I am writing to you on behalf of the Dalhousie Community Association (DCA) in support of the motion to be considered at the OCDSB’s April 16th meeting to convert a portion of the Ottawa Technical High School site into a new, city-owned park and develop the rest of property. The DCA is the community association that represents Chinatown, Little Italy, and the escarpment district. As you may be aware, there is a real shortage of public parkland in Central Ottawa. Indeed, nowhere else in the city do residents have access to so few parks. The Escarpment Area District Plan, as drafted in 2008, helps rectify this by creating a new city park from OCDSB property that were formerly playing fields. In exchange, the city would allow for significant redevelopment on the remainder of the site and facilitate the necessary amendments to the Official Plan. This would be a win for everyone. Access to green space in central Ottawa would be significantly enhanced and there would be new opportunities to better connect the city’s cycling network. Meanwhile, the plan allows for the mixed-use redevelopment of OCDSB property that is currently underused, allowing a substantial financial benefit to the OCDSB.
