Rev.

Coates sought to shift

black church narrative on
gay rights
By MICHAEL K. LAVERS
mlavers@washblade.com
Rev. Delman Coates, senior pastor of
Mt. Ennon Baptist Church in Clinton, Md.,
in 2011 began to notice more same-sex
couples were joining his 8,000-member
congregation in Prince Georges County.
He scheduled a meeting with a lesbian
couple from D.C. who had just moved to
Maryland, but they cancelled because one of
the women had become sick. They eventually
sat down with Coates and revealed one of
them did not have health insurance because
she and her daughter could not get added
to the working partners policy.
It just seemed unfair in our society
that some would have rights and benets
that others didnt have, Coates told
the Washington Blade during a Feb. 15
interview. I reached a point where I felt like
gays and lesbians shouldnt have to wait for
people of faith to debate certain passages
of the Bible to determine whether they are

Report: 10 percent of
D.C. residents are LGBT
A Gallup report released last week
indicates the nations capital has the
highest percentage of self-identied LGBT
residents in the country in comparison to
the 50 states.
Ten percent of the 493 D.C. residents
who responded to Gallups daily tracking
polls between June 1 and Dec. 30
identied themselves as lesbian, gay,
bisexual or transgender. 3.3 percent of
the 4,195 Marylanders and 2.9 percent of
the 6,323 Virginians who took part in the
surveys said they are LGBT.
Only 1.7 percent of North Dakotans
who took part in the Princeton, N.J.-
based polling companys daily tracking
polls during the same period identied
themselves as LGBT.
The report did not compare D.C. to
other cities, but Gary Gates of the Williams
Institute at the UCLA School of Law told
the Washington Blade that the statistics
provide a more accurate snapshot of the
countrys LGBT population.
It was an acknowledgment on their
part that this was a part of the population
that was being talked about a lot and
that there was not much data to speak to
that, Gates, who released the report with
Gallup Editor-in-Chief Frank Newport,
said. I think they just saw that as an
important investment.
A separate Gallup report released last
October noted 3.4 percent of the 121,290
Americans who took part in its daily
tracking poll between June 1 and Sept.
30, 2012, said they were LGBT.
The Williams Institute in 2011 unveiled a
study that estimates 3.5 percent of adults
in the United States are either lesbian, gay
or bisexual. The think tank also concluded
nearly 700,000 Americans are transgender,
but Gallup conceded in its Oct. 2012 report
that accurately gauging sexual orientation
and gender identity can be challenging
because these concepts involve complex
social and cultural patterns.

JOEY DiGUGLIELMO
LGBT activist
Dan Massey dies
Washington resident Dan Massey, a
scientist and technology development
executive who advocated for LGBT rights
and sexual freedom causes, died Jan. 28
following a battle with cancer. He was 70.
Local activists who knew Massey said
he and his wife and partner of 35 years,
Alison Gardner, worked tirelessly behind
the scenes to raise money and provide
support for a wide range of local and
national LGBT and sexual freedom
advocacy organizations.
Dan was a gentle and generous soul,
and will be missed by the many people he
helped and inspired, said Rick Rosendall,
president of the Gay and Lesbian Activists
Alliance of Washington.
He was always helping someone,
Rosendall said. I do not know anything
nicer to say about anyone. Our hearts
go out to Dans wife and soul mate, GAA
Secretary Alison Gardner.
A biography of Massey published on
Wikipedia and distributed by Gardner
says Masseys professional career was
in the elds of computer science and
information technology.
He was a graduate of the Massachusetts
Institute of Technology and Harvard
University and authored seven books in the
elds of articial intelligence, probability
and statistics, and managing computers in
business, according to the biography.
He worked as chief engineer for the
Cambridge, Mass., based rm BBN
Technologies from 1972 to 1992. He
worked from 1994 until his retirement in
January 2011 for Science Applications
International Corporation in Vienna, Va.
While working in the eld of science,
Massey teamed up with Gardner over
the past 20 years or longer to advocate
for sexual freedom and the elimination
of societal bias and discrimination
against individuals based on their sexual
orientation and gender identity and
expression, his biography says.
Massey served for more than 20 years
on the executive committee of the Urantia
Book Fellowship and founded the Urantia
Society of Central Connecticut. The two
groups seek to study and carry out spiritual
and philosophical teachings of an early to
middle 20th century collection of spiritual
writings known as the Urantia Papers.
He also served on the Advisory Council
of the Woodhull Sexual Freedom Alliance;
the Policy Advisory Board of Gender
Rights Maryland, a transgender advocacy
organization; and the WikiQueer Global
Advisory Board, according to information
provided by Gardner.
In recent years, activists got to know
Massey and Gardner through the sexual
freedom organization and blog they
founded in 2009 called VenusPlusX. Its
stated purpose is to inform and uplift
the ideals of sexual liberation through
education, training, and communications
to support and accelerate the New Age.
Its website, which Gardner continues to
publish, VenusPlusX.com, says the group
adopted its name from a science ction
novel that takes place in a post-gender
future. The website says the groups
members are inspired from two famous
androgynous, transgender U.S.A. icons
the Statue of Liberty and Columbia, the
statue on top of the U.S. Capitol dome.
Transgender activist Dana Beyer, co-
founder of Gender Rights Maryland, called
Massey a champion of transgender rights.
Dan called himself an androgyne,
Beyer told the Blade. He did not view
himself as male or female.
In a tribute to Massey in the Hufngton
Post last week, Beyer said Masseys most
important legacy is his passionate
advocacy over the years in support of
social justice for all.
The VenusPlusX blog says Massey
and Gardner sought to advance their
sexual freedom advocacy through a
new concept of the intrinsic value of
sex and gender expression, of personal
erotic freedom, to replace millennia of
unreasoned ignorance, fear, and hatred
with the true joy of Love.
In addition to Gardner, Massey is survived
by his son Ross and daughter Tiye.
A memorial service for Massey is
scheduled for Saturday, Feb. 23, at 1:30
p.m. at the Josephine Butler Parks Center,
2437 15th St., N.W., which overlooks
Meridian Hill/Malcolm X Park.
In lieu of owers, Gardner said Massey
requested that contributions be made
to D.C.s Latino LGBT community center
Casa Ruby; the newly endowed Dan
Massey Transleadership Scholarship Fund;
or a charity of your choice.

Va. town hall tackles bias
A bill that would have banned discrimination against Virginias LGBT state
employees was among the topics discussed during an Alexandria town hall
meeting on Saturday.
I was really happy that we were able to get that [Senate Bill 701] out of the
Senate on a 24-16 vote, gay state Sen. Adam Ebbin (D-Alexandria) said during
the gathering at the Charles Houston Recreation Center at which state Del. Rob
Krupicka (D-Alexandria) also spoke. We were able to convince four Republican
colleagues to vote with the Democrats on that.
The town hall took place four days after a House of Delegates subcommittee
tabled SB 701.
Ebbin, who attended a second town hall in Mount Vernon earlier in the day,
spoke hours after the House Courts of Justice Committee unanimously approved
his proposal that would repeal an 1873 law that bans co-habitation among
unmarried couples. Gov. Bob McDonnell late last month said he supports the
so-called Love Shack bill.

Pistorius removed from bullying campaign
CAPE TOWN, South Africa Organizers of an anti-bullying campaign have
removed an Olympic sprinter from it after he allegedly shot and killed his
supermodel girlfriend.
Oscar Pistorius is among the South African celebrities who recorded videos

the Cape Town Holocaust Centre. The Herald newspaper reported the double
amputee said, Just remember that youre special. You dont have to worry. You
dont have to change. Take a deep breath and remember it will get better.
Prosecutors contend Pistorius killed Reeva Steenkemp inside his Pretoria home
on Feb. 14. The sprinters lawyers contend he mistakenly shot his girlfriend while
she was in the bathroom because he thought she was an intruder, but he has been
charged with premeditated murder.

Uncle Poodles Grindr pictures for sale
LOS ANGELES TMZ reported on Monday that a man continues to try and

The entertainment website said a Georgia man offered to sell the pictures that
reportedly show Uncle Poodle, whose real name is Lee Thompson, in the shower.
TMZ said he sent them to the man earlier this week on Grindr.
Thompson told Fenuxe Magazine in an interview published last month that
he tested HIV-positive last year. He also said he pressed charges against an ex-
boyfriend whom he said had not disclosed his status with him.
Thompson told the magazine the man is now serving a ve year prison sentence
as a result of the incident, although HIV/AIDS advocates have questioned his claim.
Gay CEO from Texas
elected DNC nance chair

