CHAPTER 12: WACIC Vehicle File SECTION 01: Introduction Procedure #: 12.01.000 Special Order: Supersedes: WACIC Manual 2003 Edition Applies to: ACCESS Users I. DEFINITIONS A. Purpose of the Vehicle File 1. The Vehicle File provides assistance in the recovery of stolen vehicles, stolen license plates, or vehicles involved in the commission of a crime (felony vehicle). It also contains major component parts (of vehicles) when stolen in conjunction with the theft of the vehicle. 2. To assist in the recovery of wanted stolen vehicles, WACIC maintains an active file by license (LIC) and vehicle identification number (VIN) of all inquiries submitted during the preceding period of a minimum of 120 hours. The LIC, VIN, and/or owner-applied number (OAN) information contained in any subsequent vehicle entry are matched against this file (OANs are classed as VINs). When a match is found, the originating agency receives a message showing the agency making the inquiry and the date/time the inquiry was initiated. 3. The WACIC Vehicle File also provides the capability of entering impounded or repossessed vehicles. Any subsequent stolen vehicle entry will produce a match on a previously entered impounded or repossessed vehicle record. B. Canadian Vehicle Index 1. NCIC maintains an interface with the Canadian Police Information Centre (CPIC) that allows searchable identifiers in CPIC records to be transmitted to NCIC for storage and access, creating the Canadian Vehicle Index (CVI). The CVI contains stolen boat, part, vehicle, and license plate records, including U.S. registered vehicles and boats stolen in Canada.

2. Based on the CVI response, the inquiring agency should perform an NLETS transaction to obtain current record information in CPIC, and then perform any required hit confirmation. Canadian agency names, addresses, and telephone numbers may be obtained through an NCIC QO inquiry. 3. All inquiries that search the NCIC Vehicle File may generate responses from the CVI. When a U.S. user queries NCIC and the query hits on a CPIC record, the user will receive the following message as a hit response: YOUR TRANSACTION IS A POSSIBLE MATCH WITH AN INDEX RECORD FOR A FELONY VEHICLE IN CANADA WITH THE FOLLOWING IDENTIFIERS: ORI/BC1234567 VIN/CAN1234567890 LIC/ABC123 LIS/AB. ADDITIONAL INFORMATION MAY BE OBTAINED VIA NLETS USING A VQ OR XQ TRANSACTION. INTERNATIONAL USERS CONTACT INTERPOL OTTAWA. C. National Insurance Crime Bureau 1. The National Insurance Crime Bureau (NICB), formerly NATB, is a crime prevention organization assisting law enforcement in the prevention, detection, and prosecution of the financial crimes of theft, fraud, and arson relating to personal property. NICB maintains divisional offices in Atlanta, Chicago, Dallas, New York City, and Los Angeles. Branch offices are located in Boston, Detroit, and Houston. Each office can be reached directly via the National Law Enforcement Telecommunications System (NLETS). The eastern and western divisional offices are open 24 hours a day, 7 days a week for urgent inquiries. 2. Special agents are always on call to provide assistance to law enforcement in the identification of vehicles under investigation. Special agents are highly qualified investigators and experts in identifying vehicles on which identifying numbers have been removed, changed, altered, or obliterated. Special agents participate in training programs for law enforcement officers charged with the responsibility of theft, fraud, and arson investigations. 3. NICB publishes manuals and software for assisting law enforcement in the investigation of the financial crimes of theft, fraud, and arson. VINASSIST is a personal-computer-based software package that assists VIN users in detecting and correcting VIN errors. Once a VIN has been corrected with VINASSIST, checking NICB's assembly and shipping records can verify it for accuracy. VINASSIST is available free of charge for directing requests via NLETS to NICB's Information Systems Division. NCIB manuals include the Passenger Vehicle Identification Manual, the Commercial Vehicle Identification Manual, VIN Location Pocket Guide, and the NICB Annual Report.

