mail copy as Ms Word and PDF files, no later than 7th February 2013 at

skills and a minimum of 5 years experience with reputable clients, are encouraged
to register as potential suppliers of printing and graphic design requirements.
Offset Lithography and Screen Printers will be assessed and qualified for
registration on the following criteria;
- Completeness of valid documents submitted as required in the
Questionnaire;
- Individual assessment of printer/supplier (Including Financial Status/
review);
- Adequate printing/binding equipment;
- Adequate printing premises;
- Adequate packing, storage and warehouse facilities;
- Proven ability to handle both small and large orders;
- For Screen Printing; ability to produce high quality t-shirts, caps, banners.
- Proven ability to produce high quality work; and work effectively under
pressure,
- Capabilities to communicate fluently both in written and verbal English,
- Established quality control mechanisms
A limited number of offset and screen printers will be short-listed for physical
inspection and evaluation. Vendors with positive evaluations will be invited for
participation in the Long Term Arrangement (LTA) Bid process. Other vendors,
depending upon the desk assessment, will also be retained for inclusion in
appropriate and relative tenders.

Job Description
Background
ADHENO: Integrated Rural Development Association is a non-profit
indigenous non-governmental organization established in 2002 and
re-registered as and Ethiopian Resident Charity Organization in 2009
(Registration No. 0353). The primary purpose of ADHENO is to contribute
towards alleviation of poverty and improving the living conditions of rural
communities by improving the productive potential of the land resource
base and building the capacity of the communities it works with.
As part of its economic empowerment program, ADHENO has recently
helped communities in its project site to establish a cooperative (Tegulet
Bee product Development and Marketing Cooperative). The objective of
the cooperative is to help its members produce more and better quality
of honey which should sale at a competitive price. The strategy includes

Background:
The Family Guidance Association of Ethiopia (FGAE) is an
autonomous, non-profit, non-partisan and non-discriminatory
indigenous non-government charitable organization. Since
its establishment FGAE has been working to promote Sexual
Reproductive Health and Family Planning services.
FGAE would like to undertake modification works inside its newly
acquired Head Office building in Addis Ababa. Therefore the Family
Guidance Association of Ethiopia (FGAE) invites contractors of
GC/BC 5 and above to participate in the bid to select a contractor
for the works.
Preparation of Proposals:
Bidders are expected to submit separate technical and financial
proposals. In preparing the proposal, bidders are expected to
examine all terms and instructions included in the documents.
Failure to provide all the requested information shall be at your
own risk and may result in rejection of your proposal. Bidders must

Dan Church Aid (DCA) is a Danish international NGO, providing development


and humanitarian assistance to poor and disadvantaged people across the
world. DCA has been operational in Ethiopia since 2004 and has been working
with faith based and secular partners in three program thematic areas: Livelihood
Security, HIV/AIDS, and Gender and Capacity Building, in the remote rural areas of
East Amhara and Southern Oromia.

Dan Church Aid Ethiopia is seeking to engage a consulting firm/team with professionals
of sound background and experience to carryout terminal evaluation for Emergency
WASH Support to Sudanese Refugees Projects in Benshanguel Gumuz Region,
Ethiopia

The objectives of the evaluation is to undertake an independent assessment,
provide findings on the efficiency, effectiveness, impact, relevance/appropriateness,
sustainability, coherence and coordination, and accountability of the WASH refugee
support project, and make practical recommendations.
Minimum profile of the consultancy team/firm for undertaking the terminal
evaluation study
The consultant/team/ undertaking the terminal evaluation should have the following
minimum competencies, qualification and experience:
Consultant/Evaluator Profile
An external consultant shall lead/undertake the evaluation. The consultant/s profile
should include:
Proven evaluation skills such as indicator analysis, sampling, participatory
evaluation methodology, appreciative enquiry methods, focus group
interviews, etc.
Extensive field experience in the evaluating humanitarian projects

Extensive practical knowledge of WASH interventions in an emergency context,


particularly in refugee settings.

