Using AMR FR in the downlink direction as an example, the algorithm for defining the lower threshold with the four relevant AMR PPC parameters and the current pc lower threshold DL Rx qual AMR FR (LDRF) parameter is as follows:

If the measured BTS transmitting power is smaller than AMR PPC DL FR Lower Threshold 1 (LDF1), the power control quality threshold for AMR FR is reduced by two (LDRF - 2)

Note that the power control quality threshold values are only changed within the algorithm during an AMR call. The values of the actual parameters, such as LDRF are not changed. With AMR PPC, the BSC uses the same Px and Nx values and averaging windows as with the normal power control algorithm. Counters 111 AMR Progressive Power Control Measurement contains the counters related to AMR Progressive Power Control.

There are two Rx quality sum counters for all transmitting power classes (0-15), one for uplink and one for downlink Rx quality. Every Rx quality sum counter has a denominator counter that indicates the number of times the RX quality class sum counter is sampled. Together these counters can be used to calculate the average Rx quality for each transmitting power class.
