1) La CEI (Commission É lectrotechnique Internationale) est une organisation mondiale de normalisation compos é e de l'ensemble des comit é s é lectrotechniques nationaux (Comit é s nationaux de la CEI). La CEI a pour objet de favoriser la coop é ration internationale pour toutes les questions de normalisation dans les domaines de l' é lectricit é et de l' é lectronique. A cet effet, la CEI, entre autres activit é s, publie des Normes internationales. Leur é laboration est confi é e à des comit é s d' é tudes, aux travaux desquels tout Comit é national int é ress é par le sujet trait é peut participer. Les organisations internationales, gouvernementales et non gouvernementales, en liaison avec la CEI, participent é galement aux travaux. La CEI collabore é troitement avec l'Organisation Internationale de Normalisation (ISO), selon des conditions fixé es par accord entre les deux organisations. 2) Les d é cisions ou accords officiels de la CEI concernant les questions techniques repr é sentent, dans la mesure du possible, un accord international sur les sujets é tudi é s, é tant donn é que les Comit é s nationaux int é ress é s sont repr é sent é s dans chaque comit é d ’é tudes. 3) Les documents produits se pr é sentent sous la forme de recommandations internationales. FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, the IEC publishes International Standards. Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an international consensus of opinion on the relevant subjects since each technical committee has representation from all interested National Committees. 3) The documents produced have the form of recommendations for international use and are published in the form of standards, technical specifications, technical reports or guides and they are accepted by the National Committees in that sense. 4) In order to promote international unification, IEC National Committees undertake to apply IEC International Standards transparently to the maximum extent possible in their national and regional standards. Any divergence between the IEC Standard and the corresponding national or regional standard shall be clearly indicated in the latter. 5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any equipment declared to be in conformity with one of its standards. 6) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject of patent rights. The IEC shall not be held responsible for identifying any or all such patent rights.

INTRODUCTION
When assessing the reliability of a passive optical component, it is important to also note that appropriate definitions of the service environment, expected lifetime and definition of failure need to be applied properly in the context of the product use. Because of many variations in the application and failure criteria, the reader is encouraged to utilize all clauses of this part of IEC 62005 in their proper context. The reader is particularly warned to avoid any oversimplification of reliability by using a single number such as FIT as a basis of comparison, because without the proper full context noted above, such a comparison would be meaningless.

La pr é sente partie de la CEI 62005 constitue un guide d ’é valuation de la fiabilit é des dispositifs d ’ interconnexion et des composants passifs. Il est destin é à s ’ appliquer à tous les types de dispositifs d ’ interconnexion et de composants optiques passifs. La famille de types applicables comprend les dispositifs passifs utilis é s pour la connexion, le branchement, la commutation, la minimisation de r é flexion, la commande de puissance/d ’ affaiblissement, la compensation de dispersion, la modulation et la s é lection ou le filtrage de longueur d ’ onde; cette é num é ration n' é tant pas limitative. La CEI 62005-1 est destin é e à fournir un guide g é n é ral, avec aper ç u et terminologie aff é rente. Elle comprend é galement les r é f é rences normatives et informatives. La CEI 62005-2 repr é sente une note d ’ application fournissant un guide pour la d é finition de la fiabilit é des dispositifs optiques passifs. Elle fournit une orientation sur les proc é dures d ’ essais de dur é e de vie, le calcul des taux de d é faillance et la pr é sentation des r é sultats. Outre le guide g é n é ral, un exemple pratique est donn é pour illustrer la m é thode de calcul du taux de risque relatif à un dispositif au cours de sa dur é e en service, en fonction des essais de dur é e de vie acc é l é r é s. La CEI 62005-3 se concentre sur les m é canismes de d é faillance lié s aux dispositifs d ’ interconnexion et composants optiques passifs. Dans le but d ’ estimer la fiabilit é par les essais d ’ acc é l é ration de la CEI 62005-2, il est tr è s important de d é terminer le m é canisme de d é faillance pr é dominant et les essais aff é rents. La CEI 62005-3 introduit un choix d ’ essais applicables à partir de la s é rie CEI 61300 des essais de fibres optiques, pour chaque m é canisme de d é faillance connu et les effets de d é faillance lié s à certains modes de d é faillance.

RELIABILITY OF FIBRE OPTIC INTERCONNECTING DEVICES AND PASSIVE COMPONENTS – Part 1: Introductory guide and definitions

1 Scope
This part of IEC 62005 is a guide for assessing the reliability interconnecting devices and passive components. It is intended to be applied to all types of fibre-optic interconnecting devices and passive optical components. The family of applicable types includes, but is not limited to, passive devices used for connection, branching, switching, minimization of reflection, control of power/attenuation, dispersion compensation, modulation and wavelength selection or filtering. Closures may be included in the future.

2 Normative references
The following normative documents contain provisions which, through reference in this text, constitute provisions of this part of IEC 62005. For dated references, subsequent amendments to, or revisions of, any of these publications do not apply. However, parties to agreements based on this part of IEC 62005 are encouraged to investigate the possibility of applying the most recent editions of the normative documents indicated below. For undated references, the latest edition of the normative document referred to applies. Members of IEC and ISO maintain registers of currently valid International Standards. 3 Overall view of the parts comprising IEC 62005
IEC 62005-1 is intended to provide general guidance, with an overview and relevant terminology. It includes normative and informative references. IEC 62005-2 is an application note to provide guidance in defining the reliability of passive optical devices. It provides advice on life testing procedures, the calculation of failure rates and the presentation of results. In addition to the general guidance, a worked example is given showing the method of calculating the hazard rate for a device during its service lifetime, based on accelerated life tests. IEC 62005-3 focuses on the failure mechanisms associated with interconnecting devices and passive optical components. In order to estimate the reliability by acceleration testing of IEC 62005-2, it is very important to determine the dominant failure mechanism and related tests. IEC 62005-3 introduces a choice of relevant tests from the IEC 61300 series of fibre optic tests for each known failure mechanism and failure effects related to certain failure modes.
