MCMILLAN  ADVISORY  COMMITTEE   MONTHLY  COMMUNITY  MEETING   ALL  NATIONS  BAPTIST  CHURCH   THURSDAY  MARCH  19,  2013   7  PM

    Dianne  Barnes  began  the  meeting  at  7:05.     By-­‐Laws  –  continue  or  not  continue.  Kirby  said  looking  through  the  older  docs  his   question  was  how  do  we  function  –  Chris  said  we  never  have  any  follow  up  and  we   keep  spinning  around  topics.  Ronnie  said  he  thought  we  were  going  to  come  up  with   some  rules  so  we  can  operate  better  not  deciding  who  can  be  on  the  Mag  and  who   cannot,  and  that  was  his  concern.  Kirby  and  Ronnie  discussed  the  spirit  of  the  by-­‐ laws.  Tony  Norman  spoke  about  the  “core”  members.  Folks  that  live  immediately   around  it  should  have  representation.  His  sentiment  is  “more  inclusion”.  Mark   Mueller  asked  about  who  the  “members”  are,  and  if  they  are  not  attending  meetings   what  to  do.  Kirby  said  when  folks  don’t  come  MAG  should  remind  them.     Dianne  read  off  the  names  of  the  official  reps  on  MAG.   Chris  said  we  need  to  update  the  bylaws  to  reflect  changes  in  our  operations  and   memberships.   Introductions   Michael  Henderson  spoke  about  why  he  got  on  the  MAG  (to  share  information  to   and  from  the  community)   Dianne  Barnes  said  December  2007  letter  of  commitment  (guidelines  on  how  to   work  with  developers,  community  input),  was  signed  by  MAG.  We  are  to  share  what   is  going  on  with  the  site  with  the  community  and  bringing  their  feedback  back  to  the   MAG.   MAG  agreed  with  OP  on  the  community  outreach  process,  with  community  leaders,   overall  process  and  providing  updates.  A  woman  asked  if  they  could  take  a  vote.     Motion  to  continue  the  development  of  the  by-­‐laws.  2nd.  Ronnie  Edwards  made  a   friendly  amendment  that  anyone  that  wants  to  participate  can  do  so  (can’t  be   excluded  by  email).  Anyone  who  wants  membership  should  be  presented  to  the  by-­‐ laws  committee  and  voted  on  by  the  group.  Cheryl  Wagner  made  the  motion.   Michael  Clark  and  Dianne  Barnes  opposed,  voice  vote  yes  won  easily.   Kirby  suggested  having  the  committee  start  with  something  easy.   Kenny  said  if  someone  is  going  to  be  inappropriate  they  should  not  be  the  chair.   Ronnie  said  as  long  as  she  want  to  operate  within  those  guidelines  she  should   remain  chair.  Tania  Jackson  suggested  we  use  the  NCRC  handout  about  committee   guidelines.   Dianne  and  Kirby  had  discussion  about  dialogue  and  the  need  for  by-­‐laws.   Commissioner  Pinkney  said  this  is  how  ANC’s  work.  There  was  discussion  about   past  chairs  of  committees.  Resident  asked  who  is  on  the  MAG.  Dianne  handed  out  a   list  of  MAG  members  from  2009.   Kirby  will  send  out  an  email  asking  folks  who  want  to  be  on  the  committee.   Ronnie  Edwards  asked  why  committee  could  not  just  bring  the  entire  by-­‐laws  to  the   meeting  and  we  can  accept  the  parts  we  like.  Kirby  said  OK.  

Tony  said  MAG  used  to  meet  2x  per  month.   Cheryl  Wagner  motion  to  have  a  regular  meeting  in  addition  to  the  special   Saturday  meeting,  on  April  11th.  Motion  received  a  2nd.   Roll  Call  Vote  –  Bates  no   Bloomigndale  no   Channing  Street  yes,  yes   Edgewood  no   Eckington  no   Stronghold  regular  rep  not  here  yes,  yes   Ledroit  Park  absent   Park  Place  no   McMillan  Park  Committee  yes   Ward  1  ANC  yes   Ward  5  ANC  no   Motion  does  not  pass     One  Meeting  is  April  27th  10am  -­‐12  noon  location  TBA     Next  MAG  meeting  won’t  be  until  May.