By LOU CHIBBARO JR.
lchibbaro@washblade.com
Gay Democratic National Committee
ofcial Raymond Buckley said about
two dozen mostly LGBT Democratic
Party leaders and activists decided in
an informal meeting in January and a
subsequent conference call to resurrect
the National Stonewall Democrats.
The LGBT Democratic organization
ceased operating in December after it
was unable to close a $30,000 budget
shortfall. The shutdown came as some
LGBT Democrats questioned whether
the group was still needed at a time
when the Democratic Party has shown
unprecedented support for LGBT equality.
We have informally met and we have
decided that we are going to continue
the Stonewall organization, Buckley told
the Blade.
Were not ready to make any
announcements yet on exactly how its
going to come about and who is going
to be the leadership, he said. But there
will be a National Stonewall Democrats
organization in the near future.
Buckley, a DNC vice chair, serves as one
of the DNCs nine ofcers in his role as
chair of the New Hampshire Democratic
Party and head of the DNCs State Chairs
Association.
Gay corporate CEO and philanthropist
Henry Munoz of San Antonio, Texas,
last month joined Buckley and gay DNC
treasurer Andrew Tobias as the third out
gay member to serve as a DNC ofcer.
At its winter meeting in Washington
last month during the week of President
Obamas inauguration, the DNC elected
Munoz by unanimous vote as the
Democratic Partys national nance chair,
making him the partys chief fundraiser. He
was said to have been favored for the post
by President Obama.
Munoz, who is CEO of the San Antonio
rm Kell Munoz Architects, Inc., becomes
the rst Latino as well as the rst out gay to
hold the post of nance chair. According to
the San Antonio Express-News, he helped
raise a reported $30 million for Obamas
re-election campaign as part of a group of
Latino leaders backing the president.
Although his role as the rst Latino to
hold the position was widely reported in
the media, most news stories reporting his
election did not mention that hes gay.
With the National Stonewall Democrats
expected to be sidelined for at least part of
this year, some LGBT Democratic activists
were hoping that the DNCs outreach
director, Jeff Marootian, and the partys LGBT
Caucus would take on some of the functions
performed by National Stonewall Democrats,
such as coordinating efforts of local LGBT
Democratic clubs throughout the country.
Gay Democratic activist Kurt Vorndran,
former president of D.C.s Gertrude
Stein Democratic Club, has called on the
DNC to refrain from downsizing its LGBT
outreach operation this year. The DNC
traditionally has reduced its staff and
curtailed some of its eld operations in
the year following a presidential election,
when electoral politics slows down.
My personal opinion is we need an
LGBT desk at the DNC, even in non-
election years, Vorndran said. I dont
think they should shut down the LGBT
operation in non-election years as they
have in the past.
Rebecca Chalif, the DNCs deputy press
secretary, released a statement to the Blade
on Wednesday saying Marootian would
continue in his role as the DNCs LGBT
outreach person but didnt say whether he
would carry out that function full-time.
The president has demonstrated
repeatedly his commitment to the LGBT
community, and as the DNC reorganizes
post-election the LGBT community will
continue to be a high priority for the DNC
as it has been, she said in the statement.
In the meantime, Jeff Marootian
will continue serving as the LGBT point
of contact, and we will continue to
organize and work with grassroots LGBT
organizations nationwide, Chalif said.
Jeff is still working at the DNC,
Buckley told the Blade. But everyone at
this point is playing two or three roles as
it all works out on whos going to have
what position going into the next several
years, he said.
Asked if he knew whether Marootian
would remain at the LGBT outreach post,
Buckley said he wasnt sure.
Everyone at the DNC right now is
having multiple functions because there
is a signicant cutback in staff. And while
decisions are being made on whos going
to play what role, everyone is pitching in
and doing their very best.
Neither Rick Stafford, the Minnesota
gay Democratic activist who chairs the
DNCs LGBT Caucus, nor Jerame Davis,
executive director of National Stonewall
Democrats until the time it closed shop in
December, could immediately be reached
for comment.
Buckley said Stafford didnt attend
the DNC meeting in January and didnt
participate in the conference call Buckley
organized to discuss plans for bringing
back National Stonewall Democrats.

Most Americans
oppose DOMA: poll
Fifty-nine percent of the American public
say they oppose Section 3 of the anti-gay
Defense of Marriage Act after being told
it prohibits the federal government from
offering benets to legally married same-
sex couples.
The poll, commissioned by the Center
for American Progress and Gay & Lesbian
Advocates & Defenders, asked registered
voters this question amid other inquiries
regarding their beliefs on DOMA. The poll
was conducted by Goodwin Simon Strategic
Research and Voter Consumer Research.
Additionally, the poll asked respondents
in a more abstract way whether they
believe its discriminatory for the federal
government to deny benets to married
same-sex couples. Sixty-two percent
of registered voters said they believe
withholding such benets is discrimination.
Notably, the poll nds a greater
proportion of the American public
opposes DOMA than the bare majority
that supports marriage equality. According
to the poll, 52 percent of the American
public supports same-sex marriage
which is consistent with earlier ndings
on the issue. That means seven percent
oppose DOMA, but dont support
marriage equality.
The poll also breaks down views on the
denial of certain rights and benets. More
than a majority support awarding each of
these rights and benets to married same-
sex couples.
The right that the greater number
of respondents said same-sex couples
should enjoy is hospital visitation. A full
78 percent said the federal government
shouldnt deny married gay people
from seeing their spouse in the hospital.
However, DOMA doesnt prohibit that
right and President Obama has issued
a memorandum requiring hospitals
receiving Medicare and Medicaid to grant
such visitation rights.
But the benet that the smallest
proportion of respondents supported
for same-sex couples was Social Security
benets in case of the death of the
spouse. Even so, 66 percent said the
federal government shouldnt deny these
benets. DOMA prohibits this benet
from owing to same-sex couples.
Mary Bonauto, GLADs civil rights
director, said shes not surprised that a
majority of the American public opposes
DOMA given the harm the anti-gay law
inicts on same-sex couples.
With each passing day, more and
more Americans are learning how DOMA
denies important marital protections and
heaps disrespect on married same-sex
couples across the country and theyre
saying, Enough is enough, Bonauto
said. Its not surprising that a majority
of this country now believes that loving,
committed couples in legal marriages
should be treated fairly under federal law.
Its time for our laws to catch up with where
public opinion is on abolishing DOMA.
Litigation challenging DOMA known
as Windsor v. United States is pending
before the Supreme Court. Justices are
expected to render a decision before their
term expires in June.
Winnie Stachelberg, executive vice
president at the Center for American
Progress, said the poll should inuence
justices thinking as they consider the anti-
gay law.
The ndings of this poll should provide
signicant headwinds to LGBT advocates
and allies and demonstrate to the Court
that the thinking behind DOMA is outdated
and indefensible, Stachelberg said.
On the same day the DOMA poll was
made public, the Respect for Marriage
Coalition a partnership of LGBT groups
and others working to advance marriage
equality issued another poll nding
promising results for marriage equality.
Three-quarters of respondents to this
poll, or 75 percent, believe same-sex
marriage is a constitutional right, which is
up from 71 percent in 2011. Additionally,
77 percent said they believe same-sex
marriage will be legal nationally in the
next couple of years regardless of their
personal views on the issue.

Court nds Austrian
adoption ban
discriminatory
The European Court of Human Rights
on Tuesday ruled Austrias ban on second-
parent adoption for same-sex couples is
discriminatory.
Two women who have been raising a
son born to one of them in 1995 submitted
an adoption application to a local court
in early 2005. The couple also requested
the Austria Constitutional Court, which is
the countrys highest tribunal, declare the
portion of the civil code that prevents the
same-sex partner of a parent to adopt his
or her child.
The Constitutional Court in June 2005
rejected the couples petition, and the
local court four months later refused
to approve the womens application. A
regional court in Feb. 2006 rejected the
womens appeal.
The couple in April 2007 brought their
case to the European Court of Human
Rights, which is located in Strasbourg,
France, after the Constitutional Court
ruled against them. The judges heard it
last October.
This is a very signicant and important
victory for rainbow families in Europe,
said Martin K. I. Christensen, co-chair
of ILGA-Europes executive board. We
hope that this judgment will pave the way
toward the removal of the remaining legal
barriers for these families in Europe.
Belgium, the Netherlands, Spain and
the United Kingdom are among the
European countries that currently allow
second-parent adoption for same-sex
couples.
The French National Assembly earlier
this month approved a bill that would
extend both adoption and marriage
rights to gays and lesbians. Lawmakers in
Luxembourg and Switzerland are currently
considering second-parent adoption
measures.
We feel very hopeful that this case will
lead to our childrens rights gaining better
recognition throughout Europe, Juha
Jms, vice president of the Network of
European LGBT Families Associations,
said in a statement. No group of children
should be discriminated against because
of their parents sexual orientation, gender
identity or gender expression.
Souhayr Belhassen, president of the
International Federation for Human
Rights, agreed.
This is an important step forward
toward the application of the principle of
non-discrimination based on the sexual
orientation and strengthening legal security
and certainty for children, she said. This
ruling should guide not only domestic
courts, but also the legislator in European
states that have not yet amended their
legislation in that direction.

Clive Davis comes out as bisexual
Legendary music producer Clive Davis acknowledges his bisexuality in a
memoir that hit bookstores this week.
I was only turning to bisexuality after my second marriage failed, so that it
was not an issue through my life, he told Katie Couric during a segment about
his book on her talk show. Neither of my marriages were affected. I was totally
attracted to women. When the marriage failed in the mid-80s, I opened myself
up to the possibility that I could have a relationship with a man as well as with the
two that I had with a woman.
Rolling Stone reported Davis, 80, wrote in The Soundtrack of My Life that he
had his rst sexual encounter with another man during the era of Studio 54. He
said he was in a monogamous relationship with a male doctor from 1990 to 2004.
Davis, who told Couric he is currently in a relationship with another man, said
he immediately revealed his bisexuality to his four children and close friends.
I felt it was private, he said. I did immediately reveal it to the people who
count. I just didnt hold a sign up.
Davis acknowledged attitudes against bisexuality also contributed to his
decision to not publicly come out.
There was an attitude toward bisexuality, pervasive, that you were either
gay, youre straight or youre lying, he said. Its not true. So I knew that when I
decided to write my autobiography that this was something that I was certainly
going to be forthcoming about and I wrote about it.
Davis, who has worked with hundreds of artists including Janis Joplin, Alicia
Keys and Whitney Houston, told Couric he hopes his decision to come out will
help change attitudes about those who are bisexual.
Im still attracted to women, he said. You dont have to be only one thing
or another. For me, its the person. Im in a monogamous relationship. I respect
monogamy, and I hope that this is understood.
Davis also recalled the last conversation he had with Houston two days before
her Feb. 2012 death. Houston had been scheduled to attend Davis annual pre-
Grammy party that took place at the same Los Angeles hotel at which she died
hours before.
It was stunning, Davis told Couric when asked how he reacted to Houstons
death. It was devastating, and obviously compounded by the fact we had this
enormous party she was there for. I knew it had to go on. I knew that she would
want the music to go on.