4. The Passenger Manual furnishes identification techniques for motor vehicles, engines, and transmissions, in addition to a brief summary of vehicle and marine laws and regulations. The Commercial Manual similarly covers truck tractors, light-duty trucks, diesel engines, commercial trailers, recreational vehicles, farm, construction, and off-road equipment. The VIN Location Chart is a quick reference to be carried by field personnel. The Annual Report monitors trends in vehicle theft and fraud. Each publication is available free of charge to law enforcement agencies. For more information, direct requests via NLETS to your local NICB regional office. 5. NICB maintains a rapidly expanding national and international index of more than 250 million records related to vehicles, including manufacturer's shipping and assembly, vehicles imported and exported, thefts, impounds, salvage, auction, pre-inspection, vehicle claim, rental, theft, theft (recovery), and NCIC/CPIC cancels. To track a motor vehicle's complete life cycle from birth to death, the database is designed to include vehicle liability, physical damage, and related homeowner claims. NICB files include data on passenger vehicles, multi-purpose vehicles, trucks, trailers, motorcycles, snowmobiles, construction and farm equipment, boats, and uniquely identifiable parts. 6. States may enter impound records into the NICB Impound File via NLETS. Washington participates in the NICB Impound File by automatically forwarding each impounded vehicle record entered into the WACIC system NICB via NLETS. WACIC users need take no separate action to enter impounds into NICB files. The resulting acknowledgment from NICB is directed to WACIC so the NICB file (FIL) number can be extracted and added to the WACIC record. WACIC then sends a notice to the entering agency, indicating the NICB FIL number has been added to their record. 7. At NICB, in addition to being added to their Impound File, the VIN will also be compared to the NICB Theft File. If a matching record is found, the hit is forwarded to the proper NICB division for processing. The entering agency will be contacted. All new thefts are also checked against the Impound File when entered. The impound records will be maintained and returned by NICB for a period of 60 days from the date received. There may be occasions where the VIN does not pass the NICB edits. In these cases, quality control at NICB will review these and attempt to correct them. They will notify the sender of any corrections to the VIN. Moreover, if they are not able to correct them, the entering agency will be notified. 8. States also have the capability to cancel or modify their existing record. The modify is normally used if a mistake was made in the entry process.

9. The cancel is used when the agency wishes to remove the record from the Impound File. D. Definition of a Vehicle 1. For WACIC/NCIC purposes, a vehicle is any motor-driven conveyance, except watercraft, designed to carry its operator. In addition to conveyances meeting this definition, aircraft, trailers, and campers designed for mounting on trucks are entered into the Vehicle File. E. Criteria for Entry into the Vehicle File 1. Any outstanding stolen vehicle, as defined above, should be entered immediately subsequent to receiving a theft report. WSP recommends registered owners sign theft reports. 2. Vehicles wanted in conjunction with felonies or serious misdemeanors should be entered into the file immediately. 3. Any stolen license plate will be entered on the same basis as a stolen vehicle, provided all plates issued are missing. If two plates are issued and only one plate is missing, it can be entered, provided the remaining plate will no longer be used. WACIC and NCIC will accept any stolen license plate. 4. Vehicles associated with wanted/missing person(s) should be entered as part of the wanted/missing person entry. 5. Impounded or repossessed vehicles should be entered by all agencies. With impounded/repossessed vehicles on file, a later file entry of a stolen report will give the entering agency the location of the vehicle and the agency that had the vehicle stored. 6. Loaned, rented, or leased vehicles that have not been returned are not entered into WACIC and NCIC unless an official police theft report is made or a filed complaint results in the issuance of a warrant. 7. All stolen/wanted vehicles and stolen/missing license entries are automatically entered into NCIC. It is the responsibility of the entering agency to maintain their entries in an up-to-date status. 8. Do not enter a vehicle stolen if it is located prior to entry.

