"I tell you what, there are so many investigations going on in here that they are bringing in more investigator's from the outside. I have never seen anything like it!" -Lt. Sebald

I was away from the telephone for less than 90 minutes but during that brief period of time there were four frantic telephone calls from the 909 area code. I do not usually have contact with people from that area code, so it must have come from the prison. My caller ID contained the following: June 20, 9:31 AM; June 20, 9:32 AM; June 20, 10:18 AM and 10:30 AM. All the numbers were different. I called the last one and heard the voice identifying the place as CIW - The California Institution for Women and I was instructed to dial my four digit number if I knew it. I hung up the telephone since I had no idea who might be contacting me other than the Public Information Officer, Lt. Sebald. I dialed his number but he was away from his telephone. I then dialed the other numbers displayed on the caller ID but they were continually busy. I called the PIO Lt. Sebold once again and he answered in his usual, professional and polite manner. "Lt., some person has called me four times from CIW and I have no idea who it could be. What's up?" He answered, "Bill, Let me call you right back."

The telephone rang in a few minutes. The Lt. began to speak, but this time it was different. His voice showed strain, acute emotion and he seemed to be unsettled. "Bill, I've kind of got myself in a situation here. Remember that interview I gave you last summer? Well, the administration was viewing your web pages and they found the interview that you offer. They called me in and asked me if I gave you permission to tape me, and Bill, I told them I did not." Cautiously, I responded, "Lt. Sebald, why did you do that? I wished you had not done it. You know that I had your permission to do the interview." "Yes, I know Bill," said the Lt., "but I told them that I did not. I need your help here. I am in a jam." "Bill, can you help me out here? I don't know what is going on here but they called me in last night and really raked me over the coals. I thought when that Chief Deputy Warden left here that things would be different. But they really hate you, it is all up and down the hall, on both sides..." "But Lt. Sebald, I have never met these people, what is their problem?" "I don't know man, it is crazy! I don't know why they have this thing against you, I told them that I have never had a problem with you at any time." Can you help me? "Sure, what may I do? Well, I need to get out of this jam, and I lied to them stating I did not give you permission to tape me." I told him that if it would help, I could take down the interview. I told him that to the best of my memory I did not think that I had marketed a single copy of the interview we did, but I had sold many of the ones I did during the same week about the 30th year anniversary of the murders with Vincent Bugliosi, Herald True and Stephen Kay. "Could you do that Bill, that would really help." I told him it might take me a couple of days to take it down. "Bill, the investigators will be contacting you. I tell you what, there are so many investigations going on in here that they are bringing in more investigator's from the outside. I have never seen anything like it! I do not want to talk to you on these telephones, I will call you from outside the prison." There is a person outside the state of California who has a copy of the interview because I like to have a back up of tapes. I called her. She was astonished. She reminded me that I had stated clearly in the interviews that I was taping so I decided to get the tape and listen to it. You see, while I like the Lt. who is the PIO at CIW, I realized that in order to protect himself, he was willing to sacrifice me. CYA is what the Navy called it, and here I was -- good cop/bad cop and I was being sent down the proverbial river. Oh, not with malice, just a law enforcement official who did what we expect out of the criminal every day. He lied. I might be facing an illegal wire tap of a state prison official and that my friends is some heavy duty time in the custody of a club fed. No thanks! I placed the tape in the machine and pressed play. There it was, right off the start, my proof that I had informed the PIO about a taping. He had been called by me for an interview but he asked me to call back in one hour. When I did, the conversation began with: "Is this something I need to prepare for? " "No, but I am recording this for accuracy and if there is something you do not want on the web, please tell me." He then referred to that woman who stalked me at CIW in the Van Houten hearing she walked out of, asking me what her trip was? We then talked about William Garretson and his change of story on the E Channel. Lt. Sebald spoke as the Public Information Officer at The California Institution for Women. He stayed professional. He was doing his job and if he were not the PIO then I would not have called him. He had every right to give an interview because I had been allowed on the grounds at CIW for ten years during Manson family parole hearings. I had been inside and taken some 72 photographs and I had visited Susan Atkins twice in 1992. I was a host of a television show, had written two books and more recently maintained this massive web site about the Manson case. Who could have more credentials for conducting a telephone conversation for a 30 year anniversary? It was as if I could hear the chin drop to the floor as I played the recorded tape announcing the recording for accuracy part. I suggested that he consider

very carefully his next move. As he answered his telephone, I had stated: "I have something you need to hear before you write a statement, answer a question or do anything at all."