Longtime staffers
heartbroken
after closure
By LOU CHIBBARO JR.
lchibbaro@washblade.com
With creditors owed more than
$750,000, the National Association of
People with AIDS led for Chapter 7
bankruptcy on Feb. 14 and announced it
is going out of business 30 years after it
was founded in 1983.
The National Association of People with
AIDS (NAPWA) the largest, oldest and
most trusted voice for the 1.2 million people
living with HIV/AIDS in the U.S. has
ceased operations and has led a petition in
United States Bankruptcy Court to discharge
its debts in bankruptcy and liquidate, the
chair of the groups Board of Trustees, Tyler
TerMeer, said in a Feb. 14 statement.
The two-page statement highlights
NAPWAs pioneering work on behalf of
the rights and wellbeing of people with
HIV and AIDS but provides no further
information on how NAPWAs nancial
health deteriorated to the point where the
group was forced into bankruptcy.
I am proud of all the work we did at
NAPWA, said Frank Oldham, who served as
NAPWAs president and CEO from 2006 until
last November, when he left the organization
one month before his previously announced
resignation was to take effect.
Reached at his home in D.C., Oldham
declined to comment further, saying he
was prevented from doing so because
of the unfolding bankruptcy proceedings
and a separate court case, which he
declined to elaborate on.
Stephen Bailous, NAPWAs former vice
president who was laid off from his job in
November due to a cost-cutting measure,
said declining revenue and challenges in
raising money in recent years contributed
to a growing debt, even though NAPWA
did its best to cut costs.
You can only cut back on staff and
expenses so far until you can no longer
perform the programs, he said. The
amount of debt NAPWA was carrying
caused this to happen.
Bailous added, No one is more
heartbroken over this than the people
who worked at NAPWA.
One source familiar with NAPWA and
some of its board members said the
bankruptcy ling follows reports late last
year that as much as $700,000 in NAPWA
funds were unaccounted for, with some of
the funds possibly missing.
According to the source, the discovery that
funds were unaccounted for prompted the
board to ask the Montgomery County States
Attorneys ofce to investigate the matter.
Ramon Korionoff, a spokesperson for
the Montgomery County States Attorneys
Ofce, would neither conrm nor deny
his ofce was investigating NAPWAs
nances, saying the ofce never discloses
an ongoing investigation.
Questions about the reported
unaccounted for funds surfaced at a time
when NAPWA was facing a nancial crisis
that, among other things, prevented it
from paying the rent for its Silver Spring,
Md., ofces for several months and
prevented it from meeting its payroll.
The bankruptcy ling shows that many
of NAPWAs former employees are listed
as creditors who are owed sums of money
ranging from several hundred dollars to
more than $4,000 in back pay.
NAPWAs landlord, Brookeld
Properties, is owed $75,000 in back rent,
according to the bankruptcy ling.
Last October, Oldham announced
his resignation effective Dec. 31 amidst
praise from NAPWA board members, who
called him an inspiring leader in the ght
against AIDS. But Oldham abruptly left
his post in November, one month earlier
than expected, sources familiar with the
group said, raising speculation that he was
forced out by the board.
Speculation that his departure was
less than amicable was heightened by
a line item in the bankruptcy ling that
claims Oldham owes NAPWA $88,360 in
accounts receivable. The ling gives no
explanation for why he owes money to
NAPWA through the bankruptcy court.
But the bankruptcy ling also shows that
NAPWA owes Oldham $18,462 in vacation
pay and $4,025 in payroll or back pay,
indicating he owes NAPWA a net amount
of $65,873.
In December, NAPWA Board Chair
TerMeer told the Blade the board
eliminated the positions of executive vice
president, which was Bailouss position;
vice president for development; and vice
president for communications as a cost
cutting measure in November. He declined
to comment on whether Oldham was forced
out a month sooner than his announced
resignation date, saying the organization
never discusses personnel matters.
Among the creditors listed in the
bankruptcy ling are the District of
Columbia HIV/AIDS, Hepatitis, and Sexually
Transmitted Disease Administration
(HAHSTA), which reportedly is owed
$54,000. It couldnt immediately be
determined why NAPWA owes money to
the D.C. AIDS administration. However,
NAPWA has received grants and contracts
from HAHSTA in recent years to provide
AIDS-related services.
AIDS activist Greg Milward of Madison,
Wisc., a NAPWA member who retired on
AIDS-related disability after working more
than 25 years as a manager of nonprot
organizations, said he disputes claims by
NAPWA leaders that the groups downfall
was caused by external forces such as a bad
economy and a decline in corporate donations
that are threatening all AIDS organizations.
The its happening to all of us rationale
is simply not acceptable (or true), he told
the Blade in an email. Poor management,
questionable nances and the unwillingness
to engage the HIV community in a
meaningful way will ultimately result in failure
regardless of national economic trends, he
said. I trust that their nancial difculties are
of their own making.
Following are some of the largest
creditors listed in the NAPWA bankruptcy
ling and the amount they are owed:
Bank of America (commercial loan),
$137,750
Harvard University Law School,
Treatment Access Expansion Project
(contract), $100,000
American Airlines (Dallas, conference
space), $75,762
CareFirst (heath insurance), $28,523
Howard University (contract), $5,000
Human Rights Campaign (space
rental), $3,210
District of Columbia HAHSTA
(advance), $54,000
Obama honors PFLAG founder
President Obama awarded the nations second-highest civilian honor last
Friday to the recently deceased founder of Parents, Families & Friends of Lesbians
& Gays.
During a ceremony in the East Room of the White House, Obama offered the
Presidential Citizens Medal posthumously to PFLAG founder Jeanne Manford,
who died last month at age 92. Accepting the award on Manfords behalf was her
daughter, Suzanne Manford Swan.
Prior to presenting the award, Obama recounted the story of how Manford
founded PFLAG out of love for her gay son, Morty Manford, who came home
beaten after participating in a gay rights march.
This was back in 1972, Obama said. There was a lot of hate, a lot of vitriol
toward gays and lesbians and anyone who supported them. But instead, she
wrote to the local newspaper and took to the streets with a simple message:
No matter who her son was no matter who he loved she loved him, and
wouldnt put up with this kind of nonsense.
Following the ceremony, Swan, a San Francisco resident, told the Washington
Blade during the ceremony she was thinking about future generations who wont
know prejudice against LGBT people thanks to the work of her mother.
My granddaughter will grow up knowing nothing but love and respect
because people are different, Swan said. It wont matter if theyre left-handed,
whether theyre homosexual, whether theyre any color. My mother believed that
homosexuality was put in the same category. She liked people, and she thought
that everybody deserved their civil rights.