F. Retention 1. Stolen vehicles entered with the VIN or OAN remain for the year of entry plus four years from the year shown in the date of entry field. 2. Records having reached the end of their retention period are purged from both WACIC and NCIC during the annual purge on or about January 1 of each year. Stolen vehicles entered without a VIN or OAN, remain for 90 days from the date of entry. These records are purged from both WACIC and NCIC on a daily basis. 3. Felony vehicles remain in the system for ninety days from the date of entry. Records having reached the end of their retention period are purged from both WACIC and NCIC on a daily basis. 4. Stolen license plates- will remain on file for the year of entry plus four years. 5. Impounded vehicle records remain on file for six months from the date of entry. Records having reached the end of their retention period are purged from WACIC on a daily basis. a. Impounded vehicles are also forwarded to NICB, where they remain on file and available for inquiry for 60 days from the date of entry. 6. Repossessed vehicles remain on file for six months from the date of entry. Records having reached the end of their retention period are purged from WACIC on a daily basis. 7. When a record is cleared, it remains on file in the WACIC system for 14 days from the date of clear. Cleared records are removed entirely from NCIC upon receipt of the clear message. G. Validation 1. Stolen vehicle records are validated monthly. Each record entered will be subject to validation three months after entry and annually thereafter.

1. Inquiries can be either Message Field Code (MFC) driven or positional. If MFC's are used (LIC/, LIS/, VIN/), those fields immediately follow the original agency identifier (ORI) in the inquiry. If MFC's are not used, then the inquiry is "positional" and the fields must be in the order shown above with each field accounted for, even if not filled. 2. If the inquiry is a non-field contact (i.e., office, squad room), using the optional INV/ field in an inquiry prevents a notice from being sent to a DOC supervising officer if the inquiry retrieves a record on the subject from the Supervised Persons File. If INV/ALL is used in the inquiry, the 20 records limit is bypassed and all records on file matching the search elements are returned. 3. Including the image indicator (IND/Y) will retrieve any image records associated with records returned in the inquiry.

a. RSH/Y will retrieve all records linked by case number and ORI to the record retrieved in the inquiry. B. Guidelines for Inquiries 1. The ORI is not required in inquiries. If no ORI is included in the transaction, the ACCESS system inserts the default ORI assigned to the terminal submitting the inquiry. If an ORI is included, it must be an ORI which the terminal is authorized to use. 2. When inquiring on a license plate number that exceeds ten characters, use only the last ten characters. 3. The inquiry format does not allow for Message Field Codes SER and OAN; therefore, when making an inquiry on a SER or an OAN, use the VIN format. Up to three numbers may be included in each inquiry, and commas must separate the numbers. C. Operational Inquiries 1. WACIC/NCIC Inquiries Message key V or QV: This type of inquiry is used to check on vehicles in the WACIC/NCIC files. NOTE: When using this type of inquiry by license plate number (LIC), always include LIS (license state). Failure to indicate license state could result in an invalid hit on a matching license from a different state. This type of inquiry can be submitted by LIC and/or VIN. Up to three VIN's, separated by commas, can be submitted on one inquiry. When an inquiry is made on a SER or OAN, identify only as VIN. If the inquiry indicates LIS as WA, only the WACIC files will be searched. If no state or a state other than WA is indicated in the LIS field, WACIC and NCIC will be searched for a match by LIC. The ACCESS computer reformats your inquiry and transmits the first field (LIC or VIN) in your message to the Department of Licensing (DOL) for a registration. When LIC and VIN are both submitted on one inquiry, only the LIC is reformatted for DOL registration; however, both LIC and VIN are transmitted to WACIC. field is used to limit the report to a specific county or counties by entering a county number or numbers separated by periods. a. For example, an inquiry with CTY/17.27 will return the Hot Sheet report with only those license numbers entered in King and Pierce counties (see the Ready Reference Guide for a list of county numbers). b. Placing EAST or WEST in the CTY field will return all licenses entered by agencies in Eastern or Western Washington, respectively. Omitting the CTY field will cause the report to contain all license numbers entered statewide. c. The optional field FMTFLAG determines the content and formatting of the Hot Sheet response. If the FMTFLAG field is N or not present, Hot Sheet responses will contain license plate information only, sorted by LIC. 5. NCIC Inquiry NCIC is available for direct inquiries only when WACIC is down. However, since the ACCESS system splits inquiries to NCIC, it is not necessary to send a direct NCIC inquiry when WACIC is down. Therefore, the following information on NCIC inquiries is provided for reference only. The NCIC inquiry format requires use of the full MKE (QV) and Message Field Codes. Therefore, it is possible during WACIC down times that a vehicle which has recently been reported stolen will not be listed in NCIC. 6. Batch Inquiries The batch inquiry allows users to create a file of individual QV inquiries in one message. Each inquiry is delimited by a sequence number (SEQ) at the beginning of the inquiry and an & as a separator. The SEQ field contains three numerics and is used to match the responses (hit or no hit) to the specific inquiry it was generated. Prior to each response SEQ will be returned to identify those responses with that sequence number. The sequence numbers do not have to be sequential but they do have to be unique. The HDR, ORI, MKE, and SEQ are entered without the MFC. The identifiers available in the QG inquiry are available for use in the QVB message, including the RSH indicator, and are preceded by the proper MFC. This image record may then be associated to a vehicle record. The generic vehicle image inquiry can be made with VMA-VMO-VST-VYR. To request a specific image, query by the IMN. To request all images associated with a record, query by the WAC or NIC number. Here is an example of a QII transaction requesting a generic vehicle image: QII.WA0340500.VMA/FORD.VMO/MUS.VST/CV.VYR/2005.IND/Y Or QII.WA0340500.IMN/I987654533.IND/Y Example of an NCIC Generic Vehicle Image response: WA0340500 MKE/IMAGE IMT/V VMO:MUS VST:CV VYR:2005 VMA:FORD IMN:I12324244 GENERIC VEHICLE 02876 <image>. The Image Response (IMR) is composed of the following data: the IMT (V for generic vehicle image) and standard vehicle MFCs (VMO, VST, VYR, and VMA). The Image Number (IMN) is next, followed by the image size in bytes (02876). Last, <image> would be replaced with the actual image. 8. Interpol Inquiry a. Stolen Vehicle Inquiry (IVQ) Mask (1) Message Key IVQ: This inquiry Checks Interpol Inquiries and responses run against stolen vehicle files. (2) Enter ORI and VIN number. VIN is a Mandatory filed. ENG and MAK fields are optional. Press Send button. If there is a possible match, it will show the same VIN used in the IVQ query. Use the VIN to run the Full Vehicle Detail Query (FVQ).

