Dear Acting Secretary Cohen: I am writing to express my concerns about the Indian Point Energy Center contingency plan and respectfully ask that the Public Service Commission consider the cost implications to Upstate New York ratepayers. As I understand it, Consolidated Edison (Con Ed) and the New York Power Authority (NYPA) have submitted a contingency plan that requires Upstate New York ratepayers to subsidize a project that solely impacts downstate residents. Proposed rate increases typically only impact the customers of the respective utility. However, the Con Ed-NYPA plan proposes that the costs be recovered from all state ratepayers, therefore putting the burden on the backs of Upstate businesses and homeowners who derive no benefit. Furthermore, New Yorkers already pay double the national average in electricity rates. If we continue to pile on costs, we will continue to damage the economic climate necessary for our small and large businesses to thrive and create more jobs. Therefore, I urge you to fully consider the impact of this plan. I cannot emphasize enough my opposition to taxing Upstate ratepayers to subsidize downstate interests.