Wants to avoid
heavy-handed
approach to Congress
By CHRIS JOHNSON
cjohnson@washblade.com
President Obama said during a Google
Fireside Hangout last week that he
doesnt want to be too heavy-handed
in pushing Congress over immigration
reform as lawmakers draft legislation. His
remarks came in response to a question
about gay inclusion in the legislation.
Responding to a question from Jacky
Guerrero, founder of the online magazine
xQs, on whether hed compromise by
leaving gay couples out of reform, Obama
reafrmed his commitment to LGBT issues
and noted some related accomplishments,
then said hes leaving certain aspects of
the legislation to Congress as opposed to
taking an active role.
What Im trying to do right now is to
give Democrats and Republicans in the
Senate, and in the House, the opportunity
to work through some of these issues to
see where their compromises are, and not
be too heavy-handed in a way that might
end up breaking up these discussions
because I think its very important for
us to get immigration reform done,
Obama said.
In the same response, Obama
reafrmed that he believes LGBT
people should not be treated differently
when it comes to any aspect of American
life, and that includes our immigration
laws and said his position on the issue
has been very clear.
Obamas response is the rst time hes
publicly addressed the issue of including
same-sex couples in immigration reform;
it didnt come up in his speech unveiling
the plan.
The plan for immigration reform that
Obama made public last month includes
a provision for bi-national same-sex
couples. Also, in her 12-page written
testimony before the Senate, Secretary
of Homeland Security Janet Napolitano
reafrmed that Obama administration
is seeking language that would enable
gay Americans to sponsor their same-
sex foreign partners for residency in the
United States.
But Obamas response is in line with
what Vice President Joseph Biden said
about such language when asked about
it on Capitol Hill by Bloomberg News. In
response, Biden said the administration
would wait and see on the Senate
plan before insisting that gay couples
be included.
Steve Ralls, a spokesperson the
LGBT group Immigration Equality, said
he appreciates Obamas remarks that
immigration law should treat everyone
equally, but said Obamas support is
necessary to ensure an LGBT-inclusive
plan is passed into law.
President Obama has been
uncompromising in his belief that LGBT
families should be treated equally,
Ralls said. We are counting on the
administrations help in making sure thats
true when it comes to our immigration
laws as well.
In response to an earlier question
from Guerrero, Obama indicated that he
wants Congress to act expeditiously on
comprehensive immigration reform and
expects lawmakers to produce legislation
in the next four or ve months.
On the same day that Obama delivered
his remarks in the Google Hangout,
Rep. Mike Honda (D-Calif.) reintroduced
legislation in the U.S. House aimed at
addressing family reunication in the U.S.
code known as the Reuniting Families Act.
The bill aims to help ensure that visas
are allocated efciently and alleviate
lengthy wait times that are keeping legal
immigrants and their loved ones overseas
separated sometimes for years. The
legislation also enables gay Americans
to sponsor a same-sex foreign partner for
residency in the United States.
Our family-based immigration system
has not been updated in 20 years,
separating spouses, children and their
parents, who have played by the rules for
years, Honda said in a statement. My
proposed legislation is in line with
American family values and with our need
to grow our economy and save taxpayer
money. American workers with families by
their side are happier, healthier and more
able to succeed than those distanced
from loved ones for years on end.
Cites U.S. cases in
deeming Oaxacan
law unconstitutional
By MICHAEL K. LAVERS
mlavers@washblade.com
The Mexican Supreme Court this
week released its ruling that found a
Oaxacan law that bans same-sex marriage
unconstitutional.
The 56-page decision cites two U.S.
Supreme Court cases that specically
addressed race-based discrimination
and segregation: Loving v. Virginia that
found state bans on interracial marriages
unconstitutional and Brown v. Board of
Education, which struck down laws that
allowed separate public schools for black
and white students.
The historic disadvantages that
homosexuals have suffered have been
amply recognized and documented:
public scorn, verbal abuse, discrimination
in their places of employment and in the
access of certain services, including their
exclusion from certain aspects of public
life, the judges wrote. In comparative
law it has been argued that discrimination
that homosexual couples have suffered
when they are denied access to marriage is
analogous with the discrimination suffered
by interracial couples at another time.
They further point out the U.S. Supreme
Court said in Loving v. Virginia that
restricting marriage on the basis of race is
incompatible with the Equal Protection
Clause under the 14th Amendment of the
Constitution.
In connection with this analogy, it
can be said that the normative power of
marriage is of little use if it does not give
the possibility to marry the person that
one chooses, the judges wrote.
The court released its decision more
than two months after the judges
unanimously struck down the Oaxaca law
that dened marriage as between a man
and a woman.
Three couples tried to apply for
marriage licenses in the state, but local
authorities denied their applications.
Lawyer Alex Al Mndez Daz led lawsuits
on behalf of two of the couples in August
2011 and a third in January 2012 who
sought legal recourse an amparo in
the Mexican judicial system to ensure
local authorities would protect their
constitutional rights.
The ruling also comes roughly six weeks
before the U.S. Supreme Court will hear
oral arguments in cases challenging the
constitutionality of Californias Proposition
8 and the Defense of Marriage Act.
They do it when in our country there
is no previous rulings on the subject,
Mndez told the Washington Blade from
Mexico City when asked whether it is
common for Mexican Supreme Court
judges to cite cases from other countries in
their decisions. These rulings are the rst
at the national level that support the topics
in the way in which we had planned.
Same-sex couples have been able to
legally marry in the Mexican capital since
2010, and the Mexican Supreme Court
has ruled other states must recognize gay
marriages legally performed in Mexico
City. Gays and lesbians have also married
in Quintana Roo on the Yucatn Peninsula,
while the state of Coahuila offers property
and inheritance rights and other limited
legal protections to same-sex couples.
The Uruguay House of Representatives
in December overwhelmingly approved a
bill that would allow gays and lesbians to
tie the knot. Same-sex marriage advocates
expect the measure will easily pass in the
countrys Senate in April President Jos
Mujica has said he will sign it into law.
A Colombian Senate committee in
December also approved a same-sex
marriage bill. A court in the Brazilian state
of So Paolo later that month ordered
registries to begin offering marriage
licenses to same-sex couples without a
judges approval.
Argentina has allowed same-sex
couples to marry since 2010, while Chilean
President Sebastin Piera in 2011 said he
would introduce a bill that would allow gay
men and lesbians to enter into civil unions.
Same-sex couples would be allowed to
tie the knot and adopt children in French
Guiana under a proposal the French Senate
is scheduled to begin debating on April 2.
The Inter-American Court of Human
Rights in Feb. 2012 ruled in favor of lesbian
Chilean Judge Karen Atala who lost custody
of her three daughters to her ex-husband
in 2005 because of her sexual orientation.
Three gay couples from Chile who had been
denied marriage licenses led a lawsuit with
the tribunal last September after the South
American countrys Supreme Court ruled
against them.
The Mexican Supreme Court cited the
Atala case in its decision that only applies
to the three same-sex couples who had
sought marriage licenses in Oaxaca.
It just conrms that ghting for
marriage equality on a federal level
makes more sense and is becoming an
increasingly global trend, Enrique Torre
Molina, an LGBT activist and blogger in
Mexico City, told the Blade.
The Mexican Supreme Court was
expected to formally announce its
decision on whether the Oaxacan law that
denes marriage as between a man and
a woman is discriminatory sometime this
week. The judges will have to rule on an
additional amparo from Oaxaca before
gays and lesbians can legally tie the knot
in the state. Visit washingtonblade.com
for updated news.
For there to be same-sex marriage
throughout the country, if there is not a
reform of the civil laws of each state, we
will need ve rulings in each one of the
states that comprise the federation [of
Mexico,] Mndez said.