b. Full Stolen Vehicle Inquiry (FVQ) Mask (1) Message Key FVQ: These inquiry further searches for a response based on VIN found in the IVR response. (2) Enter VIN found in the IVR message. Press Send button, an FVR response will be sent. II. PROCEDURE A. Search Procedures 1. WACIC License Search Procedure a. When an inquiry is made by LIC, the Vehicle File searches for a match of the license on any stolen, felony, impounded, or repossessed vehicles; any stolen license plates; and a license on any vehicle in the Wanted or Missing Person Files, the Protection Order File, the Person of Interest File, the Supervised Person File, or the Watch your Car File. Searches of the WACIC files by the LIC use exact match and near-hit scoring.

b. The process assumes that the LIC in the record and the search are each eight characters long, including leading blanks, and the LIS in the record and search are each two characters long. If the search finds one or more exact matches on LIC and LIS, it will not return any near-hit matches. Near-hit matches are determined by: (1) An exact match on LIC but with a different LIS. (2) If the LIS matches or search LIS=XX then: (a) Count the number of matching characters in LIC. NOTE: To match, characters must be in the same positions (e.g., ABC123 and ADB213 have two matching characters). If the search LIC is in the format aaaddd or dddaaa (where "a" denotes a letter and "d" denotes a digit and the first two characters in both are blanks), then: (b) If the number of matching characters is seven, then the record is a near hit. If format is aaaddd and number of matching characters is 5 or 6, then look for transpositions of letters in the LIC field of the record.

2. VIN Search a. The search of a VIN is compared against the VIN, SER, and OAN in applicable Vehicle, Parts, and Persons Files. The search against VIN and SER shall be exact and near-hit. The search against OAN shall be exact only. b. A near-hit is returned when the last six characters of the search VIN and the candidate VIN or SER match. When both near-hits and exact match hits are encountered during the search, only the exact match records are returned. 3. NCIC Search Procedure a. An NCIC search on license or VIN will search all records in the Vehicle, Parts, Boat, and applicable Persons Files.

