3 rd Amendment.

Quartering troops No soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor, in time of war, but in a manner to be prescribed by law.

A soldier should not be assigned any housing in a time of peace, or without the permission of the owner. Only if it is required by law, during a time of war, then that is when it is permitted. During a time of war, people can be protected and have a sense of security knowing that they can house a soldier.
