These are fully compliant with the minimum requirements under Rules VII, VIII and XII of the 2004 Revised IRR of P.D. No. 1096, the 1977 NBCP : A) Under Rule VII : a) both the building and the intended use/ occupancy are compliant with the LGU zoning classification for both land and building (to match the carrying capacity of the site); b) compliant TGFA, BHL, parking requirement (onsite and offsite/ on-street), FLAR, angles/ slopes to satisfy natural light and ventilation requirements along RROWs and front yards, building bulk, etc.

C) Under Rule XII : a) compliance with the general requirements for design & construction; b) compliant excavation, foundation & retaining walls, veneer, enclosure of vertical openings, floor construction, roof construction and covering, stairs, exits & occupant loads, skylights, bays, porches & balconies , penthouses & roof structures, chimneys & fireplaces, fire extinguishing systems, stages & platforms, projection rooms, etc. All of the foregoing should not result in additional costs as these are very basic building requirements/ provisions.

2a. MEDIUM Green Buildings & Grounds

These shall exceed the minimum requirements set under Rules VII, VIII and XII of the 2004 Revised IRR of P.D. No. 1096, the 1977 NBCP . The building solutions shall fully address considerations of topography, orientation (with respect to the elements and to view/ privacy), conservation of site features (including large deep-rooted trees and water elements), considerations of access for the disabled, gender and age sensitivities, enhanced security/ safety of occupants, etc.

2b. MEDIUM Green Buildings & Grounds

The building & grounds solutions must already include the correct use of material, textures & color for the building envelope (walls and roof) to reduce light/ heat absorption and optimize (not maximize) light/ heat reflection, considerations of wall to window ratio (WWR), passive cooling techniques, tropical design, landscape architecture and urban design features, heritage conservation, etc.

All of the foregoing shall result in additional costs which should be recoverable preferably within the short term.

3. REGULAR Green Buildings & Grounds

These shall likewise exceed the minimum requirements set under Rules VII, VIII and XII of the 2004 Revised IRR of P.D. No. 1096, the 1977 NBCP as well as exceed the minimum requirements under the various applicable NBCP Referral Codes (RCs) such as the NEC, MCP, SCP & PCP. The total building solutions shall fully address the primary considerations of 1) energy conservation, 2) water conservation and 3) (solid & liquid) waste management, using both conventional and sustainable designs. All of the foregoing shall result in additional costs which should be recoverable preferably within the medium term.

4a. DARK Green Buildings & Grounds
These shall considerably exceed the minimum requirements set under Rules VII, VIII and XII of the 2004 Revised IRR of P.D. No. 1096, the 1977 NBCP as well as considerably exceed the minimum requirements under the various applicable NBCP Referral Codes (RCs) such as the NEC, MCP, SCP & PCP.

The building solutions shall fully encompass considerations of : 1) climate change adaptation; 2) disaster response & resilience; & 3) guaranteed survivability of the building & all of its occupants from the effects of extreme events, with the use of advanced to highly advanced sustainable designs, technologies, products & practices.

4. DARK Green Buildings & Grounds
The building & grounds solutions may include advanced renewable energy sources (that can make the development truly independent of conventional power sources), non-conventional space planning/ usage and construction solutions, or developments that shall be geared towards the use of air, water (surface and sub-surface) and subterranean platforms as a base for future human activity.

All of the foregoing shall result in high to very high additional capital (front-loaded) costs which should be recoverable preferably within the long term.
