WH: 04112013-11-Hamlet-Darcia Dear Mr. Garcia: T\lank you for your Jetter to President Barack Obama regarding the difficulties you are having enrolling your daughter in school. The White House has referred your letter to the Department of Education for review, and I am pleased to respond. I empathize with your situation; however, the U.S. Department of Education (the Department) does not have the authority to determine the enrollment requirements set by states. As I am sure you are aware, education in the United State is primarily a state and local responsibility; we cannot intervene in your daughter's case. In addition, you may wish to contact the Department's Office for Civil Rights for more information about your rights in this situation.