Coates emerged as one of Marylands
most prominent marriage equality
supporters after testifying last February in
support of a bill that would allow gays and
lesbians to legally marry in the state.
He appeared in a television ad in
support of the marriage law that Gov.
Martin OMalley signed last March ahead
of the Nov. 6 referendum on it. Coates
also joined Revs. Al Sharpton, S. Todd
Yeary of Douglas Memorial Community
Church in Baltimore, Christine Wiley of
Covenant Baptist Church in D.C. and
other prominent black clergy who urged
Marylanders to vote for the law during
a September press conference at the
National Press Club in the nations capital.
I thought it was important for me to
take a stand, Coates said.
Coates told the Blade it was important
for him to really change the narrative
about where all black megachurch
pastors stand on gay rights.
I didnt want my silence to be
interpreted as consent, Coates said.
I just thought it was important for me
to raise my voice on this issue, to really
shift the narrative around where the black
church is on gay rights.
Polls in the months leading up to the
referendum indicated slightly more than
half of black Marylanders backed the
same-sex marriage law. An Anzalone
Liszt Grove Research poll the Respect for
Marriage Coalition released on Tuesday
found 51 percent of black respondents
support nuptials for gays and lesbians,
versus 41 percent who oppose it.
Question 6 passed in predominantly
black Baltimore City by a 57-43 percent
margin. It lost in Prince Georges County
by less than 4,000 votes.
Coates said members of his
congregation were overwhelmingly
supportive of his same-sex marriage
advocacy, even though they rst found out
about it in the Washington Post and New
York Times.
He noted roughly 1,000 people joined
the church in 2012, which he described
as the best year in its history. Fewer than
10 people left the congregation over his
support of the issue.
The people in the pews understood
it, Coates said. They understood that
the foundation of this country is built upon
liberty and justice for all.
Bishop Angel Nuez of Bilingual
Christian Church in Baltimore, Family
Research Council President Tony Perkins
and others who oppose nuptials for
gays and lesbians frequently questioned
whether the same-sex marriage law
protects religious freedom in the weeks
leading up to the referendum. Bishop
Harry Jackson of Hope Christian Church in
Beltsville was among those who specically
criticized Coates and Rev. Dont Hickman
of Southern Baptist Church in Baltimore
for supporting the law.
We wanted to make sure the legislation
beefed up language that protected
individual clergy and churches that did not
afrm, acknowledge or perform same-sex
marriages if it was against their religious
beliefs and practices, Coates said in
response to the aforementioned criticisms.
I found this response to be a distraction, a
red herring from the real issue.
Coates and Hickman also joined same-
sex marriage opponents who criticized
the suspension of a senior Gallaudet
University administrator who signed the
petition that prompted the referendum
on the law that allowed gays and lesbians
to tie the knot.
I afrm peoples right to have a
different personal, theological or political
view, Coates said. I have never forced
my view on anyone.
Coates spoke to the Blade a day after
the Illinois Senate approved a bill that
would allow gays and lesbians to marry in
the state.
A same-sex marriage measure passed
by a signicant margin last month in the
Rhode Island House of Representatives.
Lawmakers in Delaware, Minnesota and
New Jersey are expected to consider the
issue in the coming weeks and months.
Coates said one of the things he
thinks surprised observers is the fact the
referendum passed in a state where 30
percent of the voters are black. He further
noted the religious community remains
strong in Maryland.
Theres this presupposition that people
of faith and African-American people of
faith are, in some way, narrow minded and
dogmatic and anti-intellectual, Coates
said. What weve seen in Maryland is we
should give the electorate the benet of
the doubt.
He added he feels more pastors and
other people of faith with whom he speaks
increasingly understand whats at stake.
The tide is shifting very quickly, Coates
said. People understand if were going to
become a more perfect union, we have to
be on the side of equal treatment under
the law for every person.
Pastor who backed Md. marriage speaks out
CONTI NUED FROM PAGE 01
openly LGBT Cabinet member is important
because it would provide visibility to the
community and break a key remaining glass
ceiling. No president has ever appointed
an openly LGBT Cabinet member.
In November, Fred Sainz, HRCs
vice president of communications,
told the Washington Blade the LGBT
community is rightly interested in a
Cabinet appointment as well as a G-20
ambassadorship.
But in comparison to other requests,
such as participation in the lawsuit before
the U.S. Supreme Court against Californias
Proposition 8 or an executive order barring
anti-LGBT workplace discrimination among
federal contractors, the issue of appointing
an LGBT Cabinet member hasnt yet
received signicant attention.
Richard Socarides, a gay New York-
based advocate and proponent of an LGBT
Cabinet appointment, said he couldnt say
whether action from advocacy groups on
the appointment is sufcient because he
doesnt know whats happening behind
the scenes, but acknowledged the public
pressure is rather muted.
I think that right now the organized
political gay community in Washington has a
very strong connection with, and relationship
with the president, and he has delivered for
us in many ways, Socarides said. So I think
that there is, no doubt, a reluctance to rock
the boat for the most part.
Jim Burroway, a gay editor of the
Tuczon, Ariz.-based blog Box Turtle
Bulletin, said he hasnt given the issue the
thought it deserves, but acknowledged
the importance of pushing for high-prole
LGBT appointments.
Im always reluctant to say that this
appointment or that appointment needs
to be an LGBT person, but in the general
scheme of things, its certainly time that
an appointment somewhere reects
the diversity of the nation, or even of
corporate America, when it comes to
LGBT inclusion, Burroway said.
HRC and the Victory Fund had no
comment last month when Obama selected
Sally Jewell, a Washington State-based
businessperson, for the role of interior
secretary, even though that selection meant
John Berry, the gay head of the U.S. Ofce
of Personnel Management, didnt get the
job. Although Berry was passed over, Jewell
is a known advocate of the LGBT community
and helped drive business support for
marriage equality when it was on the ballot
last year in her state.
Media speculation that Berry would be
tapped to head the Interior Department
was widespread because of his close ties
to the administration and his background
as a lower-level ofcial in the department
during the Clinton years and service as
head of the National Wildlife Federation
and National Zoo.
Comparatively, LGBT groups like HRC
and OutServe-SLDN were aggressive in
calling on Defense Secretary Leon Panetta to
extend the available benets to gay troops
with same-sex partners, which ultimately led
to the Pentagon taking action.
Michael Cole-Schwartz, an HRC
spokesperson, said in response to the
comparative silence that HRC has been
clear from the start that it would like
high-prole LGBT appointments during
Obamas second term.
We have not called for any specic
position to be lled by any specic individual
and it is not our intent to comment on every
personnel decision, Cole-Schwartz said. As
the president continues to make nominations
in his second term, there remains an
abundance of exceptional LGBT Americans
willing and able to serve and it is our hope
that we will see an openly gay Cabinet
secretary and other historic appointments.
Denis Dison, a Victory Fund
spokesperson, touted the success of the
Presidential Appointments Project in
response to a similar inquiry. The Project
has helped facilitate the appointment of
at least 260 openly LGBT ofcials within
the Obama administration.
The Project continues to advocate
for qualied, experienced openly LGBT
individuals who are capable of becoming
leaders at all levels of government,
including at the Cabinet level, Dison
said. Because personnel decisions are
by their nature sensitive, we believe our
advocacy is best done privately.
Even though the position of interior
secretary will be off the table once Jewell
receives Senate conrmation, other
positions are open in the Cabinet that are
possibilities for LGBT appointments.
One that has sparked media attention
recently is the potential appointment of
gay California Assembly Speaker John
Perez as a replacement for Hilda Solis as
labor secretary.
John OConnor, executive director of
Equality California, said Perez would be
an excellent choice as labor secretary
because hes a champion of both LGBT
people and the working class.
Perez has built bridges between the
LGBT community and labor, OConnor
said. Given his legacy of accomplishment
in our state, we are incredibly supportive
of his candidacy and would be so proud
to see it happen.
Fred Hochberg, the gay head of the U.S.
Export-Import Bank, has been viewed as a
potential candidate for the role of commerce
secretary. In December, an administration
ofcial told the Blade the White House is
looking carefully at Hochberg for the
position. However, he may have been passed
over as well if media reports are correct that
Obama is close to nominating banker Penny
Pritzker for the role.
Shin Inouye, a White House spokesperson,
said in response to a Blade inquiry on whether
the administration values sexual orientation
and gender identity as an element of diversity
in high-prole appointments that he has no
personnel announcements.

Md. rally focuses on trans rights
A diverse crowd of nearly 200 gathered at Lawyers Mall in Annapolis on
Monday to rally behind SB449, the Fairness for All Marylanders Act of 2013. The
bill, if passed, would ban discrimination in employment, housing, credit and
public accommodations based on gender identity or expression. The Maryland
Coalition for Trans Equality sponsored the event and organized the subsequent
lobbying efforts for individuals and groups by district.
We must put our foot on the gas pedal until there is equality all over the
state, Carrie Evans, executive director of Equality Maryland and who emceed
the rally, told the crowd.
Sen. Rich Madaleno (D-Montgomery County) attended the event. He, along
with Sen. Jamie Raskin (D-Montgomery County), introduced the measure on Jan.
29. Madaleno expressed condence in the bills passage by telling the crowd,
We are on the verge of this last big victory in Maryland, noting that 23 senators
sponsored SB449 and 24 are needed for passage. I think all of the stars are nally
in alignment, he said.
Last year, a similar bill was passed in the House of Delegates by a margin of
86-52 only to die in the Senate. This year there is much more optimism given that
Senate President Thomas V. Mike Miller is supporting the bill. Therefore, it is
likely to pass in the Senate as well as the House if it can make it out of the Senates
Judicial Proceedings Committee. The JPR is scheduled to hear testimony on Feb.
26 at 1 p.m.
Other speakers at the rally included Rev. Larry Brumeld, Maryland Black
Family Alliance; Mara Kiesling, National Center for Transgender Equality; Blake
Wideman, Black Trans Men, Inc.; Del. Luke Clippinger (D-Baltimore City); and
Darlene Nipper, National Gay and Lesbian Task Force.
GLCCB elects new president
The board of directors of the Gay, Lesbian, Bisexual, Transgender Community
Center of Baltimore and Central Maryland (GLCCB) elected Mike McCarthy
as its new president on Feb. 11. McCarthy, who was the interim president until
the election, had been the boards vice president. His election as president lls
the vacancy left by Bud Beehler who resigned last month citing personal
obligations after serving nearly eight months at the helm.
McCarthy, an attorney practicing family law and guardianship, does not
anticipate any real changes in the governance of the Centers board or of its
operations. While we are certainly going through a period of rapid change and
exciting opportunities, the board invested substantial energy over the past year
to revise the Centers bylaws and to draft our strategic plan, McCarthy told the
Blade.
My intention is to provide continuity of leadership and work with the rest of the
board to continue the progress weve begun, McCarthy said.
McCarthy also said it is important to focus on outreach to the lesbian
community as there is a misconception that the GLCCB does not provide women
with opportunities and programming. A brief glance at the programs offered by
the GLCCB, McCarthy points out, clearly shows that this is not the case, as we
have both lesbian-focused and general interest programming that would be of
interest, and I believe there is simply an issue of effectively communicating that to
the larger community.
An election to replace Mike McCarthy as vice-president will take place at the
next board meeting in March.

