Streamline the reporting process for towns to report mandate fulfillment to the state. Repeal requirement for towns to pay for Pre-K tuition at charter schools. Regionalize professional development staff…..already being done with RESCs? Create special education districts, like in Missouri and New Jersey. Regionalize curriculum coordinator staff. Examine “double payment” to magnet schools resulting from withdrawal and re-admittance. Set a population threshold on how small a town may be to still have their own superintendent and board of education. Group purchases of insurance to reduce year-by-year increases in budget. Increase regulatory oversight of private special education providers.
