JOB PURPOSE:
To manage Concern worldwide Mekele office HR/Amin/Finance and Transport &Logistics
activities in line with professional principles and Concern Worldwide Ethiopias rules and
regulation & co-ordinate and manage Concerns fleet to ensure efficient and effective
operation in the Sub-office. Provide effective and efficient HR related services to staff
working for the Sub-office.
MAIN DUTIES AND RESPONSIBILITIES
Financial Responsibilities
Coordinate with other team members to complete financial requirements for
Action plans and prepare reports for relevant parties such as Government,
Concern and Donors as necessary.
Undertaking other standard financial requirements such as weekly cash count,
surprise cash count, checking payroll, undertaking random checks on purchase
prices and preparing cash flow requests from Area office.
Prepare and Check monthly financial report and send to HO up to 5th of the next
month
Ensure adequate fund/cash held in programme for planned activities
- Keep track of monthly cash balances.
- Send monthly cash request to head office on time.
Ensure the following deadlines are adhered
- Monthly cash books and bank books
- Cash requests from the fields
- Cash transfers to fields and others
Responsible to fill the gaps when cashier / assistant accountant is on annual
leave
Adhere to the necessary accounting, documentation and reporting procedures
required for the purchase of items based on purchases/procurement procedure,
if any.
Responsible to check daily financial payments in line with organizational policies
and procedures by giving due attention to budget codes.
Ensuring close collaboration and communication with Finance and HR
departments at HO to facilitate and smoothen consistent running of the
programme
Work closely with cashier / assistant accountant & responsible to encourage &
provide technical support.
Check and review the external work done before any payment is effective
Review and check monthly staffs payroll before the payment is effected
Transport & Logistics Responsibilities
Understand and adhere to the rules and regulations of (Transport, Procurement
and warehouse policy) laid down by Concern worldwide- Ethiopia. If these
regulations are not clear bring it to the attention of your line manager.
Make sure office vehicles are serviced periodically as per Concern and
manufacturers maintenance guideline and insure all repair and maintenance are
as per Concern Ethiopia vehicles maintenance guideline.
Check and review office` vehicles repair and spare part bills and make sure the
invoices are in accordance with the agreement before payment is effect.
Collect daily and weekly transport plan from the users and organise the transport
in cost effective way.
Monitor office and rented vehicles daily movement and ensure that resources are
effectively used for Concern interest only.
Collect monthly log sheet for office and rented vehicles and evaluate each

vehicles fuel consumption.


Produce monthly transport report with all formations like: Maintenance cost, fuel
consumption, availability, utilization, accident/incident and need satisfaction.
In case of accidents follow up necessary procedures (insurance company, traffic
police, lawyer, reporting, visiting scene, etc)
Make sure all the procurement processes are as per Concern Worldwide-Ethiopia
and Donors procurement guideline.
Make sure all purchase` files are maintained as per Concern Worldwide Ethiopia
Finance, Procurement and Store guideline.
Update regularly SRTS (Supplies request tracking sheet) and liaised with HO
Logistics unit for programs SR progress.
Organise the program procurement committee and make sure the committee
members are familiar with Concern Worldwide Ethiopia procurement guideline.
Maintain good stock records systems and make sure all relevant information are
shown on the stock and bin cards as per Concern and donors guideline.
Produce monthly consolidate stock report and check/inventory process is
undertaken at all-time in accordance with Concern Worldwide- Ethiopia inventory
guidelines.
Make sure fixed assets in all office are updated and tagged as per Concern
Ethiopia and Donors asset management guideline.
Make sure all agreements like; vehicles maintenance, spare part and office rent
are timely renewed.
Monitor logbooks and vehicles charge out sheet of Drivers on a weekly basis
ensuring that they are filled in properly fuel usage, KM analysis.

