Brief narrative statement of facts, conditions and circumstances pertinent to the accident/incident:
*** Note: NTSB investigators either traveled in support of this investigation or conducted a significant amount of investigative work without any travel, and used data obtained from various sources to prepare this aircraft accident report. *** On April 19, 2013, about 1655 eastern daylight time, a Cessna 210E, N111BK, was substantially damaged when it impacted trees and terrain while on final approach to Williamsburg-Jamestown Airport (JGG), Williamsburg, Virginia. The commercial pilot and passenger were fatally injured. Visual meteorological conditions prevailed, and an instrument flight rules flight plan was filed for the flight. The flight originated at Potomac Airfield (VKX), Friendly, Maryland, about 1550, and was destined for JGG. The personal flight was conducted under the provisions of 14 Code of Federal Regulations Part 91. According to witnesses, the airplane passed beyond the extended runway centerline when the pilot reported on the common traffic advisory frequency that he was turning from the airport pattern base leg to final approach for runway 13. The pilot executed a steep right turn towards the runway, and the airplane pitched down and descended at a steep angle behind a tree line. The accident site was located in a residential neighborhood, about 1/2 mile and 310 degrees from the arrival end of runway 13 at JGG. The wreckage was oriented about 335 degrees magnetic, resting vertically on the engine and leading edges of the wings. All flight control surfaces were accounted for at the scene and flight control continuity was confirmed for all major flight control surfaces. All three propeller blades exhibited chordwise scratching and numerous tree branches near the wreckage exhibited approximately 45-degree cuts. A panel mounted and a handheld global positioning system receiver were recovered from the wreckage and forwarded to the NTSB Vehicle Recorders Laboratory for data download.