Relevant post graduate qualification.

Extensive understanding/knowledge of and experience with various guidelines


and standards relevant to refugee WASH interventions (SPHERE, UNHCR
guidelines, HAP, etc)

Excellent understanding of DG ECHO guidelines and requirements

Excellent report writing skills (may be required to produce examples of previous


work/s)

Excellent communication and facilitation skills and experience

Ability to manage the available time and resources and to work under tight
schedule

The Consultancy team composition should not be more than two

Firms experience in evaluating Emergency WASH refugee Project should be


presented in a summary form

A clear and detailed budget breakdown should be attached to the financial


proposal

The consultant/firm shall submit copy of certificate of registration, valid business license
for the Ethiopian FY 2005 or 2004 and VAT or TOT registration. Freelance consultants
with appropriate TIN registration and who fully meet the above requirements may submit
proposals. DCA will deduct all appropriate taxes and pay to the relevant government
authority in case of engaging a freelance consultants.
Detailed information on the consultancy work can be obtained in the Terms of
References (ToR) for conducting terminal evaluation for the Emergency WASH
support to Sudanese refugee Project available at DCA Ethiopia Country Office.
The Terms of Reference /TOR/ can be collected during working hours from

(Baseline Survey)
The Organization:SNV is a non-profit, international development organization,
established in the Netherlands in 1965, being present on the ground in developing
countries for over 40 years, and now operate in 36 countries in Africa, Asia, Latin
America and the Balkans. SNV aims at alleviating poverty by enabling those on the
lowest incomes to be part of social and economic networks and so increase their
income and employment opportunities. More than half of SNVs work focuses on
economic and private sector development. Alongside this, SNV focuses on three
sectors Agriculture, Water, Sanitation & Hygiene, and Renewable Energy. By
focusing on three key roles, in combination with our local presence, SNV aims
to boost the effectiveness, scale and sustainability of its work in three roles i.e.
Advisory services - through which SNV create solutions with local impact; Knowledge
networking - which expands knowledge bases for sustainable poverty reduction;
and Evidence-based advocacy - which improves the enabling environment.
Background of the assignment:
SNV Ethiopia is implementing a 4-year program in two regions, namely Amhara
and Oromia Region. The program intends to increase the output marketing of
selected cooperative unions and support42,000 farming households increasing
their income.
SNV, with its recognized leadership in value chain development and technical
expertise in private sector development in Ethiopia provides technical assistance
on value chain development and build the capacity of unions to improve the
business services to their members. For the monitoring and evaluation of this new
project a baseline needs to be conducted.
2. Assignment/responsibilities

Support in the design of a Baseline Study in accordance to outcome and
impact indicators

Conduct Baseline study for new SNV project

Train, coach and monitor all enumerators


Conduct survey with farmers and cooperative leaders as well as openended in-depth interview with probing questions

Keep an accurate database of farmers included in baseline (both
treatment and control group) for future follow-up surveys

Mitigate for measurement errors as to ensure reliability of the data

Analyse both qualitative and quantitative data

Perform advanced statistical analysis on data using SPSS

All reports and data collected will remain SNVs intellectual property and used and
shared at their discretion and should be labeled as such.
8. CONSULTANT SPECIFICATION
Requirements:
Competency and qualification requirements:

The following are the required competencies and qualification requirements of the
consultants with:
Masters degree with an academic level of working and thinking
Experience in both quantitative and qualitative data collection
Experience with Randomised Control Group Trials
Experience in statistical data analysis
Good access and knowledge of secondary data sources (e.g. CSA) to complement
survey data
Accurate mathematical skills and logical thinking
Advanced excel and SPSS skills
Sound understanding of economics and marketing of agricultural commodities
Strong intercultural and communication skills
Ability to produce brief and to-the-point analysis reports supported by accurate
data and figures
Availability of team of motivated, skilled and trained surveyors
Willingness to go beyond the assignment on given and provide long term services
Desirable
o Knowledge of Agriculture and Rural Development Sector in Ethiopia and