HR & Admin Responsibilities


Maintain and update personnel files of all staff, including all documentation
as required in line with Concern HR Manual guidelines. Liaise with HO HR
department regarding human resource activities to facilitate smooth running of
the programme.
Manage and record staffs annual leave roster and ensure all annual leave is
used within the current year. Record and manage all staff related leaves such as
Compensatory Time Offs, sick leaves as per Concerns HR Manual.
Manage and address all staff personal issues following the Concern HR Manual
guidelines
Prepare HR report and send to the HO up to 5th of the next month.
Provide the necessary materials and equipment to project staff for their day to
day activities
Receive, screen, log and route programme-related correspondences and maintain
an effective follow-up system
Monitor and follow-up on the performance (PDR) of all staff working in the Suboffice.
Maintain high standard of Health and Safety within the working environment.
Maintain good working relationships in the workplace.
QUALIFICATION AND EXPERIENCE REQUIRED
BA Degree or College Diploma in accounting with minimum of three years or five
years relevant experience respectively
Profound experience in finance, administration, logistics and HR Management
Computer literate
Fluent spoken & written English
NGO experience an advantage
Good communication and report writing skills

Marie Stopes International Ethiopia (MSIE) is an international Non-Governmental, notfor profit organization dedicated to expanding quality family planning and reproductive
health services in Ethiopia. MSIE is currently providing family planning and comprehensive reproductive health services through its clinics, mobile outreach teams, and

to install an advanced structured LAN cabling. The structured universal cabling, to be

M&E and Mainstreaming Crosscutting Issue Senior Project Officer

JOB PURPOSE:
To take overall responsibility for the correctly implementation and supervision of M&E and other
crosscutting activities in line with Concern worldwide policies and programme proposals Establish
and maintain cordial working relationships with relevant local Government bodies, NGOs and the
community/ beneficiaries at project and Woreda level to enable Concern WW to achieve its objectives.
Main Duties & Responsibilities:

Develop participatory program/project monitoring and evaluation plan together with the
project staffs.

Undertake and participate in different assessment surveys (EW, intervention impact,
baseline data, case studies, etc) in collaboration with the responsible stakeholders;

Facilitate and participate quarterly based monitoring sessions in the implementation of
integrated project Activities

Evaluate the project implementation and impact in collaboration with all responsible
stakeholders.

Conduct and document annual learning reviews;

Give technical support and advice on Monitoring and evaluation for programme staff.

Extract, collect and document case stories, lesson learnt and best experiences

Ensure the implementation of internal and external mainstreaming of cross cutting issues
in the south programme.

Ensure that high quality cross cutting activities are implemented either internally or by
partner organization

Ensure the implementation of cross cutting related plans in the south programme

Write, compile and disseminate regular reports on the implementation of project/programme

Organizational Development
Forum on Sustainable Child Empowerment
(FSCE)
FSCE was incepted 24 years back by social development volunteers
and since then is being run and guided by strategic plan. FSCE is a
recognized non-profit charitable local NGO working for the benefit
of vulnerable children. The organization is governed by a general
assembly and a board that has an executive committee. Today,
FSCE operates its programs that are designed for the wellbeing
and development of children with a wide range of interventions
encompassing three thematic areas of work: Prevention, protection
and Child Resource Development.
All of FSCEs program activities are implemented in seven
geographic areas of Addis Ababa, Dire Dawa, Dessie, Adama and
Bahir Dar cities and towns.
The general objective of the organizational development (OD)
is to review and change the mission, organizational structure,
program and program management, communication system of
FSCE so as to deliver better services to its target efficiently and
effectively.
The Consultant undertaking the OD should have the following
minimum competencies, qualification and experience.
Minimum of Masters Degree in organizational
development or in related field
Extensive knowledge and practical experience that could
be verified by testimonies on Organizational Development

African Medical and Research Foundation (AMREF) is the largest


African health development non-governmental international
organization based in Africa, committed to improving health and
health care in Africa. Headquartered in Nairobi, AMREF has
programme implementation offices in Ethiopia, Kenya, Senegal
(covering Western Africa), Republic of South Sudan, South Africa
(covering Southern Africa), Tanzania and Uganda. In addition,
the organization works in over 30 African countries through its
outreach, training and laboratory strengthening activities. To
support its operations in Africa through fundraising and advocacy,
AMREF also has offices in Austria, Canada, Denmark, France,
Germany, the Netherlands, Italy, Monaco, Spain, Sweden, United
Kingdom and the United States of America. Similarly, the Flying
Doctors Society of Africa (FDSA), set up in 1971, raises funds to
support the outreach programmes conducted through the AMREF
Flying Doctors (AFD).
AMREF has been formally registered in Ethiopia in 1998, a fullfledged country program was started in 2002. Since then, the
country program has grown from one project in Addis Ababa to
over 20 projects in four regions (Addis Ababa, Afar, Oromia and
