Series: Title: Date: POLICY: The Office of the Medicaid Inspector General (OMIG) encourages appearances by its staff before organizations, groups, and committees concerned with health and health policy. This also includes appearances before the US Congress, the New York State Legislature or any of their governmental committees or subcommittees. Such appearances as an agency representative require prior approval. Testimony submitted in writing without a personal appearance also requires agency approval. Employees appearing as private citizens require no prior approval provided the appearance poses no conflict of interest. However, the employee must declare that the views expressed are personal and are not to be interpreted as those of the agency or the State of New York. SCOPE: This item applies to all employees of OMIG. PROCEDURE: Any employee, who represents the agency as a speaker or supplier of written documents or written remarks, is to first obtain written authorization from his/her supervisor and the division director. These managers are responsible for making sure that the individual who is making an appearance is able to articulate the agencys official position on the issues involved and to answer questions. The Office of Agency Coordination and Communication is to be notified of approved appearances as far in advance as practicable. This notification is to include date, place, name of organization or meeting, and title of the presentation. If a public appearance involves formal testimony before the US Congress, its committees or any federal agency, the New York State Legislature, its committees or any state agency, or before any local governmental body, or if testimony is being submitted in writing without a personal appearance; approval is also required from the appropriate division directors. Also, all OMIG employees must notify and obtain approval from both division directors and the Deputy Medicaid Inspector General of the Office of Agency Coordination and Communication. 634.00 Public Appearances by Employees 6/4/13