(1) License Search (a) NCIC searches only for exact match on LIC; there is no near-hit matching conducted on license searches. When the inquiry includes a LIS, this field is also searched. i. For example, an inquiry is made on LIC/ABC123.LIS/OR. On file is LIC/ABC123.LIS/CA. This record will not be returned. (2) VIN Search (a) If a VIN is more than eight characters, NCIC searches on the rightmost eight characters of the VIN. A caveat will appear to warn agencies which receive a positive vehicle response that any match(es) is not exact as to all VIN characters: RECORD NIC/V123456789 IS BASED ON PARTIAL VIN SEARCH VERIFY ALL DATA BEFORE TAKING FURTHER ACTION BASED ON THIS RECORD. (3) Secondary Searches (a) In some cases, an NCIC search can generate secondary searches based on identifiers contained in the initial search results:

1. MKE (Message Key) a. The MKE field must be a valid message key. 2. ORI (Originating Agency Identifier) a. The ORI is the NCIC-assigned identifier of the agency holding the record. 3. (1) If the license plate number exceeds ten alpha-numeric characters, enter the last ten digits in the LIC field. The complete license plate number must be shown in the MIS field. b. Except as indicated above, partial plate numbers must not be entered. c. Since it is the only identifier, LIC is required for all stolen license plate entries. 4. LIS (License Plate State) a. The LIS field has two alphabetic characters. It must be a valid code as listed in State and Country Codes of the NCIC Code Manual. It is required if LIC field is filled, except for wanted felony vehicles. 5. LIY (License Plate Year of Expiration) a. Must be four numbers representing the year the license plate expires or the letters NX to represent a non-expiring registration. b. In this field, enter the four digits of the highest year in which the license plate (registration where applicable for snowmobiles, all-terrain vehicles, or aircraft) is valid, as shown on the license or registration certificate. 6. LIT (License Plate Type) a. The LIT field has two alphabetic characters. It must be a valid code as listed in the Section 2, Vehicle Data Codes, of the NCIC Code Manual. The LIT is required if LIC field is filled, except for wanted felony vehicles. 7. VIN (Vehicle Identification Number) a. Place the complete serial number of the vehicle in the VIN field. If the serial number contains more than the maximum 20 alpha and/or numeric characters, the last 20 must be entered in the VIN field. The complete VIN must be listed in the miscellaneous (MIS) field. Stolen automobiles that have been assigned a unique serial number by a state agency must be entered with this number in the OAN field. If a vehicle has a permanently affixed owner-applied number, this number must be placed in the OAN field. b. Stolen vehicles entered without a VIN or OAN will remain in the file for 90 days after entry.

c. If the VIN entered in the record does not conform to VIN edits for that year and make of vehicle, entering SVIN as the first four characters of the MIS field will cause the VIN edits to be skipped and the record to be accepted by WACIC and NCIC. d. Before using the SVIN process, you must be certain the VIN is correct for the vehicle. This is not to be used to enter incorrect information. e. Any record with SVIN in the MIS field will be forwarded to ACCESS Operations for verification. 8. VYR (Vehicle Year) a. The VYR must be four numbers, showing the production (model) year during which the vehicle was manufactured (e.g., 1983). On vehicles where the exact year cannot be determined, enter the estimated year of the vehicle, and include in the MIS field VYR/ESTIMATED. 9. VMA (Vehicle Make) a. The VMA Field contains up to 24 characters. The first four characters must be alphabetic and a valid NCIC 2000-assigned code as listed in Section 4, Vehicle Data Codes, of the NCIC Code Manual. If the VMA code is less than four characters and data are included in positions 5 through 24, positions 3 and/or 4 should be blanks. The remaining characters are free text and must contain the name of the manufacturer when the VMA code is AERO, ATV, COEQ, CYL, FARM, SNOW, SPEC, TRLR, or TRUK. (1) If an assembled automobile without a manufacturer's assigned VIN; it must be coded ASVE. An assembled auto is one that is homemade or is assembled using component parts from different vehicles or from kits provided by a manufacturer for specialty cars and replicas. If the manufacturer's name appears on the vehicle, the assigned VMA code should be used. The VMO would be REP, and in the MIS field, include REPLICA OF (year, make, and model replicated). The state-assigned VIN (number under which the vehicle is titled) would be entered into the OAN field. If the manufacturer's name does not appear on the vehicle, the VMA would be ASVE. (2) If construction equipment VMA codes are not listed for equipment make, use the code COEQ. (3) If farm and garden equipment VMA codes are not listed for equipment make, use the code FARM.

