GENERAL DESCRIPTION 56,078 Total Existing Square Footage 1959,1962,1993 Building Dates K-6 Grades 643 Current Enrollment 34 Teaching Stations 15 Site Acreage Wilson Elementary, which is not on the National Register of Historic Buildings, is a 1959 single story, 56,078 square foot brick school building located in a suburban residential setting. The facility was originally constructed in a pod concept with each pod connected with covered walkways. Over time many of the covered walkways have been enclosed to form additional teaching stations or connecting corridors. The existing facility does use modular buildings. The structure of the original facility contains load bearing masonry exterior wall construction, with load bearing masonry wall construction in the interior. The floor system consists of concrete slab on grade. The roof structure is wood and concrete beams supporting structural wood deck. The roofing system of the original facility is primarily built-up asphalt with gravel ballast, installed in stages over the past 15 years. The structure of the 1993 addition contains stud type exterior wall construction with brick veneer, with stud type wall construction in the interior. The floor system consists of concrete slab on grade. The roof structure is metal building framing. The roofing system of the 1993 addition is mechanically fastened EPDM, installed in 2003. The ventilation system of the building is inadequate to meet the needs of the users. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a security system. The building has a non-compliant fire alarm system. The facility is not equipped with fire suppression. The building is reported to contain asbestos. The overall building is not compliant with ADA accessibility requirements. The school is located on a 15 acre site adjacent to residential properties. The property is not fenced for security. Access onto the site is unrestricted. Site circulation is fair. There is dedicated space for school buses to load and unload on the site. Parking for staff, visitors and community events is adequate.

A. Heating System
Description:
The existing system for the original facility and first addition is a gas fired hot water system, installed in 1959, and is in fair condition. The facility has one 5 year old Well McLain, and 1 original Ray Burner boiler. The boilers are in fair and poor condition respectively. Heating water is distributed to terminal units consisting of unit ventilators and air handlers. The terminal equipment was installed with the phase of construction and is in fair condition. The system does not comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The pneumatic type system temperature controls were installed with the phase of construction and are in fair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. Interior doors in this facility are not louvered to facilitate corridor utilization as return air plenums. The existing system is not ducted. Relief air is exhausted via a louver in the window system. The overall heating system is evaluated as not being in safe and efficient working order, and long term life expectancy of the existing system is not anticipated. The structure is not equipped with air conditioning. The site does not contain underground fuel tanks. The library addition is equipped with a carrier air handling / condensing unit that is pad mounted outside of the building. The carrier unit is equipped with air conditioning. 3 Needs Replacement Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School Design Manual standards. B. Roofing
Description:
The roof over the 1959 office area is a PVC system that was installed in 1999, and is in fair condition. The roof over the original building and the 1959 addition is a built-up system with gravel ballast that was installed in stages over the last 15 years, and is in poor condition. The roof over the 1993 addition is a mechanically fastened EPDM system that was installed in 2003, and is in good condition. There are no District reports of current leaking. Signs of past leaking were observed during the physical assessment. Aluminum fascias were in fair condition. Several wing walls that extended beyond the roof coverage did not have appropriate cap flashings. Access to the roof was gained by step ladder. There were numerous observations of standing water on the roof. The gutters and downspouts are properly located, and in fair to poor condition. Roof drains are inadequate in number, improperly located, and in fair condition. 3 Needs Replacement The roof over the 1959 original building and 1962 addition requires replacement to meet Ohio School Design Manual guidelines for age of system and due to condition. Install new tapered rigid insulation on the 1959 and 1962 roofs to provide proper slopes for drainage. Replace existing gutters and downspouts due to condition. Install new scuppers and downspouts on the canopies to provide a storm water outlet. Install new cap flashings where required. Replace flashing and gravel stops due to installation of new roof insulation system. Install additional roof drains. D. Electrical Systems
Description:
The electrical system provided to the overall facility is three separate services one with 240 volts, 400 amp, 3 phase and 4 wire and two with 120/208 volts, 400 amp, 3 phase and 4 wire. The systems were original with each addition and are in fair condition. Power is provided to the school by one utility owned pole mounted transformer and multiple district owned pad mounted transformers. Additional step down transformers are located throughout the facility. The panel system, installed with the phase of construction, is in fair condition, and cannot be expanded to add additional capacity. The classrooms are not equipped with adequate electrical outlets. The typical classroom contains 6 general purpose outlets and limited dedicated outlets for technology. There is not a dedicated outlet for the television monitor. There are some restroom spaces that have no electrical outlets. The corridors are not equipped with adequate electrical outlets for servicing. There are adequate GFI protected exterior outlets located around the perimeter of the building. The overall electrical system does not meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be inadequate to meet the facilitys future needs. 3 Needs Replacement The entire electrical system in the 1959 and 1962 sections require replacement to meet Ohio School Design Manual guidelines due to condition, age and to accommodate the addition of an air conditioning system. The 1993 addition requires additional outlets to comply with OSDM requirements. Description:
The original facility and 1962 addition are equipped with thermally broken aluminum frame windows with double pane insulated glazing curtainwall window system, which was installed in phases (last phase 4 years ago), and is in fair condition. The window system has numerous penetrations because of unit ventilators and relief air louvers. The 1993 library addition is equipped with aluminum frame windows with double pane insulated glazing, which was installed in 1993, and is in poor condition. The exterior doors in the overall facility are equipped with thermally broken aluminum frame sidelights and transoms with double pane insulated glazing, in fair condition. The school does contain aluminum single pane skylights in poor condition. 3 Needs Replacement Provide a new insulated window system with integral blinds to meet with Ohio School Design Manual requirements. Description:
The original building and the 1993 addition are equipped with concrete foundation walls on concrete footings, which displayed no locations of major settlement, cracking, or leaking, and are in fair condition. The 1962 addition is equipped with concrete foundation walls on concrete footings, which displayed locations of settlement, cracking, and leaking, and are in fair to poor condition. Settling has contributed to cracking of masonry walls above. The District reports that there has been leaking in the Kindergarten rooms of the 1962 addition. The district recently removed the concrete walk and provided a waterproofing system to the problem area. 2 Needs Repair Rework damaged foundation walls as required. Provide additional drainage tile around building perimeter to eliminate ponding issues.

