This field guide alert is being issued since new combinations introduced in UA7 was then left at arbitrary defaults and so Power Allocation and Power Management parameter changes for new AsConf introduced and exercised in UA7 are changed to align with earlier changes introduced in UA6 template V1K. Initial DL traffic channel power : When a traffic (dedicated) channel is setup, it is done at a certain initial downlink power called Pini defined by the following equation: Pini= pcpichPower + initialDlEcnoTarget CPICH_Ec/No Power allocation at initial radio link established was aggressive and the following changes are recommended for initialDlEcnoTarget for the following DluserService [PS_8K_IB] for DlUsPowerConf classes 0 through 7.
maxDlTxPowerPerOls Optimization : maxDlTxPowerPerPls: this parameter controls the maximum DL traffic transmit power. It also bounds the initial power at traffic (dedicated) channel set up and it is a set of 3 values, one per Olympic Service Level. The objective of optimizing this parameter is to favor CS Voice DL power over HS power to improve KPI 11. This parameter is per Access Stratum configuration and is in dB relative to the Pilot power:

Compensation for maxDlTxPowerPerOls changes: Since maxDlTxPowerPerOls is being increased, to compensate for possible call admission control degradation, the value of algo1DeltaTargetPower can be lowered algo1DeltaTargetPower, along with maxDlTxPower, is used for calculating reserved power for call admission and during radio link reconfiguration as shown below:

Implementing the changes:
The parameter changes will be implemented by MPC as part of the v2nGA+ changes. Markets can contact Chris Wyatt (cw7534@att.com) of MPC for specific timelines regarding implementation per market. This is being done to speed up the implementation of power mitigation parameters prior to waiting for TAP6 load which contain the changes. The change will be made permanent by incorporating changes into the ALU template (v2o) via an AR process.
