Abstract: T here have been tw o m a jo r revo lutions in pub lic governance in hum an soc iety: from rule

by person to rule by law, and, from rule by law to governance of good law. F irst revo lu tion in pub lic gov
ernance w as the revo lution in fo rm, wh ich m eans that # king be ing law transited to # law being k in g and
realized the suprem acy of law, rig hts equality and form ju st ice. T he second revo lu t io n is from in strum en t
oriented rule by law to governance of good law th at is the substantial revo lu t io n, w ith law of hum an ities,
law o f rig hts, dissolved the d ictatorship of law and rea lized the in tegration o f form justice and substant ial
ju st ice. China is m arching to governance of good law period under the situatio n of bu ild ing up the harm o
n ious society.

Abstract: Env ironm ental soc io logy in Ch in a has deve lo ped rap id ly in recen t years from m any as
pects, but now it still lacks strong theoretical basis. Environm enta l sociologists shou ld pay great attention
to the theory o f this disc ip line, expand the vision of traditional socio lo gy, in sist on the fu tu re care o f soci
ology, and provide insight in to particu larity and com plex ity o f Ch in ese socia l transform ation and peop le s
behav ior during this k in d of transit ion.

Abstract: T his paper investigates a hypothesis drawn from M artin W igh,t that a soc iety of states
lack in g a shared cu lture because it has expanded beyond its orig in al base, w ill be unstab le. I start by of
fering tw o m odels o f how a g lobal in ternatio na l society cou ld have com e abou t from the positio n in the late
classica l era: a m u lticu ltural encounter am ong severa l expanding civilizations, or the takeover of the sys
tem by one centre. U sing these m odels as a backdrop, I deve lop tw o accounts of the expansion story. T he
V anguardist account em phasises the exceptionalism o f European cu lture, posits a fiv e hundred year period
ofW estern dom in atio n, seesm u lticu lturalism and the dec lin e o fW estern pow er as problem atic, and tends
to pessim ism about the future of in ternational soc ie ty. The Syncretist account em phasizes the perm anence
of cross cultu ra l exchange, posits on ly a tw o hundred year period ofW estern dom in ance, sees cu lture and
in ternational soc iety as evolv ing together, and is no t pessim is tic about the stab ility o f in ternatio na l soc ie
ty. T he argum ent is that cultu re is less o f a problem for in ternatio na l society th anW igh,t and m uch o f the
Eng lish schoo ,l suppose.
