CPF 5-2013-5006H Item 2 - Approval of Restart Plan

Dear Mr. Curry: I received Chevron's revised Restart Plan by email today from Ms. Michelle Burkett. My staff and I reviewed the revised plan required by Item 2 of our Corrective Action Order (CAO) as well as the status of other mandated actions of the CAO. Our review did not reveal any safety deficiencies, and we approve the restart of Chevron's #1 pipeline at a reduced operating pressure. The pressure limitations of 80% of the failure pressure shall remain in effect until the other mandates of the CAO are completed and accepted by PHMSA. Our engineers will be on site to monitor the resumption of oil transportation and verify that the restart plan is being adhered to. Furthermore, we will continue to monitor the compliance with post start-up required actions of the CAO. If you have any questions, please call me at (720) 963-3160. Sincerely,