It appears to me that if the administration at The California Institution for Women is interested in writing up a decent, honorable, professional career Lt. for doing his job, then there needs to be another investigation. What computer inside the prison is being used to spend hours viewing this web site? I understand there are two available, one inside the warden's office, another in a chief deputy warden's office. How many hours have been spent viewing this site to find a cause for an action such as this? Why is there such hatred for any individual who tells the truth and reports the facts regarding the Manson family inmates? Are there individuals inside the administration who down load information from this site and give it to Leslie Van Houten? She had pages of down loads at that hearing last summer when she got nervous and walked out. "Too much familiarity with Bill Nelson" does not seem to be a regulation that would be enforceable. And, what is too much? The investigation should focus on the possibility that some of these administrators are acting more like "parents" of the Manson female inmates and less like guards and wardens. An investigation should ask why these bureaucrats are wasting time on this minor issue, wrecking the career of a Lt. and not taking care of business such as drug abuse, sexual attacks inside CIW, violence and corruption. This administration needs to be scrutinized very carefully since there are massive-unrelated investigations on their watch. A HISTORY OF CORRUPTION: The Orange County Register documented the sexual abuses of a son of a former female warden in the late 1980's. I understand that one of her son's is in state prison, the other may be in a federal lock up. This son, used his clout to demand sexual favors and services from both female guards and female inmates. Susan Atkins told me about the contract abuses, corruption, and favoritism inside the prison during our 1992 visits. The stories about the plumbing problems were beyond belief. Barbara Hoyt helped me understand the forces behind this attack against Lt. Sebold. "It is Leslie, I think she has some mighty powerful friends in high places. If they think he has been too nice to you, then she will do anything to remove him. She hates you. And, he is just someone in the way too. Trust me Bill, I know Leslie. If she were not in prison for murder she would be F.......over some person out here in the world. She is cold! Leslie Van Houten is a cold blooded murderer. She is a princess. She is cold." I asked Barbara if she were doing some prison official for favors, but she responded that she did not think that would be it. "I am not saying that Leslie would not give sex for favors, but she does not need to do that. Leslie can really use people and again I say, she must have some pretty powerful people helping her." "I think Leslie is worth millions of dollars in interviews, books, and other things when she gets out. Someone is helping her who has an interest in her future." "She is the darling of the media and she would be worth millions in ratings." Hey CIW Deputy Wardens -- I welcome the investigation so it will expose your corruptness, excessive hate for me and the willingness to destroy an honorable Lt. I saw nothing come out of that so-called investigation of the prison chaplain. The investigator called me, I sent him documentation and that was the last I heard. Who knows what the punishment for inmate Tex Watson was? No one in the CDC office will say. It is all about his "right to privacy" is the official word. Whatever it was, it was so devastating to Watson that he canceled his 2000 parole hearing, just like he did his 1993 hearing illustrating his cowardice. You know who really gets offended at all this bureaucratic crap? The victim families. They do not understand it. They wonder what people in power are thinking. They shake their heads. There is one thing the administration at CIW will not be guilty of -- too much familiarity with the victim's families. I wish the Lt. well in his situation, but he should not have lied. Remember Mark Furhman? He lost a career in law enforcement over the lie about the trick question and the "N" word. It was not even material to the case. A neighbor of mine who has been in the Sheriff's office for more than 20 years said that just the lie to an investigator should be enough for a demotion or termination. It was not my interview with the PIO that has legs. It was the lie. I grieve for that. I really like the Lt.

P. O. Box 1585, Costa Mesa, CA 92628 Subj: Action against Lt. Sebald PIO at CIW Date: June 25, 2000 Dear Warden: I have been advised of the actions taken against your PIO Lt. Sebald for having "Too much familiarity with Bill Nelson" and for granting me an interview last summer. Let me assure you that your PIO has acted only in his assignment capacity and he has never given me any more preference than any other person covering the Manson female inmates. It would be a mistake for you to assume that Lt. Sebald is the person (s) who has given me information about the Manson women. I have been hearing for years about the hate and animosity from several administration employees at CIW directed against me and for the most part I have chosen to ignore it It was mostly from the Deputy Chief Warden who recently left your staff. This conduct, on the part of state employees is unprofessional and inexcusable. I encourage you to investigate this situation and come to the only reasonable conclusion by dropping any and all disciplinary actions against the PIO. The focus and attention of your over worked staff should be directed towards more pressing problems within your walls that has resulted in numerous investigations. The voice tape that I have of that brief interview clearly shows that I was given permission to record, and that was because the PIO had nothing to fear or hide in his professional conversation with me. I also have videotape of my presence on the grounds at CIW the last three hearing dates for inmate Van Houten. There is nothing unusual or out of line between Lt. Sebald and me. I have published a story about this on www.mansonmurders.com about this situation, but then I am sure that the administration staffs who are obsessed with me have already read it. You can thank them for having the world see their stupidity. Lt. Sebald is an honorable man, who for a brief moment when confronted in a heated exchange and charges, misrepresented the permission he gave for the interview. It was not with malice. Please, rein in your staff who is bringing unnecessary scrutiny to your institution. I have forwarded a copy of this letter to the Director personally for his information. Respectfully Bill Nelson