Mayor said to suspend
sudden inspections of
alcohol pours
It was the proverbial bureaucratic hammer
in search of a nail.
Until D.C. Mayor Vincent Gray found out
about it.
Late last week and on the heels of Grays
stated intention to make the District the most
business-friendly city in the country and his
formation of a task force to review city regu-
lations ripe for reform, the mayor proved he
had the mettle to immediately act on a sud-
den bump springing from the cobble on that
lengthy road.
Any doubt that Gray was serious about
these objectives, a hospitality industry source
with knowledge of the situation has informed
me, were quickly dispelled when the mayor
ordered the suspension of a new business
inspection program announced by the D.C.
Department of Consumer and Regulatory
Affairs (DCRA) when brought to his attention.
DCRA spokesman Helder Gil has atly denied
this assertion, claiming that the decision to halt
the inspections was made solely by agency di-
rector Nicholas Majett.
Majett had recently announced the na-
scent program in an information pamphlet
so amateurishly produced and devoid of
understandable content that it might have
been a jokesters spoof of city regulators
gone wild. In it, Majett identied the agen-
cys undertaking of a new city inspection
program to measure alcohol pour amounts
at bars and restaurants.
DCRA had conducted only approximately
10 inspections at venues along the H Street,
N.E., entertainment corridor, when word start-
ed to spread about the incipient undertaking.
In announcing the plan to inspect nearly
1,200 alcohol-licensed hospitality establish-
ments, DCRA released a Restaurant and Bar
Owners Guide to Weights and Measures In-
spections purporting to detail what types of
materials will be inspected and in what man-
ner. Except that it didnt.
Instead, illustrations of beer, wine and rocks
glasses with corresponding liquid ounce mea-
surements noted alongside each graphic were
displayed. The numbers dont correspond
with the actual volume size of each drink ves-
sel, but an allegedly required pour amount for
each drink type.
The pamphlet declaratively species, for
example, that the District of Columbia re-
quires a ve-ounce pour for all glasses of
wine. Except that it doesnt.
The D.C. Alcoholic Beverage Regulation
Administration (ABRA) conrmed this week
that there are no city regulations specifying the
amount of alcohol that is required per serving
for variable alcohol types.
In other words, in the absence of any legis-
lation or rulemaking, DCRA concocted its own
imaginary standards, stating that the city has
zero tolerance for incorrect pours in their
mythical world.
A reasonable person would be hard-
pressed to comprehend any rationale for
the program. DCRA claims to have received
about a dozen complaints regarding light
alcohol pours in the past year by unhappy, or
perhaps just un-drunk, drinkers.
DCRA claims authority for this new in-
spection scheme based on the D.C. Regula-
tion and Inspection of Weighing and Mea-
suring Devices Amendment Act of 2004.
The law authorizes inspection of mechanical
weight and volume devices such as UPC
scanners and grocery food scales, pharma-
ceutical scales and those used in dialysis
clinics, compressed natural gas meters,
gas station pump meters, vehicle weighing
scales and the like.
The DCRA alcohol materials reference bar
jiggers as a volume measurement device
subject to inspection on a twice-yearly basis
and $2,000 ne if unregistered, despite not
being included on the Device Registration
Application under any of 15 device classes.
Consumers know that it is extraordinarily
rare for a bartender to utilize a shot jigger to
measure poured liquor. Manual free-pours are
the common industry practice. Customer loy-
alty and return patronage directly correlates to
the weight of those pours.
Majetts agency has sufcient critical device
inspections to conduct with only four depart-
ment inspectors without trolling through bars
and restaurants to transfer water from jiggers
into calibrated glass measurement beakers to
determine if this standardized object is com-
pliant, if even ever used. If not, DCRA has a
skewed sense of agency priorities.
D.C.s distinction as the nations perennial
worst business environment is a hard-earned
shame, indeed. So-called enforcement of fab-
ricated standards by the citys business regula-
tory agency is one good reason.
Nail, meet hammer. Rather, meet the thorn
in the side of local businesses, Mayor Gray.

Friedans classic turns 50,
remains relevant today
Even in publishings glory days when nov-
elists appeared regularly on The Tonight
Show, few books have not only sold more
than 300 million copies, but ignited a call for
social change still being heard today.
Yet, thats what happened when the The
Feminine Mystique by Betty Friedan was
published 50 years ago this month. From the
opening chapter title The Problem That Has
No Name, to the epilogue, Friedans provoc-
ative, searing critique of the Feminine Mys-
tique, which dehumanized and oppressed
women, rocked the hearts and minds of ev-
eryone especially women who were told
by their husbands, doctors, advertisers and
the laws of the land that they were only house-
wives, whose place was in the home. Though it
didnt create the modern day womens move-
ment, The Feminine Mystique was instru-
mental in starting feminisms second wave.
Friedan named a problem that was fester-
ing within the consciousness of many women.
Gradually, without seeing it clearly for quite
awhile, I came to realize that something is
very wrong with the way American women are
trying to live their lives today, she wrote. ...
There was a strange discrepancy between the
reality of our lives as women and the image to
which we were trying to conform, the image
that I came to call the feminine mystique.
At age nine, I was too young to read The
Feminine Mystique when it came out. But I
remember one day seeing my Mom reading
the book and watching her hastily put the
book in a drawer before my father walked in
the house. It might upset your Dad, she
said, refusing to tell me why.
A half-century later, I wondered if The
Feminine Mystique had passed its shelf life.
After all, when it was written, women often
couldnt get credit on their own or sit on ju-
ries. Sometimes, they could be arrested for
wearing pants. Like many Mad Men fanat-
ics, I adore Don Draper and Im in love with
Joan. Yet, were so passionate for the show,
in part, because its so retro. Were secure,
maybe even a bit smug, in our knowledge
that were not going to go back to the world
of Sterling Cooper.
When there are women rabbis, race car
drivers, lawyers and Supreme Court justices,
are our sisters (queer and straight) still teth-
ered to their homes? If you choose to become
a homemaker, are you still expected to greet
your spouse with a drink and a roast in the
oven when he or she returns from work?
Surprisingly, I found The Feminine Mys-
tique to be quite relevant for today. At a
time when children are sexualized at increas-
ingly younger ages, Friedans assertion that
women are made to present themselves
as objects to be consumed seems all too
timely. Now, when some Republicans in the
U.S. House oppose the renewal of the Vio-
lence Against Women Act, and Roe v. Wade
is increasingly under attack, parts of The
Feminine Mystique read as if ripped from
todays headlines.
All of us are creatures of our times; most
of us are inextricably bound by the preju-
dices of our age; and social and political
conditions change. Friedan was no excep-
tion. Though shed written for labor news-
papers, The Feminine Mystique is primar-
ily addressed to white, upper and middle
class women. In the book, Friedan decried
the homosexuality that is spreading like a
murky smog over the American scene and
said that lesbians were a lavender men-
ace who threatened feminism.
I dont take any of these shortcomings and
prejudices lightly. But its important to remem-
ber the context in which Friedan wrote The
Feminine Mystique. The American Psychiat-
ric Association considered homosexuality to
be a mental illness until 1973. I give Friedan
props for having a change of heart in 1977.
Then, Friedan endorsed lesbian rights at a
womens conference in Houston.
Whether youre LGBT or hetero, male or fe-
male check out The Feminine Mystique.
It still rocks.
Power of the Feminine Mystique

Merrick Garb, who earned the top rank of Eagle
Scout, is a graduate student at the D.C. campus of
Johns Hopkins University.
Limited progress isnt
enough; dont allow
troops to discriminate
By MERRICK GARB
Lifting the national ban on gay Boy
Scouts is a no-brainer. After all, there are
many Cub Scout Packs and Boy Scout
Troops that are sponsored by secular or
progressive religious institutions. The Girl
Scouts ended all discrimination in 1991,
and intolerant groups that were offended
left to start their own organization. To me,
as an Eagle Scout, a far more interesting
question is whether individual troops or
Boy Scout Councils should still be allowed
to discriminate against scouts or parents
who acknowledge being gay or atheist.
The Boy Scouts is a large and compli-
cated organization. There are currently
2.6 million youth, another 1 million adult
volunteers, and nearly 109,000 units
across the country. There is a proud his-
tory for the organization, 181 astronauts
and four U.S. presidents were at one
point scouts. There are three main divi-
sions within the organization: Cub Scouts
for youth ages seven to 11; Boy Scouts
for teens until age 18, and a parallel co-
ed Venturing program for men and wom-
en age 14-21. The Boy Scouts occupies
a unique place in American culture, as
every U.S. president since the organiza-
tions founding in 1910 has also served as
honorary president of the BSA.
There is no reason to believe that al-
lowing gay Boy Scouts to rise through
the ranks or allowing parents in same-sex
relationships to serve as volunteer lead-
ers will somehow endanger the safety of
other youth. But beyond this irrational
fear of predators, there is resistance to
changing the policy for fear that religious
groups that sponsor troops will retaliate.
Seventy percent of troops are sponsored
by a house of worship such as the Cath-
olic and Mormon churches. However,
thoughts on this issue run both ways.
I have talked to a school principal of a
Jewish day school who wont allow troops
to use their meeting space because they
dont want to associate with an organiza-
tion that discriminates.
So what happens if individual troops
or regional councils choose not to lift the
ban, even if given that opportunity by the
National Council? A Boy Scout who at
the age of 12 is not yet sure they are gay
could face a more difcult coming out
process later. A Council in Alabama may
decide that changing the policy is not for
them, sending a message to the broad-
er community that gays and parents in
same-sex relationships are not accepted.
And if a gay scout in rural North Dakota
only has one troop nearby that is not tol-
erant of gays, where will he go?
My fear is that the organization that
taught me leadership skills, that gave me
the condence to lead a large-scale Eagle
Scout project on my own, and tested me
through 44 merit badges wont evolve. If
the national organization lifts the ban but
still allows discrimination in some parts of
the organization, will corporations and the
United Way that have withdrawn millions
in charitable funding start giving again?
Will the City of Philadelphia, which has
been involved in a 10-year legal battle
with the local council, now allow a city-
owned building to be used as the Scout
headquarters for just $1 in rent? Will gov-
ernment entities be allowed to sponsor
troops again or will the ACLU le another
round of lawsuits? More than continued
nancial or legal headaches, what kind of
society will we have when a teenager says
to their friend, Why would you want to
join that troop? Isnt that the one that ac-
cepts gay people?
The Boy Scouts is a great organization
to teach leadership. I have no doubt that
the national ban will be lifted, the pres-
sure brought by organizations such as
Scouts for Equality or Gay and Lesbian
Alliance Against Defamation (GLAAD) is
now too great. But for an organization
that did not racially integrate all troops
until 10 years after the passage of the
1964 Civil Rights Act, is just some prog-
ress really enough?
Boy Scouts should embrace full gay inclusion

My fear is that the organization that gave me the
condence to lead a large-scale Eagle Scout
project on my own wont evolve.

