Our childrens education and their lack of proper health protection, the voting and civil right of every citizen, regardless of ethnicity are too important to allow egos get in the way. We need to get O R G A N I Z E D.. OR the statusquo will continue. Rick Perry, David Dewnothing, Greg (I made my millions, now lets change the rules) Abbott and Dan Patrick would just LOVE to see us divided.. and doomed to fail. Most of our civil rights organizations, which in the past fought to defeat discrimination and disenfranchisement, have allowed greed and corruption within to grossly divide us; have allowed the racist establishment to flourish, once again. When the chair announced, via email several months back that tdpdn would not be attending state, she did so without consulting her membership. Am I to understand, that according to our state constitution and bylaws, no paid member of a local chapter can participate in a state convention unless the chair of that chapter has given them permission to do so? If so, that is absolutely ludicrous and something we need to change. I read the state constitution and bylaws posted online on the tejanos website very carefully. I cannot speak to whether or not they are accurate but since they are there, i am doing my best to uphold and abide by them. That document clearly says that our SDEC rep must hold a caucus prior to July 1st. We BEGGED ours to and she refused. What, sir, are we as members to do at that point? Do we have to forgo our opportunity to participate in our parent organization's annual meeting? Our understanding of that document, and in consultation with the current parliamentarian, is that the sdec position is forfeited and a new appointment will be made until we can hold a proper caucus, which is our intent. The meeting we held was not an official tejano meeting nor are we claiming it was a legal caucus meeting. Our chance to participate in one of those was denied to us. It was a delegates meeting during which we elected an acting chair and some committee members. We were simply trying to organize ourselves in the hopes that if we go to dallas we can find out what the heck is going on statewide with tejanos. Was that an illegal action? All of blanche's elected and appointed officers were there, except for Theresa asbury whom Blanche unilaterally appointed as SDEC rep after removing the one that was elected by the club, yoli clay, when she disagreed with her. some indication that you are not dealing with some faction, but the whole club members and officers. I agree with you that my mom's email was emotionally charged. I think what she was trying to say was if you were more informed as to what was happening here, you may not be questioning our tactics or threatening lawsuits. Instead, you might ask yourself what would you do or to whom would you turn if your chair was refusing to allow business related questions at monthly meetings under threat of removal by constable, refusing to justify unilateral funding decisions she has made, including a donation to her favorite mayoral candidate in a primary that was not voted on by the membership, and threatening people with reporting them to their employers? Vote them out, right? That is our democracy at work. Only problem...this chair refuses to acknowledge that her term is up, leading her board to believe they will stay on until sept of 2014 despite the fact they were elected in sept of 2011, and canceling the election meeting our chapter has traditionally held in August. Ok, if you cannot vote them out then go to an exec committee meeting to voice your concerns, right? WRONG. Not when the chair kicks you out and states that you, as a paid member, have no right to attend meetings of the exec committee. That's what Blanche did to me. Basically, Mr. Vallecilo, it is not divisiveness we seek. Quite the contrary, we are desperate for help to get our current chair to do one simple thing and that is run the chapter according to its constitution and bylaws. So that is why I am glad to hear you champion that. Perhaps you can be an ally in that regard although I have heard that you yourself are leading a split from tejanos, which is utterly disappointing if it's true. Now is not the time for Latinos to divide. We must unite if we want to turn Texas blue! So I hope to see you in Dallas leading the way for unity, among el pasoans and beyond. While my mom's email was a bit of a rant deeply rooted in emotion because this is our aunt perpetrating this extremely unprofessional and embarrassing behavior, your own email to Sandra was laced with tongue in cheek hostility. It is my hope that all of these issues can be resolved so we can move forward. I don't intend to take my toys to a new sandbox because things are rough. We could all just quit and start a MAD chapter and leave poor Blanche alone. But how does that help our community? How does it help Latinos get ahead? Isn't that our mission here? Or are we more concerned with building our personal fiefdoms? Please do not misrepresent our passions, interest or intent based off of what Blanche tells you. Make some calls if you want to be informed. I assure you, you

