Albany County Implements “Bill of Rights” for Taxi Cab Passengers and Drivers
Albany County Executive Daniel P. McCoy today announced that Albany County has implemented a local law that will protect taxi cab passengers and drivers by requiring the posting of the “Taxi Cab Passenger’s and Driver’s Bill of Rights.” The new law requires that a “Taxi Cab Passenger’s and Driver’s Bill of Rights” be printed and posted in the cab where it can be seen by passengers. The law, introduced by County Legislator Peter Crouse and co-sponsored by County Legislator Bryan Clenahan, was adopted by the County Legislature on November 13, 2012. It seeks to protect passengers and drivers by spelling out the rights of drivers and passengers alike and require that the cab companies display them. The goal is to make sure that drivers maintain their vehicles, provide a safe and comfortable ride and that passengers behave in a civil manner while in a taxi. “This law will protect drivers and passengers alike and will serve to ensure that passengers are aware of the rights in writing, that they will receive good service and a safe ride,” McCoy said. “This law will also protect drivers and makes sure that their cabs stay clean and that passengers know what is expected of them upfront.” Legislator Peter Crouse said: “Both citizens and visitors to the capital region should expect courteous, reliable and safe taxi service in Albany County. This new law seeks to encourage a better ride experience for passengers and drivers alike.” The law provides a mechanism for complaints to be filed with the county Consumer Affairs Division by mail or on the county website www.albanycounty.com. The department will be responsible for investigating complaints. The language in the Bill of Rights includes As a taxicab passenger, you have the right to:  Go to any destination in the Capital Region

   

Direct the route taken: the most direct route or the route of your choice A safe and courteous driver who obey all traffic laws A knowledgeable driver who can speak English and knows Capital Region geography Clean air: smoke and scent free

The rights of the taxi cab driver are also spelled out and include the following:  Customers may be asked to pay an additional fee if the driver leaves other passengers at the curb because of your request not to share the cab with others  Customers should not smoke in the cab  Customers should be courteous, orderly and obey all laws or service may be refused. ###