It sounds so straightforward the
New York Public Library had a collection of
videotapes AIDS activists made decades
ago with vintage camcorders back when
they were heavy behemoths you had to rest
on your shoulder with full-size VHS or Beta
tapes inside. Filmmaker/journalist David
France combed painstakingly through
the clips to compose his powerful 2012
documentary How to Survive a Plague.
But how this was achieved what
format was the footage stored in? What
condition was it in? Could anyone go in
and check these out with a library card?
How did France pull this off?
In some ways, its the least interesting
part of the lms story, which is told via a
sobering chronology of video footage shot
by angry protesters the kind the Religious
Right calls militant homosexual activists.
The lm has been almost universally
praised. The New York Times called it
inspiring and crackling with currents of
rage, fear, ery determination and nally
triumph. It has a 100 percent freshness
rating among critics on Rotten Tomatoes
(a lm quality-ranking site), several awards
including best documentary from the
Boston Society of Film Critics. This weekend
its up for both an Independent Spirit
Award and an Oscar. Gold Derby, a site that
predicts entertainment industry awards,
gives it a 4/1 chance at winning the Oscar
(behind Searching for Sugar Man which
it gives 13/8 odds). 5 Broken Cameras,
The Gatekeepers and The Invisible War
(made by the Outrage team of Kirby Dick
and Amy Ziering) are also nominated.
For Plague, France took footage
some of which was housed at the New York
Public Library shot by 31 videographers
and paced it chronologically to the
story of the formation of ACT UP (AIDS
Coalition to Unleash Power), a group that
formed in March 1987 in a spirit of extreme
frustration during a speech activist (and
Normal Heart playwright) Larry Kramer
gave at the Lesbian and Gay Community
Services Center in New York.
France, during a lengthy phone
interview last weekend before he was
scheduled to y to Los Angeles on
Tuesday, gladly shares the logistics behind
Plagues formation.
A veteran investigative journalist, author
and GLAAD Media Award winner (for a GQ
piece on gays in Iraq) whos had his work
published in everything from the New Yorker
to Ladies Home Journal, France says he was
a graduate student during the time AIDS hit
in the early 1980s and having written about it
extensively over the years, he knew activists
had brought cameras to their protests. And
yes, the process of crafting Plague was a
lot more involved than simply checking tapes
out of the library.
The tapes from the library are actually just
a small portion of the footage you see in the
lm, France, whos gay, says. Thats really
the rst door I went through, this archive
of AIDS activism video thats housed in the
Manuscript Division of the New York Library,
where you go if you want to read Lincolns
letters. Its an exclusive corner of the library
thats not accessible to the general public
and everybodys going around wearing
white gloves and handling antiquities. In
one corner, they have a television and a VCR
and you watch the AIDS footage recorded
in those early days. Its just raw footage, not
really ever intended for public view. Some of
it youll be watching and all of a sudden it will
go to a gay porn video, which just happened
to be on the same tape they recorded on.
France says the library kept all the tapes
recorded in every home video format
on the market in those years as one might
imagine but had transferred them all to
the Betacam SP format, a higher resolution
tape on larger cassettes that for years was the
broadcast standard and is still in use today.
France convinced the library to let him take
select footage to a nearby production lab and
have it digitized. He ended up with about 100
hours and says the process became difcult
as the project moved along.
Theyre really not accustomed to
working on a lm production schedule, so
trying to get them to hurry got more and
more difcult as we went along, he says.
And that was just the starting point in
the library footage, France saw other people
holding video cameras. He started tracking
them down one by one and eventually
found a group of people, many long-
time AIDS survivors themselves, who had
videotape footage they had never revisited.
Again, formats remained a challenge.
We had all this stuff in so many
different formats from private collections,
he says. We were constantly scouring
Craigs List and eBay for decks that would
play these old tapes. We ended up with
about 800 hours and that really became
the building blocks of the lm.
And yes, France says it did take some
persuasion to get these individuals to hand
over their footage, including one former
D.C. resident.
France says, A lot of these people had
moved on but I think now have started to
see the real value in this footage. I think
they gradually started to realize, that yes,
enough time has passed and now is the
time to really use it and this is the project.
France says his project is timely and
important because many of the other
landmark AIDS pieces, from Kramers play
to Randy Shilts And the Band Played
On were written before the era of anti-
retroviral therapy when HIV morphed into
a more manageable condition.
He says the lm is important for anyone
interested in the AIDS ght to see.
There were even people in ACT UP who
didnt know the outcomes of many of these
things, he says. If you think you know the
story of AIDS, this lm will surprise you and
that goes for just about everybody.

Kanithea Powell is the founder of Qwest Films and a visit to its site (qwestlms.
co) is a bit overwhelming theres information on her short lms, a coffee table
book she produced (Butch), TV ventures and more.
Powell, a 39-year-old Eatonville, Fla., native whos been in Washington since
2007, says her artistic passions are strong enough that she has little choice but
to pursue them project by project.
I dont like boxes, she says. Im an artist. I like to create. If Im doing a lm,
Im going to put all my energy into that particular lm. If I have an idea for a
book, I do that. Im very scheduled and theres not a lot of overlap. I dont worry
about staying in one little spot. Whatever Im pushing at the time, thats what
Im supposed to do.
Powell works full time for ExxonMobil but uses nearly all her free time to
pursue her various projects. I invest in me, she says. The drive, she says, comes
from seeing a void of black, gay, female representation in media, although she
says her projects are about more than that.
Im most interested in showing that people are more alike than they are
different, she says. Its never about being gay, or being black. Yes, you see these
black, gay faces in my lms, but you could put anybody in these roles and the
stories would still work. I choose to have a diverse cast and show LGBT people.
Finding Juliette, a short she did in 2009, had what she calls an amazing
run. Next up, she plans a feature-length action movie shes hoping to shoot
this fall. Look for her Tuesday night from 6-10 p.m. at a new party called Revel,
a queer womens happy hour at VeraCruz Gallery (2108 Vermont Ave., NW),
which organizer Michelle Ross plans for the last Tuesday of each month. Powell
will sell and sign copies of her coffee table book Butch ($40) at the event.
Powell says she has nothing against the word lesbian, but mostly uses gay to
describe herself. Im old school and country, she says with a laugh. She also
says her aggressive artistic endeavors are a big reason why shes almost 40
and single with no kids.
Powell lives in Capitol Hill and enjoys the beach and a good martini in her
free time.

Olney revives Awakening
Olney Theatre (2001 Olney Spring Road) presents Spring Awakening, a
musical about sexual exploration, tonight at 8 p.m.
Originally written by Benjamin Wedekind in 1891, the production (rst written
as a play) followed the lives of German teenagers as they discover their sexual
identities, including one whos gay. At the time, Spring Awakening was either
banned or heavily censored when it was produced. After being banned from
England in 1917, the next major production of the play did not occur until 1978
in New York. The musical was not created though, until 1999 when the subject
matter was becoming less taboo. Playwright Steven Sater approached singer and
composer Duncan Sheik about making it a musical. They led the production to
Broadway where it won eight Tony Awards.
The show runs Wednesday through Saturday at 8 p.m. with matinee
performances at 2 p.m. on Saturday and Sunday. The Sunday evening show begins
at 7:30 p.m. The show runs until March 10. Tickets are $55. For more information,

Solid Olney production of
Spring Awakening delights
By PATRICK FOLLIARD
If any teenagers ever had a right to be
sullen, rebellious and angsty, its the kids
in Spring Awakening, the Tony-winning
Broadway rock musical now playing at
Olney Theatre Center.
Like German playwright Frank
Wedekinds scandalous 1891 drama from
which its adapted, the musical deals
straightforwardly with sexual initiation,
masturbation, teen pregnancy, botched
abortion, homosexuality, physical abuse,
sadomasochism and incest. And its young
characters, almost all who are grappling
with fears and questions about their
burgeoning sexuality, are simply dismissed.
Theyre told by uptight, status-quo towing
parents to hush up and follow rules.
Luckily, its a rock musical, so these stied
kids can let their emotions explode and
reveal their inner voices through Steven
Sater and Duncan Sheiks memorable score
whose tunes range from ballad to raging
punk rock with names like The Bitch of
Living and Totally Fucked. And though
the show is set in Wedekinds era, its score,
the way its musical numbers are performed
(well-mannered German school boys
transform into untamed rock stars), and
Sam Pinkletons convulsive, high jumping
choreography, are wholly current.
The action begins with Wendla (Alyse
Alan Louis) wearing the last of her
childish frocks (compliments of top notch
costume designer Sarah Beers). She pulls
a very dour face and snaps a millionth
self-portrait with her cell phone. The
technology is today but her early teen
self-preoccupation is timeless. Yet despite
her age and curiosity, she still doesnt
know where babies come from a state
of ignorance her mother is in no rush to
change. In the poignant Mama Who
Bore Me, Louis as Wendla beautifully
laments her mothers lack of caring.
Looking for understanding, Wendla
nds solace with boyhood friend Melchior
(the excellent Matthew Kacergis), a
smart and freethinking young idealist
who rejects middle class hypocrisy and
doesnt believe in a god. Hes attracted
to thoughtful Wendla, and whats more
he knows how babies are made (at least
on paper) and is eager to do some guilt
free experimentation. The pair begin
meeting in a nearby uncorrupted wood
and a trusty hayloft (suggested by a raised
platform, random metal buckets and
some scattered straw).
Helen Hayes Award-winning actor
Parker Drown (who is gay) plays Melchiors
sad friend Moritz Stiefel. Drowns is
heartbreakingly good as the nervous and
inept sidekick who is routinely referred to
as the neurasthenic moron by his unfeeling
teachers. Drowns continues to be a young
actor to look out for.
Other standouts in this terric young
ensemble playing hapless victims,
survivors and collaborators include Maggie
Donnelly as plucky Ilse, a schoolgirl whos
run away from an abusive home and gone
bohemian. By necessity she lives outside
the connes of society. Currently shes
found shelter at the local artists colony.
Also, props to the impressively named
Austin VanDyke Colby who displays
comic are as smug Hanschen. Clad in a
nightshirt, he rather realistically pleasures
himself during a song aptly titled My
Junk; and later, he effortlessly seduces
his love-struck study partner Ernst (David
Landstrom) as they huddle over Homer.

