INTRODUCTION
Welcome to the 2013 Australian Country Junior Basketball Camp and Cup, being the 27th year of the program. The history and the traditions are relived as are the shared experiences. Sportsmanship, good will and healthy gamesmanship are all part of that program experience and memory. Steeped in tradition is the philosophy that this program continues to be about development. That is, development for the referees, the referee coaches and the administrators. Collectively and individually we never stop learning. As referees and referee coaches, you have been selected to represent your State / Territory / Country to participate in this very exciting and very challenging program. Although you may have your own personal experiences, I am confident that each and every one of you will benefit from the collective experiences of your colleagues as well. The referee coaches for this program are vastly experienced and have volunteered to impart and share their knowledge and experiences with you. I encourage you to harness this knowledge and adapt these experiences to enhance your own game. After all, the role of the coaches is to enhance your own skills so make sure you take advantage of this opportunity. The Camp and Cup provide an excellent opportunity for the youth referees of Australia and New Zealand to expand their knowledge of basketball, from a dedicated group of educators who have all donated their time to assist the referees to enjoy our great sport. History has shown that the program has continually evolved and strived to and remain progressive. Significant planning and preparation will ensure that this program will meet, if not exceed, your developmental expectations. Like many past players, officials and administrators, you will be part of the history that makes this camp and cup the outstanding program that it is today. You should be very proud of this achievement. It must always be remembered that we share a common goal. We must all work as one team; an unbiased team working towards fairness and sportsmanship. Our goal is to adequately and professionally service the needs of the players and the staff of this years program. I am confident we will meet this challenge easily. This booklet has been prepared to assist you and to maximise the development opportunities at this event. Please remember that it is not just about what we do and how we behave on the court but also about what we do and how we behave off the court as well. Friendships will be formed and the relationships forged will last a lifetime. Insurance: The Australian Country Junior Basketball Cup will take all necessary care, but accepts no responsibility for damage or loss of property left at the venues which we occupy at any time. We recommend that referees take good care of their personal belongings and do not carry any more money than is required.
Damage: The Directors of the Australian Country Junior Basketball Cup are financially responsible for any damage sustained to property during its functions. Any referee found responsible for causing damaging to any venue and or facility shall be dealt with in accordance with the Behaviour Policy. Responsible means shall be taken to recoup any expenses incurred to repair damage.
Social Night: 1. 2. 3. Referees are not permitted to attend the players disco. All Referees and Referee Coaches will attend the Bowling Night. Referees aged 18 and over may attend the official cup dinner at their own cost.
Occupational Health & Safety Tip: The following tips are designed to help every official prevent injury and ensure their longevity in a Cup environment. Food As tasty as junk food may be, it is often low in the type of nutritional value essential for you to efficiently referee three or four games a day. Late heavy meals should be avoided the night before, as this will affect the quality of your sleep. A pasta meal followed by some fresh fruit 3-4 hours before you hit the sack will provide a suitable store of energy for your commitments the next day. Breakfast should consist of some cereal, fruit and/or yoghurt and possibly toast no less than two hours before your scheduled game in the morning.
Hydration (Fluid Intake) Your performance and staying power depend not only how you eat and sleep but also on how you maintain your fluid levels during the course of the tournament. Your body is like a car and needs water to keep your body at an acceptable temperature so that you do not overheat (eg. heat stroke) and break down. Water contributes to the perspiration that coats your body and provides a cooling-effect for your body. Avoid drinking soft drinks before or during your game, as this will only draw the blood from your muscles to your stomach to digest the sugar from the soft drink. This can lead to cramps in the later stages of your game. Drink water before and during your game as it contains all the nutrients necessary to keep your muscles and mind working at a peak level. As a rule-of-thumb, you should consume 1-litre of water in the half-hour leading up to scheduled game starting time, 1-litre in the first half and then 1-litre in the second half. By the time you reach the end of your game, you should be starting to feel like you need to visit the bathroom. At the end of the game you should consume approximately 500mls of water and an isotonic drink to restore the fluid and enzyme levels in your body. This contributes to your comfort level (ie. reducing aches and pains) at the end of your game. Warm-up and Warm-down In refereeing, we also need to prepare our muscles for the physical exertion they must undertake for the next 1 - 2 Hours. A good warm-up will last for up to 20 minutes and prepare your muscles and heart for the jogging and sprinting you will face during the game. Your warm-up may be performed during your pre-game discussion with your partner and can help establish your teamwork. It is not only important that you warm-up before the game but also warm-down after the game to allow your heart and muscles to wind down from the exertion. This warm-down helps reduce the aches and pains after the game from the lactic-acid build-up. Warming-up and warming-down will help keep your body and joints in a healthy state for a long refereeing career. General Comfort During the Cup, your referee's uniforms can become wet and uncomfortable from the hot stale atmosphere and exercise inside a stadium. Stay fresh by bringing shower gear and casual gear to change into after a refreshing shower remembering that you need to look the part on and off the court. Extras of everything (uniform and casual gear) may mean a large bag to carry to and from the stadium but that is a minor inconvenience at the start and finish of the day to endure compared to your general comfort over an 8-10 hour day.
Once at the venue the Managers will be responsible for behaviour of members (if you have any problems with any referees please see the Referee Commissioner). Arrange duties for referees in accommodation. Check that things are kept tidy and organised. Dont be a slave to the referees. Referees Uniforms - check on need for washing. If washing take care where it is hung. You may need to mark clothing so it can be easily identified. (Generate a roster for washing up). Use a marking texta to mark everything that is to be washed with other people's clothes. Injured/sick referees must not referee. Consult with Albert Joseph and make necessary arrangements. Use your judgement and avoid promoting panic. Obtain any medication from referees under 18 years of age and ensure proper use. Referees who need to arrange a late evening meal can do so with the permission of their Group Manager. Check referees have their correct uniform. Obtain a copy of the roster, making sure you are aware of times and location of each referee. Encourage good eating habits and keep an eye on those referees eating lots of junk food.

MANAGER REFEREE COACHES GROUP 1 18s GROUP 2 16s GROUP 3 14s Duties: 1) Report to and work closely with the Referee Commissioner. 2) Provide practical education to enhance the development of Referee Coaches. 3) Prepare and present educational programs aimed at enhancing the skill level of Referee Coaches. 4) Convene meetings at the end of each day with the Group Referee Coaches to discuss referee performances and future appointments. 5) Collect and collate Referee Assessment Forms from Referee Coaches at the end of each day. 6) To immediately refer any reported non compliance or harassment matter to the Referee Commissioner or the Compliance Officer, Mr John Martin. REFEREE COACHES Duties: 1) Liaise with and report to the Manager Referee Coaches in your respective groups. 2) Attend all educational sessions during the Camp. 3) During each appointed game act in the role of a Basketball Australia Game Commissioner. 4) As this is a development program, provide timely coaching to referees prior to, during and after the game as required. No formal post game interviews are required. 5) Prepare a hand written Referee Evaluation Report Form for all referees of appointed games. These reports are to be handed to the Group Manager at the end of each day. 6) Attend all meetings as directed by the Group Manager. 7) Participate in the discussion surrounding the future appointments of Referees during the Cup. 8) To immediately refer any reported non compliance or harassment matter to the Referee Commissioner or the Compliance Officer, Mr John Martin.