The facility has classrooms with carpet or vinyl asbestos tile (VAT) type flooring, exposed wood deck ceilings, and painted concrete masonry unit (CMU) type wall finishes, and they are in fair to poor condition. The facility has corridors with concrete, VAT, or VCT type flooring, exposed wood deck ceilings, and CMU type wall finishes, and they are in fair to poor condition. The facility has restrooms with either terrazzo or ceramic tile flooring, exposed wood deck ceilings, and glazed tile type wall finishes, and they are in fair condition. The Gymnasium has a wood floor, exposed wood deck type ceiling, and brick lower and metal panel upper wall finishes, and they are in fair condition. Gymnasium telescoping stands are wood in fair condition. Student Dining has carpet type flooring, exposed wood deck type ceilings, and CMU type wall finishes, and they are in fair condition. Classroom casework is primarily wood construction with some plastic laminate construction. Some shelving units are provided as a component of the unit ventilators. Casework is inadequately provided, and in fair to poor condition. Classrooms are not provided adequate chalkboards, markerboards, and tackboards. Existing boards are in fair condition. The classroom storage cubbies are inadequately provided. The facility is equipped with metal non-louvered interior doors in fair to poor condition. The toilet partitions are metal type construction, and are in fair condition. The existing kitchen is full service. The existing Kitchen equipment is original to the facility and in fair condition, with the exception of the hot serving unit that is in poor condition. 3 Needs Replacement Provide complete replacement of finishes and casework due to existing conditions and installation of systems outlined in Items A, C, D, E, I, K, L, T, and U. Classroom fixtures are in fair to poor condition and provide an average illumination of 20 FC, which is less than the 50 FC recommended by the OSDM. The typical Corridors in the facility are equipped with T-8 1x4 surface mount fluorescent fixtures. Corridor fixtures are in fair to poor condition and provide an average illumination of 15 FC, which is less than the 20 FC recommended by the OSDM. The Gymnasium is equipped with pendant T-8 fluorescent fixtures, in fair condition, and providing an average illumination of 22 FC, which is less than the 50 FC recommended by the OSDM. The Media Center is equipped with 2x4 lay-in T-8 fluorescent fixture type lighting in fair condition, and providing an average illumination of 45 FC, which is less than the 50 FC recommended by the OSDM. The Student Dining spaces are equipped with 1x4 suspended T-8 fluorescent fixture type lighting in fair condition, and providing an average illumination of 16 FC, which is less than the 50 FC recommended by the OSDM. The service areas in the overall facility are equipped with 1x4 suspended T-8 fluorescent fixture type lighting in fair to poor condition. Description:
The overall facility contains a security system in fair condition. Motion detectors are adequately provided in offices, corridors, and spaces where 6 or more computers are located. Some exterior doors are equipped with door contacts. An automatic visitor control system is not provided. CCTV cameras are provided at main entry areas. CCTV is monitored in Administrative Area with the use of TV, VCR, and multiplexer. The security system is not adequately provided throughout, and the system is not fully compliant with Ohio School Design Manual guidelines. The exterior site lighting system is equipped with surface or ceiling mounted metal halide entry lights in fair condition. Pedestrian walkways and parking areas are illuminated with pole mounted mercury vapor lights or metal halide fixtures mounted on the building that are in fair to poor condition. Special provisions for level changes in this single story structure addressed by means of interior ramps, however, ramps are not equipped with the required handrails. Description:
The 15 acre relatively flat site is located in a suburban residential setting with moderate tree and shrub type landscaping. There are no apparent problems with erosion but ponding was noted in several areas during the assessment. The site is shared with a modular classroom structure. The site is fronted by a moderately traveled city street. A one way combination bus loop / parking area allows access onto the site. Proper separation of bus and other vehicular traffic is not provided. Additional staff and visitor parking is facilitated by an asphalt parking lot, located to the west of the facility in fair condition. The parking areas provide 110 spaces, which provides adequate parking for staff members, visitors, and the disabled. The parking lot drainage design, consisting of appropriate slopes and catch basins, provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in fair condition are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair condition. Security fencing is not provided. The playground equipment is in fair condition, and on a combination of hard and soft surfaces. 2 Needs Repair Provide new asphalt wearing course on the bus loop area. Replace miscellaneous areas of damaged concrete sidewalk. Ponding issues corrected in item G. Remove damaged playground equipment.