won't have to dig very deep to see that the very real problem here is exactly what your email to Sandra outlined. Our chapter is completely out of control, consistently operating outside the bounds of our local bylaws, not to mention the state, and being run by someone who proudly calls herself the "iron fist" and says she alone determines how appointments will be handled, when money will be disbursed, and who will be allowed to participate in her club. Yep - that's right. She tried to nullify all of our dues and memberships because we had the audacity to pay them to the duly elected treasurer instead of her hand picked membership chair whom she has subsequently kicked off the board for daring to stand up to her and not invalidate those memberships. You may call it "local autonomy" but I can tell you that us locals call it "intolerable dictatorship". Seems like, based on your email, you have been there once before yourself and it is my hope you will empathize with our situation once you know ALL the facts. I am surprised by the length and depth of your email when the very first sentence stands alone. "I have been informed of issues with Tejanos Democrats Paso del Norte Chapter". Really? Informed by WHO/M? 1) Blanche Darley, Chair who sent an email Resigning her position several weeks ago? 2) Terry Ware-Asbury, Chair of West Tejanos Chapter AND DIST. Rep TDPDN chapter - oh wait that would mean a member is voting in 2 Chapters. well, it's ok; just ignore the parliamentarian ruling, dig in your heels and Fight! A sample of her writing ability as a licensed psychologist and Naval Commander (retired) is attached for your perusal. I am sorry to tell you Peter, she wrote the pants off your writings. BTW, it was written to my daughter, Christina, with a Masters from Syracuse, mother of 2 beautiful kids, President of the PTA, Secretary in her Church, when she dared to question how terry ware-asbury could be appointed to that position when it violates Tejanos bylaws. Appointed by who/m. Why, Blanche, of course. I suggest you speak to an esteemed member of TDPDN who/m can explain to you about the strange phone call they received from that darn ole Chair again, asking if they would inform the Treasurer's BOSS no less about rumors mind you, that were flying around TDPDN which the Chair started and hopefully that Treasurer, a single mom, would get fired! THEN she would resign her position and quit asking the Chair about the 7 or 8 blank but signed checks she gave the Chair back in December for which to this date have NOT been accounted for! Well, that's ok too, just dig in your heels and FIGHT! Don't care for that story? Then call the editor of "El Diario" and ask him about his interaction with the Chair, Chief Justice in our city at a Tejanos meeting that left him with the color drained from his face due to embarrassment, the Chief Justice caught with her hand still in mid air after a copy of El Diario was snatched out of her hand by guess who? That darn ole Chair again. Well, the story takes a new twist and the Treasurer has now filed charges of Harrassment against that darn ole Chair with the EPPD. It seems the Chair with an unknown accomplice visited the Treasurers home and presented her with a letter when she knew the Treasurer was not at home. Why she did not use the postal service is unknown at this time. Why she did not go to,the EPPD with her evidence & file those charges is unknown. Why she chooses instead to continue harassing her? You figure it out. There are 20 members who will speak with you in regards to this Chairmans failed Leadership agenda. Some are copied on this email. The last "business meeting" of TDPDN where the agenda included minutes, Treasurers report, fundraising, etc, was in JAN 2013. That is why this month there will be a called meeting of TDPDN; we have no other options. I can forward the MAR meeting notice that said if we asked any questions regarding business we would be escorted out of the meeting! Seriously, I'll send it along because no one believes it until they read it. So Peter, when you say you have been informed, make sure "you have been informed". unconstitutional as it directly violates the autonomy of the EPDNTDs Chapter (and the BCTDs Chapter). An email you sent out sometime ago; notified all Chapters of holding their Senatorial District meeting; as per Article VI Section 2; prior to July 1, 2013. The faction undermining Chair Darleys authority-in fact did not participate in any Senatorial District meeting prior to July 1, 2013. Further, it is our/my understanding that Chair Darley informed you there was no Senatorial District elections held and that EPDNTDs would not be attending the State Tejano Democrat Convention. It appears that your intended disregard of Chair Darleys notification is political and intended to create further divisiveness in the El Paso region. Regardless of whether EPDNTDs intends to attend the State Tejano Democrat Convention or remain with the TDs; they are still members of the TDs and their autonomy cannot be violated. Further Article VI Section 2 provides that: Any Senate District Representative who has not called a Senate District Caucus prior to the annual meeting in odd-numbered years shall forfeit his/her office and the State Chairperson shall fill the vacancy by appointment until a Senatorial District Caucus is held. The Credentials Committee shall require of each Senatorial District Representative seeking to be seated a list of certified members present when the Representative was elected. As we/I noted in my/our previous email to youyou can appoint whomever you wish as provided by Article VI Section 2-as we/I disclosed to you, you can appoint whomever you wish as long as they are not members of the BCTDs, and in Chair