(4) If motorcycle VMA codes are not listed, use the code CYCL. If a motorcycle is homemade (made from commercial, homemade, or altered parts), use the code HOMD. If a motorcycle is reconstructed (assembled from parts of various similar vehicles and the parts are not altered), use the code RECO. (5) If trailer VMA codes are not listed, use the code TRLR. If a trailer is homemade, use the code HMDE. If a trailer is reconstructed (assembled from parts of various similar vehicles), use the code RCON. (6) If truck VMA (including bus, motorized home, etc.) codes are not listed, use the code TRUK. A reconstructed motor home (made from various similar vehicles) would be entered as REMH. (7) When the VMA code is CYCL, COEQ, TRLR, or TRUK, the first item in the MIS field must be the name of the manufacturer. 10. VMO (Vehicle Model) a. The VMO field must be a valid VMO code as listed in Section 5, Vehicle Data Codes, of the NCIC Code Manual. 11. VST (Vehicle Style) a. The VST field must be a valid VST code as listed in Section 6, Vehicle Data Codes, of the NCIC Code Manual. 12. VCO (Vehicle Color) a. The VCO field must be a valid color code as listed in Section 3, Vehicle Data Codes, of the NCIC Code Manual. If seven characters, the fourth must be a slash (/). 13. DOT (Date of Theft) a. The DOT field must be eight numbers, year month, and day (YYYYMMDD) in that order. Must be a valid date less than or equal to the current date. b. For wanted felony vehicles, enter the date the crime occurred in the date of theft (DOT) field. c. For impounded vehicles (both police and private) and repossessed vehicles, enter the date the vehicle was impounded or repossessed.

14. OCA (Originating Agency Case Number) a. The OCA has a maximum of twenty letters and/or numbers. It must not contain a single zero only, a run of zeros only, the word NONE, or the first seven characters of the ORI field. A hyphen (-) is the only special character permitted as part of the twenty characters. b. The OCA field for impounded vehicles (both police and private) and repossessed vehicles must contain the Registered Disposer number assigned by the Department of Licensing to the towing company or wrecking yard. This is a four-digit number between 5000 and 5999. If none is assigned, or in cases where a vehicle is impounded to a police impound yard, use 5999. 15. LKI (Linkage Agency Identifier) a. The LKI contains nine alphanumeric characters. It must be a valid NCIC 2000-assigned ORI. The LKI and LKA cannot be identical to the ORI and OCA. LKI and LKA are entered as a set. 16. LKA (Linkage Case Number) a. The LKA field contains a maximum of 20 alphanumeric characters. It must not contain a single zero only, a run of zeros only, a single alphabetic only or the word NONE. The first seven characters of the LKA cannot equal the first seven characters of the LKI. The only valid special character is the hyphen. The LKA must be valid for the LKI. (There must be an ORI and matching OCA in the System). 17. MIS (Miscellaneous Field) a. License plate numbers exceeding ten characters must be shown completely in the MIS field. The last ten characters of the plate number must be entered in the LIC field. b. In those states where the deletion of a hyphen or symbol in a license plate number may cause an invalid match of license plate numbers, the plate number, properly hyphenated, must be shown in the MIS field. An example is plate number 1-1568, which would be matched with plate number 11-568 if it is on file. (1) For an aircraft, all-terrain vehicle, dune buggy, go-cart, golf cart, or snowmobile entry, the manufacturer's complete name must be entered in the MIS field. Also, include the model number and/or model name, when available. If the vehicle is homemade, include the words VMA/HOMEMADE in the MIS field.