Former Giffords intern
shares story in new book
The event on January 8, 2011 was
supposed to be fun and informative.
Congresswoman Gabrielle Gifford, who
loved interacting with her constituents,
had planned a meet-and-greet that
Saturday afternoon in Tucson. Daniel
Hernandez, then 20 and an intern with
Giffords ofce, was there to help register
attendees and to do light crowd control.
Everything was going well until he heard
explosions and one word: Gun!
Almost automatically, Hernandez
headed for the stage, with Gifford rst on
his mind. With barely a pause, he pressed
his hand against her wound to slow the
bleeding, an action that may have saved
her life. He comforted her and rode with
her in the ambulance to the hospital.
In his new book They Call Me a Hero
(with Susan Goldman Rubin), Hernandez
says theres nothing heroic about his actions.
Years before, as a child, Hernandez
had wanted to be a doctor. He was a
good student in school and was teased
for his bookishness and for being gay.
Undaunted, he stayed true to himself and
sought classes and training for a future
medical career.
He blames his obsession with politics
on Hillary Clinton. He became fascinated
by her run for the White House and
volunteered to work for her campaign, a
love that extended to his college years, the
friends he sought and, later, to a desire to
serve others in a political career that also
allowed him to do motivational speaking.
On that January day in 2011, though,
Hernandez was just an intern. His future,
he hoped, would be spent serving others
through volunteering.
But he was destined to become a hero rst.
There are a lot of bumps in They Call
Me a Hero, starting with the subtitle (A
Memoir of My Youth).
Authors Hernandez and Susan
Goldman Rubin dont include a whole
lot about Hernandezs youth; instead, the
vast majority of this memoir is about that
one day in Tucson, the whirlwind of media
attention afterward and Hernandezs
subsequent political activities.
Theres also an awful lot of back-
patting here.
To the good, however, this book may
loudly urge teens to give of themselves to
better their worlds. With an overwhelming
record of achievements, Hernandez is a
tornado of service to others and he makes
volunteerism seem fun, almost like a
community in itself. That may spur young
readers to mobilize.
Indeed, the intended audience for this
book is 12-to-18-year-olds but theres
certainly no reason adults cant enjoy it as
well. If you can look beyond the bumps
and boasting in They Call Me a Hero,
you may nd a hunk of inspiration, too.

years old. She lives in Wisconsin with two dogs and 12,000

Attention to detail
evident at new
D.C. restaurant
By JONATHAN HOWARD
Diners are ocking to the Chevy Chase
Pavilion to try one of the hottest new
restaurants in the District, brought to you
by Bryan Voltaggio of Top Chef and Volt
fame. Range (5335 Wisconsin Ave NW) is
Voltaggios rst restaurant in Washington
and a reservation is not always easy to get.
Luckily, I called for a reservation a few weeks
in advance and was able to gather a couple
great friends who were prepared for a feast.
Range is not your typical D.C. small
plate restaurant it has shared plates
but with a slightly different approach.
The area needed something original,
Voltaggio said. Range is about bringing
together all my experiences to create a
new dining experience.
Range has multiple kitchens; theres the
wood oven, the salumeria, the raw bar,
the bakery and more. This presents a bit
of a challenge for service, but our waiter
handles that with a quick but insightful
explanation. We took our waiters advice as
we agonized over which of the numerous
options to choose.
A cheese plate is my favorite way to start
a meal and Ranges had six divine cheeses
that were smooth and full-bodied. We
accompanied these with a memorable
bakers basket that featured cheddar
jalapeno biscuits that were scrumptious.
We also devoured a skillet full of warm
cornbread with bacon marmalade. The
breadbasket and cheeses were enough to
satiate any appetite but we continued.
Theres a heightened level of skill
evident in every morsel that was brought
to the table. There was a sweet, delicate
and unadulterated avor to the bay
scallops. The goat cheese seamless ravioli
with a braised meat ragu was perfection
on a plate with the tanginess of the goat
cheese erupting from within the pasta.
The lobster mac-and-cheese was a
rich and enjoyable dish. The pizza was a
mouth-watering melding of two meals
with meatloaf and potatoes on a cheesy
pizza crust. The striped bass tasted so
fresh, I found myself looking around for a
sh tank full of these sh.
Our waiter selected the beef hanging
tender for us, and this was one of the
best-received items of the evening. This
perfectly seasoned cut of meat melted
in your mouth. Each item, including the
rotisserie potatoes with bacon, showed
off the superior craftsmanship Voltaggio
spoke of with intricate avors and
extraordinary ingredients.
At the end of the day its about
showcasing the ingredients around me
from the Mid-Atlantic technique never
takes precedence over the ingredient,
Voltaggio says.
Dessert is just as important as the
savory menu at Range. The menu features
luscious and tempting options and I
chose to have the Cherry Glenn Farm
goat cheesecake with kumquat and blood
orange jams. There is also a full chocolate
and candy station. Even though I had
already ordered cheesecake I couldnt
resist tasting a few of the trufes like the
salted caramel and the Mexican chocolate
trufe, that the cart attendant described
as a party in your mouth, and I couldnt
agree more.
Voltaggio lives up to the lofty
expectations with Range. While the
reservation may be difcult to get, I
recommend getting a group of friends
together and jumping on OpenTable and
grabbing the rst reservation available.
Order plenty of items when you do get
to the restaurant and try to experience all
that the multiple kitchens have to offer.

After black granite, whats
next for kitchen surfaces?
By VALERIE M. BLAKE
Is anyone out there as sick of black
granite as I am?
We rst saw this trend nearly 10 years
ago as a striking contrast natural ma-
ple cabinets with Absolute Black or Black
Galaxy countertops. Our kitchens were
touted as gourmet just because they
featured stainless steel appliances, ma-
ple or cherry cabinets and granite coun-
ters. Now that this is the standard found
in even entry-level condos, homeowners
searching for the next trend in upscale
surfaces are weighing their options.
Quartz is a very popular one, with
brand names like Silestone, Cambria and
Caesarstone leading the pack. In addi-
tion to the solids, pearl and stone-like
surfaces we know, they are now available
in matte nishes which can look spectacu-
lar against todays glass tile backsplashes.
Easy to care for with no sealing required,
they range in price from $60 to $150 per
square foot, installed.
Marble counters and backsplashes
are marking the return of white to to-
days kitchens. Paired with bright white
or espresso nish cabinets, they present
a clean, polished look when installed with
stainless steel appliances. Since youll
be paying top dollar at $125 to $250 per
square foot, be prepared to invest some
time in maintaining that look as marble
tends to stain easily.
Recycled glass is still a relatively new
addition to the list of environmentally
friendly countertops. You can nd prod-
ucts like Enviroglass and Ice Stone that
have recycled bits of glass embedded in
a resin that forms the countertop. With
Vetrazzo, you can select your own mix of
color additives. Thinkglass, Inc., a Cana-
dian company, will help you create a work
of art with bubbles and multi-colored
swirls for both residential and commer-
cial installation. Expect to pay $75 to $125
per square foot.
Concrete offers the opportunity to be
very creative, not only with colors, but also
with additives like marbles, shells, bits of
glass and even ber optics. You can also
create any shape you wish during the for-
mulation process. Although concrete is
treated with a paste wax sealant, dont
set your bottle of red wine directly on the
counter and do wipe up any spills imme-
diately. $75 to $200 per square foot will get
you a custom concrete countertop.
Havent hit upon your hearts desire
yet? Here are some other alternatives.
Butcher block is making a comeback,
especially as an accent on a country kitch-
en island.
Bamboo is the new butcher block. You
can install a at, vertical, or parquet end grain.
Remember Dupont Corian? Check out
the new Corian loves Missoni designs
with an Italian twist.
Soapstone is generally available in
shades of blue, gray and black. It has a
classic look and does not stain easily.
Stainless steel is also popular. Try using it
atop more traditional cabinets for an eclec-
tic look that doesnt feel cold or sterile.
Paperstone is made of you guessed
it paper. Its available in nine colors
with designs that can even mimic leather.
Recycled aluminum counters from a
company called Alkemi are reminiscent
of the threads found in vintage For-
mica from the 1950s. The slabs come in
several colors and in both classic (shiny)
and honed nishes.
Gem Surfaces, located in Arizona, pro-
duces a variety of exquisite, high-end look
with gemstones like agate, jasper, ame-
thyst, jade, mother of pearl and more. But
be forewarned: a little bit goes a long way.
Pyrolave, a French company, produces
a glazed, volcanic lava stone that looks
like glass but is far more durable.
And for the truly creative among us:
Design your own. With clear resin and a
form built to the size and shape of your
new countertop, add texture with sea
grass, dried owers, coins, or small ob-
jets dart. Whatever you choose, make it
a one-of-a-kind piece that reects your
personality. For a price ranging from $50
to $125 per square foot you may well start
the next trend in kitchen design. After
ten years of black granite, we certainly
need one.