(2) If a construction equipment entry contains the code VMA/COEQ, the manufacturer's complete name must be entered in the MIS field. Additional descriptive information which might aid in identifying the particular stolen construction equipment should be entered. (3) If a farm or garden equipment entry contains the code VMA/FARM, the manufacturer's complete name must be entered in the MIS field. (4) If a motorcycle entry contains the code VMA/CYCL, the manufacturer's name must be entered in the MIS field. (5) Three-wheel motorcycles that are street legal should be entered as motorcycles with the notation 3W-MOTORCYCLE in the MIS field. If it is not street legal, they are considered ATV's and should be entered as such. (6) If a trailer entry contains the code VMA/TRLR, the manufacturer's complete name must be entered in the MIS field. Also, include any distinctly unique marking(s) or point(s) of identification in the MIS field. (7) If a stolen truck (including bus, motorized home, etc.) entry contains the code VMA/TRUK, the manufacturer's complete name must be entered in the MIS field. (8) If a felony vehicle entry is entered, a brief description of the felony should appear in the MIS field. (9) If the vehicle is not registered and the vehicle year is not known, the VYR should be estimated and the wording VYR/ESTIMATED should be placed in the MIS field. 18. NOA (Notify Originating Agency) a. If an entering agency believes that notification each time its record is hit will provide investigative leads, regardless of whether the location of the property is known, enter Y in the NOA field. If this field is left blank it defaults to N for no. 19. OAN (Owner Applied Number) a. The OAN field is a 20-character searchable field. If the record entry also contains a VIN, the OAN cannot be the same as the VIN.

b. This field is to be used when the VIN assigned to a vehicle does not correspond to the normal VIN format for that type of vehicle. Some examples are: (1) State-assigned VIN's. (2) When the owner has affixed unique, non-removable identification numbers to a vehicle and/or equipment. (3) When portions of two different automobiles are assembled and the affixed VIN does not correspond with the VIN format for that vehicle. (4) When a passenger vehicle is "cut" down to make a truck. 20. IMN (Image NIC Number) a. This field associates a generic vehicle image maintained by NCIC to a vehicle record. Must be 10 characters consisting of an alphabetic character (I in the Image File) followed by nine numeric characters automatically assigned by NCIC 2000 to each accepted record. It must have valid check digits when used to identify a record in a subsequent message. IMN and IMT are entered as a set. 21. IMT (Image Type) a. This field is used to associate a generic vehicle image maintained by NCIC to a vehicle record. Must be a V representing a generic vehicle when associating a vehicle record to an image. It may be V or I when deleting an association to an image. IMN and IMT are entered as a set. 22. WAC (WACIC Number) a. A number consisting of the year of entry and the letter V, followed by seven numbers which are automatically assigned by WACIC to each accepted entry. For example: 05V000001. 23. NIC (NCIC Number) a. A self-checking number consisting of an alphabetic character (V in the NCIC Vehicle File, R in the Canadian Vehicle Index), followed by nine numbers that are automatically assigned by NCIC to each accepted vehicle record. I. DEFINITION A. Locate Messages 1. A locate message is used by an agency other than the entering agency to indicate the vehicle has been recovered. The locate message flags the vehicle record and causes a notice to be sent to the entering agency. 2. It is important that the locating agency enter a locate message upon recovery of the vehicle rather than wait for the entering agency to clear their record. Failure to do this prior to a clear message being sent could result in the vehicle being checked at a later date and being shown as an active stolen when actually in located status. 3. Any agency EXCEPT the agency that entered the record may place a locate message on an active vehicle record.

I. PROCEDURE A. Clear Transactions 1. When a clear message is sent, the first character of the message key is changed to C and the record is retained in the WACIC system for 14 days from the date of clear. If the record must be re-entered before the end of this 14-day period, it must first be cancelled before re-entry. Cleared records are removed entirely from the NCIC system upon receipt of the clear message. a. The clear transaction is used to indicate the recovery of a stolen vehicle, stolen license plate, wanted felony vehicle, or the release of an impounded vehicle, and to remove the record from the file. b. Do not clear a record determined to be invalidsuch as a vehicle that was repossessed rather than stolenor an erroneous stolen report. Cancel this type of record. c. A clear entry must be immediately transmitted when: (1) The agency recovering the vehicle is the agency that entered the record, or; (2) The agency that entered the record is officially advised that the vehicle has been recovered by another agency. 2.
